Has expressed deep concern over rising unemployment in the state. He said the problem has now taken mammoth proportions as Haryana has been consistently on top in terms of unemployment in the country.

“The figures of CMIE (Centre for Monitoring Indian Economy), an organization that tracks unemployment, show that every third person in the state is facing the brunt of unemployment. This is also having an adverse effect on the law and order, education and health services of the state. Far from trying to solve the problem, the government is making things worse by carrying out constant retrenchment and old recruitments are being cancelled, instead of making new recruitments,” he said.

लेकर सर्वे करने वाली संस्था सीएमआईई (सेंटर फॉर मॉनिटरिंग इंडियन इकोनामी) के
आंकड़े बताते हैं कि प्रदेश का हर तीसरा व्यक्ति बेरोजगारी का दंश झेल रहा है।
प्रदेश की कानून-व्यवस्था, शिक्षा और स्वास्थ्य सेवाओं पर भी इसका विपरीत
असर पड़ रहा है। बावजूद इसके, नौकरियां देने की बजाए सरकार लगातार छंटनी करने
में लगी हुई है। नयी भर्तियां करने की बजाय पुरानी भर्तियों को रद्द किया जा रहा
है। भर्ती परीक्षाओं के इंतजार में युवा ओवर-एज हो रहे हैं। रोजगार के नाम पर
सरकार ठेकेदारी प्रथा को आगे बढ़ा रही है। हमारी सरकार के दौरान इस प्रथा को खत्म
करने की दिशा में प्रयास किए गए थे,
लेकिन मौजूदा सरकार इसे
बढ़ावा देने में लगी है। ठेकेदारों के जरिए रोजगार के नाम पर युवाओं से जमकर लूट
हो रही है।
The Leader of Opposition said the government is living in denial and is even disowning its own figures. “Three months ago, in his budget speech, the Chief Minister had said that there are 8.36 lakh unemployed in Haryana. The government is now claiming that only 5 to 6 lakh are unemployed in Haryana. It is beyond comprehension how the state government gave employment to 3 lakh unemployed people during the lockdown during the Corona period, without making any new recruitment, without setting up any new industry or project,” he noted.
नेता प्रतिपक्ष ने कहा कि सरकार खुद के दिए आंकड़ों से भी मुकर रही है। 3 महीने पहले मुख्यमंत्री ने अपने बजट भाषण में कहा था कि हरियाणा में 8.36 लाख बेरोजगार हैं। लेकिन अब वो कह रहे हैं कि हरियाणा में सिर्फ 5 से 6 लाख ही बेरोजगार हैं। ये समझ से परे है कि बिना कोई नयी भर्ती किए, बिना कोई नया उद्योग या परियोजना स्थापित किए, कोरोना काल में लॉकडाउन के दौरान प्रदेश सरकार ने 3 लाख बेरोजगारों को किस तरह रोजगार दे दिया। हुड्डा ने सरकार को याद दिलाया कि कर्मचारी चयन आयोग द्वारा जब पिछली बार क्लर्क भर्ती निकाली गई थी तो उसके लिए हरियाणा में करीबन 25 लाख आवेदन आए थे।
ग्रुप-डी के 18000 पदों के लिए भर्ती निकाली थी तो उसके लिए करीब 18 लाख युवाओं ने अप्लाई किया था। चतुर्थ श्रेणी की नौकरी के लिए अप्लाई करने वालों में ग्रेजुएट, पोस्ट ग्रेजुएट, बीटेक योग्यता वाले युवा भी शामिल थे। इतना ही नहीं, पिछले दिनों पानीपत कोर्ट में चपरासी के 13 पदों पर भर्ती के लिए प्रदेश के 14,871 युवाओं ने आवेदन किए थे। जबकि इस पद के लिये न्यूनतम योग्यता 8वीं पास मांगी गई थी। लेकिन इस अस्थाई भर्ती के लिए भी एमए, एमएससी, एमकॉम किए हुए अभ्यर्थियों ने आवेदन किए थे।
इससे अंदाजा लगाया जा सकता है कि
प्रदेश में बेरोजगारी किस कदर पैर पसार चुकी है। चतुर्थ श्रेणी का रोजगार लेने के
लिए भी युवाओं को जबरदस्त कंपटीशन,
बेहद मुश्किल लिखित
परीक्षा और जटिल चयन प्रक्रियाओं से होकर गुजरना पड़ता है। प्रदेश के युवा लंबे
समय से अटकी पड़ी दर्जनभर भर्तियों की प्रक्रिया आगे बढ़ने का इंतजार कर रहे हैं।
उन्हें कभी कोरोना तो कभी दूसरा बहाना बनाकर लटकाया जा रहा है। लेकिन हैरानी की
बात है कि इसी सबके बीच राजनीतिक नियुक्तियां धड़ल्ले से की जा रही हैं।
Hooda reminded the government that about 25 lakh applications were received the last time the clerk recruitment was conducted by the Staff Selection Commission of Haryana. “When the recruitment was done for 18,000 posts of Group-D, about 18 lakh youth had applied for it. Those who applied for the Class IV job also included graduates, post graduates and those holding B.Tech degrees,” he stated. “Not only this, 14,871 youths of the state had applied for recruitment to 13 posts of peons in Panipat court recently while the minimum qualification for this post was 8th pass. Candidates who had done MA, MSc, M.Com had applied for this temporary recruitment,” he added.
हुड्डा ने कहा कि आज शिक्षा और स्वास्थ्य क्षेत्र की तरफ विशेष ध्यान देने की जरुरत है। लेकिन, हरियाणा में पिछले कई सालों से ना डॉक्टर्स की भर्ती हो रही है और ना ही टीचर्स की। हजारों एचटेट जेबीटी पास युवा भर्ती का इंतजार कर रहे हैं। लेकिन बीजेपी सरकार के साढ़े 6 साल में आज तक एक भी भर्ती नहीं हुई। बढ़ती बेरोजगारी का सीधा संबंध प्रदेश की कानून-व्यवस्था और अपराध के बढ़ते ग्राफ से है। बेरोजगारी जितनी बढ़ेगी, अपराध भी उतना ही बढ़ेगा। रोज-रोज होने वाली चोरी, लूट, डकैती, फिरौती, अपहरण, रेप और हत्या की वारदातें इसका सबूत हैं। इसलिए सरकार को जमीनी हकीकत ने नजरें चुराने की बजाय, समस्या के समाधान की तरफ कदम बढ़ाने चाहिए।
The Leader of Opposition said that education and health sectors need special attention but neither doctors nor teachers are being recruited in Haryana for the last several years. “Thousands of HTET JBT pass youth are waiting for recruitment but not a single recruitment took place in the six and a half years of the BJP government. Rising unemployment is directly related to the law and order and crime graph in the state. The more unemployment increases, the more crime will increase. The daily incidents of theft, robbery, dacoity, ransom, kidnapping, rape and murder are proof of this,” he said. “I urge the government to understand the gravity of the situation and act. Nothing will come from being in denial about the ground reality. The government should take steps towards finding a solution of the problem,” he stated.
