examine the sheer and deliberate insanity, imbecility & witlessness of
questions being asked in Police Constable Examination by Khattar Govt's Staff
Selection Commission in the morning and evening papers held on 7th August, 2021
–
1. अपरीक्षित युवा
सांड छांटने का एकमात्र सर्वोत्तम आधार है।
2. पशुओं में चीचड़ी
बुखार का रोग होता है।
3. एक संकर बछिया की
प्रथम ब्यांत की आयु होती है।
4. भदावरी भैंस’ का उत्पत्ति
स्थान है।
5. निम्न में कौन सी
‘भारवाही गाय’ की नस्ल है ?
6. ‘‘भदावरी भैंस’’ के दूध में वसा
का अधिकतम प्रतिशत होता है।

As many as
8,39,000 youth had applied for the job of Police Constable i.e. every fifth
Haryanvi family has been affected by this recruitment. On the very first day
itself, i.e. on 7th August, 3.5 lakh youth took the constable recruitment exam.
It is estimated that an amount of 100 crore rupees was incurred by the hapless
youth and their parents on the preparation for examination, coaching, physical
test, deposit of examination fee and commutation. And what was the result? It
is for the 28th time that the ‘paper leak mafia’ has successfully leaked and
sold the paper allegedly with the help of those sitting in the echelons of
power in the Haryana Civil Secretariat and Staff Selection Commission. The
paper was openly sold by the ‘paper mafia’ for Rs.12 to 18 lakh to the poor
youth, who were craving for a government job at any cost. As the fraud was
exposed, the paper had to be canceled once again.
उपरोक्त 8,39,000 युवाओं ने पुलिस कॉन्स्टेबल की नौकरी के लिए दरख्वास्त दी
यानि हर पाँचवां हरियाणवी परिवार कहीं न कहीं इस नौकरी से प्रभावित हुआ। पहले दिन
ही यानि 7 अगस्त को 3.5 लाख युवाओं ने
कॉन्स्टेबल भर्ती परीक्षा दी। अनुमान है कि युवाओं और उनके माता-पिता का परीक्षा
की तैयारी, कोचिंग, शारीरिक परीक्षा, परीक्षा शुल्क
जमा कराने तथा आने-जाने में 100 करोड़ रुपया की राशि खर्च हुई। और नतीजा क्या निकला? अट्ठाईसवीं बार
पेपर लीक माफिया ने सफेदपोशों व आला अधिकारियों की मदद से पेपर लीक किया तथा नौकरी
के लिए दर-दर की ठोकरें खाने वाले बच्चों को 12 से 18 लाख रु. में बेचा। ढोल की पोल खुल जाने के बाद एक बार फिर
पेपर कैंसल करना पड़ा।
खट्टर सरकार व कर्मचारी चयन आयोग हर साल गोपनीयता पर 25 करोड़ रु. खर्च
करता है। तो वो पैसा कहाँ गया? पेपर कंडक्ट करवाने का ठेका तथाकथित तौर से हैदराबाद की
कंपनी को दिया गया है। स्वाभाविक तौर से सारे अगले पेपर भी इसी कंपनी के पास
होंगे। जब सीधे सीधे शक के दायरे में कर्मचारी चयन आयोग, हैदराबाद की
कंपनी और सरकार में बैठे सफेदपोश हैं, तो फिर निष्पक्ष जाँच होगी कैसे और सजा मिलेगी किसको.?
The
sensational and shocking fact is that even if the constable exam paper was not
leaked, could the police constable be recruited at all in a fair, sensible or
accountable manner based on the idiocy of questions being asked? The absurd,
idiotic and baseless questions asked in Haryana Police Recruitment have no
relation with the duties and functions of job of a police constable. In fact,
by asking such questions, the Khattar Government is executing a conspiracy to
select a favoured few perhaps with advance knowledge of the nature of wholly
irrelevant questions that would be asked. The way in which the question paper
was set and then openly leaked and sold is a cruel joke with the future of
Haryana’s youth.
सनसनीखेज और चौंकाने वाली बात यह है कि अगर कॉन्स्टेबल
परीक्षा का पेपर लीक न भी होता, तो क्या इस पेपर के आधार पर कॉन्स्टेबल की भर्ती हो सकती थी? जिस प्रकार से
हरियाणा पुलिस भर्ती में बेतुके, ऊट-पटांग और बेसिर पैर के सवाल पूछे गए, उनका कॉन्स्टेबल
की नौकरी के साथ न कोई सरोकार है और न संबंध। असल में, ऐसे प्रश्न पूछ
कर खट्टर सरकार योग्य युवाओं की बजाए सिफारिशी और चहेते लोगों की भर्ती करने का
प्रयास कर रही है। जिस प्रकार से प्रश्न पूछे गए और पेपर लीक हुआ तथा सरेआम बेचा
गया, यह प्रदेश के
युवाओं के भविष्य के साथ भद्दा मजाक है।
पुलिस कॉन्स्टेबल भर्ती परीक्षा में पुलिस कॉन्स्टेबल की
जिम्मेदारियों और जरुरी जानकारी से संबंधित प्रश्न ना पूछ कर ऐसे प्रश्न पूछे गए
जिनकी जानकारी होना या ना होना कोई मतलब नहीं रखती। कॉन्स्टेबल भर्ती परीक्षा में
निम्नलिखित विषय पर कोई प्रश्न नहीं पूछा गया..

responsibilities of a police constable, such senseless questions had been
asked, having no co-relation or remote connection to serving as a police
constable. The following would be the topics on which any sensible person will
ask questions but not even a single of these topics was covered:-

हैरतअंगेज़ करने वाली बात यह है कि हरियाणा पुलिस कॉन्स्टेबल के 07 अगस्त, 2021 को हुए दोनों पेपरों में पशुपालन और कृषि के सवाल हूबहू उत्तर प्रदेश के 2005 के ‘प्रशिक्षित स्नातक शिक्षक चयन परीक्षा’ (कृषि) से नकल मारकर लिए गए हैं। इस पेपर की प्रतिलिपि संलग्नक A3 संलग्न है। संलग्न चार्ट A4 देखें।
The truth is
that the open sale of jobs and papers is going on brazenly in the State, for
which the Khattar-Chautala Govt is solely responsible. The BJP-JJP Govt, which
came to power on the jumla of ‘बिना खर्ची, बिना पर्ची’, has actually ended up creating a ‘paper leak and sale
system’. This is a bigger job scam than Vyapam.
सच्चाई यह है कि प्रदेश में नौकरियां व पेपर बिक्री की मंडी
चल रही है, जिसके लिए
खट्टर-चौटाला सरकार जिम्मेदार है। ‘बिनाखर्ची, बिना पर्ची’ के जुमले दिखाकर सत्ता में आई भाजपा-जजपा सरकार ने ‘पेपर-बिक्री व
खर्ची तंत्र’ स्थापित कर दिया
है। यह व्यापम से भी बड़ा नौकरी घोटाला है।
- इस सरकार की ऐसी कोई भर्ती नहीं जो कालिख से ना पुती हुई हो
एचसीएस जैसी प्रदेश की सबसे प्रतिष्ठित भर्ती को इन्होंने
मजाक बनाकर रख दिया। प्रिलिमिनरी परीक्षा में एक चौथाई सवाल गलत और मुख्य परीक्षा
के अंकों में हेराफेरी की गई।
नायब तहसीलदार जैसी महत्वपूर्ण परीक्षा का पेपर लीक हो गया।
गिरफ्तारियां हुई, मुकद्दमेबाजी का
नाटक हुआ लेकिन पेपर लीक को ना केवल बेशर्मी से नकार दिया गया बल्कि हाई कोर्ट में
तमाम तिकड़म लगा कर भर्ती पूरी की गई।
दो बार क्लर्क की भर्ती हुई। बहुत बड़ी भर्तियां थी। पेपर
एक से अधिक लोकेशन पर पेपर लीक हुए। पेपर लीक करने वाले तथा स्कूलों के संचालक
पकड़े गए। अकेडमी वाले पकड़े गए। जो अकेडमी वाले पकड़े गए उनका रिश्तेदार जो
एचसीएस लगा हुआ है पहले वही अकादमी चलाता था। इतना होने के बावजूद बड़ी बेशर्मी से
भर्ती पूरी की गई और ‘बिना पर्ची, बिना खर्ची’ के जुमले फेंके
गए।
फिर दौर आया ऑनलाइन पेपर का। बिजली बोर्ड की जेएससी, एएलएम, डीएम, एलडीसी इत्यादि
बड़ी बड़ी भर्ती जिनकी परीक्षाओं का सिलेबस तक परीक्षार्थियों को बताया नहीं गया
था उनमें 90 में से 90 नंबर
परीक्षार्थियों को मिले।
ग्राम सचिव से पुलिस कांस्टेबल तक एक के बाद एक हरेक पर्चा
लीक हो रहा है। इस सरकार के कार्यक्रम में कम से कम 28 भर्तियों के
पर्चे आउट होने के आरोप हैं लेकिन, कार्रवाई के नाम पर निल-बटा सन्नाटा।
- क्या ये बिना
हेराफेरी सम्भव है..
साफ है कि खट्टर सरकार और कर्मचारी चयन आयोग की पेपर
प्रक्रिया ही बेईमानी, जालसाजी व
धोखाधड़ी पर आधारित है। कर्मचारी चयन आयोग अपनी विश्वसनीयता पूरी तरह से खो चुका
है। इस प्रकार के ऊल-जलूल व ऊटपटांग सवाल पूछकर किसी भी लिखित पेपर में युवाओं की
योग्यता का आंकलन हो ही नहीं सकता। और जब खुद कर्मचारी चयन आयोग और सरकार में बैठे
सफेदपोश शक के घेरे में हों, तो न्याय कौन करेगा.?
- Therefore, we demand that
Haryana Staff Selection Commission should be sacked immediately.
हरियाणा कर्मचारी चयन आयोग को फौरन बर्खास्त किया जाए.
All paper leak cases should be investigated by CBI under the supervision of Punjab and Haryana High Court.
सभी पेपरलीक मामलों की पंजाब एवं हरियाणा उच्च न्यायालय के निरीक्षण में सीबीआई जाँच हो.
A system of transparent and accountable job recruitment process should be ensured and made public.
पारदर्शी व जवाबदेही नौकरी भर्ती प्रक्रिया की प्रणाली सुनिश्चित की जाए व उसे सार्वजनिक किया जाए
