डिप्टी सीएम, जिनके पास राजस्व एवं आपदा प्रबंधन विभाग का प्रभार भी है, ने आज यहां अपने निवास पर पत्रकार-वार्ता के दौरान बताया कि मौसम विभाग की भविष्यवाणी के अनुसार 𝟑𝟎 सितंबर 𝟐𝟎𝟐𝟏 तक गैर-मौसमी बारिश होने की संभावना है। उन्होंने बताया कि उपायुक्तों को निर्देश दिए गए हैं कि वे अपने-अपने जिला की रिपोर्ट बनाकर भेजें जिसमें 𝟏𝟎𝟎 मिलीमीटर से ज्यादा बारिश तथा बारिश के कारण जलभराव की रिपोर्ट भेजना सुनिचित करें।
उन्होंने बताया कि राज्य सरकार द्वारा बागवानी व दलहनी जैसी उन फसलों के नुकसान की भी क्षतिपूर्ति की जाएगी जो प्रधानमंत्री फसल बीमा योजना के तहत कवर नहीं होती हैं। उन्होंने बताया कि वर्तमान में दलहन व कपास की फसल में ज्यादा नुकसान होने की संभावना है जिसकी रिपोर्ट मिलने के बाद स्पेशल गिरदावरी करवाई जाएगी। उन्होंने बताया कि केएमपी के आस-पास के क्षेत्र में करीब साढ़े सात हजार एकड़ में जलभराव की समस्या भी सामने आई है, इसमें जिन-जिन किसानों को नुकसान हुआ है, रिपोर्ट आने के बाद गिरदावरी करवाकर प्रभावित किसानों क्षतिपूर्ति के लिए मुआवजा दिया जाएगा।
The Deputy Chief Minister, who also holds the portfolio of Revenue and Disaster Management Department, said during a press conference at his residence here today that as per the forecast of the Meteorological Department, there is a possibility of non-seasonal rains till September 30, 2021.
He said that the State Government would also compensate the loss of crops including horticulture and pulses which are not covered under the Pradhan Mantri Fasal Bima Yojana. He said that at present there is a possibility of more damage in pulses and cotton crops and after receiving the report, special girdawari will be done. He informed that the problem of waterlogging has also come to the fore in about 7500 acres of land in the area around KMP, in which all the farmers who have suffered losses, after receiving the report will be compensated by getting Girdawari done.
He said that the report of the regular girdawari of crop loss this year has also come, the government has directed the insurance companies to pay the compensation of the farmers at the earliest, apart from the crops which are covered under the Pradhan Mantri Fasal Bima Yojana. Directions have also been given to the Deputy Commissioners to pay the damages that are not covered under the scheme.
Dushyant Chautala said that the increase in the Minimum Support Price (MSP) of crops in the last one year is a big initiative towards the upliftment of the farmers. Giving comparative information about the crops procured during the last year and the current year, he said that the State Government has given more than Rs. 1300 crore to the farmers of the State this year.
Describing DBT as a beneficial step for the farmers, he said that when this farmer-friendly process was started in wheat procurement about one and a half years ago, some leaders from opposition opposed it, but later the State Governments of their own party also supported the Haryana Government and imitated the same. He said that even during the procurement of crops starting from October 1, the value of the crops would be sent directly to the account of the farmers.

उन्होंने बताया कि इस वर्ष फसलों के नुकसान की जो नियमित गिरदावरी हुई थी उसकी भी रिपोर्ट आ गई है, सरकार ने बीमा कंपनियों को निर्देश दे दिए गए हैं कि वे किसानों के मुआवजे का भुगतान जल्द से जल्द करें, इसके अलावा जो फसलें प्रधानमंत्री फसल बीमा योजना के तहत कवर नहीं होती हैं उनके नुकसान का भुगतान करने के लिए भी उपायुक्तों को निर्देश दे दिए गए हैं।
दुष्यंत चौटाला ने बताया कि पिछले एक वर्ष में फसलों के न्यूनतम समर्थन मूल्य में जो वृद्घि हुई है वह किसानों के उत्थान में एक बहुत बड़ा कदम है। उन्होंने गत वर्ष व चालू वर्ष के दौरान खरीद की गई फसलों की तुलनात्मक जानकारी देते हुए बताया कि राज्य सरकार ने इस वर्ष राज्य के किसानों के खाते में करीब 𝟏𝟑𝟎𝟎 करोड़ रूपए ज्यादा दिए हैं। उन्होंने डीबीटी को किसानों के लिए लाभकारी कदम बताते हुए कहा कि जब करीब 𝟏.𝟓 वर्ष पहले गेहूं खरीद में यह किसान-हितैषी प्रक्रिया शुरू की गई तो कुछ विपक्षियों ने विरोध भी किया था परंतु बाद में उन्हीं की पार्टी की राज्य सरकारों ने भी हरियाणा सरकार का अनुकरण किया। उन्होंने बताया कि एक अक्तूबर से शुरू होने वाली फसलों की खरीद में भी फसल का मूल्य किसानों के खाते में सीधा भेजा जाएगा।
