चंडीगढ़।। हरियाणा कांग्रेस अध्यक्ष कुमारी सैलजा ने कहा कि हिसार के उकलाना स्थित एसटीपी में एक साथ चार लोगों की जान जाना अत्यंत दुखदायी है। इसके लिए सीधे तौर पर भाजपा-जजपा गठबंधन सरकार जिम्मेदार है।
उन्होंने कहा कि दस दिन के अंदर पलवल व पानीपत में जान जाने की
घटना से भी कोई सबक न लेना प्रदेश सरकार की बड़ी विफलता है। एसटीपी व सीवर लाइन पर
काम करने वालों को जरूरी संसाधन उपलब्ध नहीं किए जाने पर भाजपा-जजपा गठबंधन सरकार
किसी भी जवाबदेही से बच नहीं सकती।
कहा कि नौ अप्रैल को पलवल में सीवर लाइन में उतरे एक सफाई कर्मी की मौत हुई, जबकि तीन की हालत गंभीर बन गई। 14 अप्रैल को पानीपत में एक कर्मी की जान चली गई तो दो गंभीर हालत में पहुंच गए। इन घटनाओं की वजह मास्क, ऑक्सीजन सिलेंडर, रस्सी आदि जरूरी संसाधनों की कमी ही थी। इन दो बड़ी घटनाओं से सबक न लेने की वजह से ही उकलाना में एक साथ चार जान चली गई।
लोगों की जान जा रही है और सरकार चुप्पी साधे हुए है। इससे पता चलता है कि प्रदेश सरकार असंवेदनशील है, उसे लोगों की जिंदगी की कोई परवाह नहीं है। एसटीपी व सीवर लाइन पर कार्यरत कर्मियों के लिए बनाए गए कानून को न तो सरकारी विभागों में लागू करवाया जा रहा है और न ही ठेकेदारों पर कानून मानने का दबाव बनाया जा रहा है।
सैलजा ने कहा कि मैनुअल स्कैवेंजर्स और उनके पुनर्वास अधिनियम, 2013 के तहत एसटीपी या सीवर लाइन में किसी भी कर्मी को उतारे जाने पर प्रतिबंध लगाया गया है। यह अधिनियम वर्ष 2013 में उनके सामाजिक न्याय व अधिकारिता मंत्री रहते हुए यूपीए सरकार द्वारा बनाया गया था। इसके बावजूद हर साल गरीब परिवारों से आने वाले कर्मियों को जान गंवानी पड़ रही है। दस दिन के अंदर प्रदेश में एसटीपी व सीवर लाइन में 6 जान चली जाना अपने आप में दुर्भाग्यपूर्ण है।
इतनी बड़ी घटना के बावजूद राहत व बचाव कार्य भी नियमों के अनुसार नहीं चलाए गए। न तो मौके पर प्राथमिक उपचार की व्यवस्था थी और न ही यहां पर कोई डॉक्टर बुलाया गया। एसटीपी से निकालने के बाद भी किसी न दो घंटे तक यह जांच करने की जहमत नहीं उठाई कि उनमें से किसी में कोई सांस अभी बाकी भी है या नहीं।
President, Haryana Pradesh Congress Committee, Kumari Selja said that the loss of four lives at a time in a STP at Uklana in district Hisar was very sad. The BJP-JJP alliance government was directly responsible for this. She said that it was a big failure of the State Government that it did not take any lesson from the incidents which took place in Palwal and Panipat within ten days. The BJP-JJP alliance government cannot escape from its accountability for not making available necessary resources to those working on STP and sewer lines, said Kumari Selja.
Kumari Selja said that on April 9, a sanitation worker, who had landed in the sewer line in Palwal died, while the condition of three became critical. On 14 April, one worker lost his life in Panipat and two were in critical condition. The reason for these incidents was the lack of necessary resources like masks, oxygen cylinders, ropes etc. Since government did not take any lesson from these two big incidents, four lives were lost simultaneously in Uklana, she added.
Haryana Congress President said that people were losing their lives and the government was keeping silent. This shows that the state government was insensitive, it does not care about the lives of the people. The law made for the workers working on STP and sewer lines was neither being implemented in government departments nor was there any pressure on the contractors to follow the law.
Kumari Selja said that under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, a ban had been imposed on the landing of any personnel in the STP or sewer line. She said that the Act was framed in 2013 when she was Social Justice and Empowerment Minister during the tenure of UPA government. Despite this, every year workers coming from poor families were losing their lives. It was unfortunate in itself that 6 lives had been lost in STP and sewer lines in the state within ten days, said Kumari Selja.
Haryana Congress President said that despite such a big incident, the relief and rescue operations were also not carried out as per the rules. Neither there was a system of first aid on the spot nor was any doctor called there. Even after getting them out of the STP, the rescuers did not bother to check for two hours whether the victims were alive or not.
Kumari Selja said that the Haryana Pradesh Congress Committee demanded an assistance of Rs 50 lakh each and one permanent government job to the family of each person who lost his life due to the negligence of the BJP-JJP alliance government. Also, strict action should be taken against those who were negligent in these matters, said Kumari Selja.
कुमारी सैलजा ने कहा कि हरियाणा प्रदेश कांग्रेस कमेटी भाजपा-जजपा गठबंधन सरकार की लापरवाही से जान गंवाने वाले प्रत्येक व्यक्ति के परिवार को 50-50 लाख रुपये की सहायता राशि व एक-एक स्थाई सरकारी नौकरी दिए जाने की मांग करती है। साथ ही इन मामलों में लापरवाही बरतने वालों के खिलाफ सख्त कार्रवाई की जाए।
