कहा कि 134ए के तहत 10 प्रतिशत सीटें कमजोर वर्ग व गरीबी रेखा के नीचे के होनहार बच्चों के लिए आरक्षित होती थी। अब ये मुफ्त शिक्षा का अधिकार भी गरीबों से छीन लिया गया है। प्रदेश सरकार को गरीबों से कोई सरोकार नहीं है। हरियाणा एजुकेशन रूल की धारा 134ए के खत्म होने से गरीब परिवारों की अपने बच्चों को अच्छी शिक्षा दिलाने की उम्मीदें धराशायी हो गई हैं।

Now, this right to free education has also been taken away from the poor. The state government has nothing to do with the poor, it only wants to protect the interests of its capitalist friends.
134A of the Haryana Education Rule, the hopes of poor families to get good education for their children have been dashed. Now only children from nursery to class first will be given admission under the new rule. Under this rule, there is no rule for direct admission in classes from second to 12th in private schools. The child will also not get the option to choose school and will have to take admission in a nearby private school. That is, the child will not be able to choose the school according to his or her choice. Option to change school will also not be available in any class.
Kumari Selja said that under the rule 134A, a child of an eligible family could pass the test and study free of cost in a private school of his choice. He could also change school as per the test by enrolling in class up to 12th standard, but the abolition of 134A by the government is a big blow to the bright students of poor class.
Due to the anti-poor mentality of the government, 24000 poor children in Haryana could not get admission in private schools. These children and parents also protested, but it had no effect on the government.
Kumari Selja said that the government does not want the bright children of the poor section to move forward. The Congress party demanded that the government should withdraw this anti-poor decision with immediate effect.
सैलजा ने कहा कि 134ए के नियम के तहत पात्र परिवार का बच्चा टेस्ट पास कर अपनी पसंद के मुताबिक निजी स्कूल में मुफ्त पढ़ाई कर सकता था। वह टेस्ट के मुताबिक 12वीं तक की कक्षा में दाखिला लेने साथ ही स्कूल भी बदल सकता था। मगर सरकार द्वारा 134ए खत्म करना गरीब वर्ग के होनहार छात्रों के लिए बड़ा झटका है। अब सिर्फ नर्सरी से पहली कक्षा तक के ही बच्चों को दाखिले दिए जाएंगे। नए फैसले के तहत निजी स्कूलों में दूसरी से 12वीं तक की कक्षाओं में सीधे दाखिले का नियम नहीं है। बच्चे को स्कूल चुनने का विकल्प भी नहीं मिलेगा। बच्चों को पास के ही निजी स्कूल में दाखिला लेना होगा। यानी, पसंद के मुताबिक स्कूल नहीं चुन सकेंगे। किसी भी कक्षा में स्कूल बदलने का विकल्प नहीं मिलेगा।
कहा कि सरकार की गरीब विरोधी मानसिकता के कारण ही हरियाणा में 24 हजार गरीब बच्चे निजी स्कूलों में दाखिले की राह देखते ही रह गए। इन बच्चों और अभिभावकों ने विरोध प्रदर्शन भी किए, मगर इस सरकार के कानों पर जूं तक नहीं रेंगी।
यह सरकार नहीं चाहती कि गरीब वर्ग के होनहार बच्चे आगे बढ़ सकें। कांग्रेस पार्टी मांग करती है कि सरकार अपने इस फैसले को तुरंत प्रभाव से वापस ले।
