रोहतक, डिजिटल डेक्स।। पूर्व मुख्यमंत्री और नेता प्रतिपक्ष भूपेंद्र सिंह हुड्डा का कहना है कि अग्निपथ योजना देश की सेना को कमजोर और उसके संख्याबल को कम करने का काम करेगी। हुड्डा आज रोहतक में अग्निपथ योजना के विरुद्ध कांग्रेस के धरने को संबोधित कर रहे थे।
इस मौके पर
उन्होंने बताया कि जब देश आजाद हुआ तो देश के पास 4 लाख सैनिक थे, जो
पिछले 70 सालों में बढ़कर 14 लाख हुए। लेकिन पिछले 3 साल से सेना की भर्ती नहीं
होने की वजह से 2 लाख
स्थायी पद खाली पड़े हैं। सरकार को चाहिए था कि वह खाली पड़े पदों पर पक्की भर्ती
करती लेकिन, ऐसा
करने की बजाए सरकार युवाओं के भविष्य से खिलवाड़ करने वाली योजना लेकर आ गई।
उन्होंने कहा कि अगर यह योजना लागू हुई तो धीरे-धीरे हमारी सेना का संख्याबल घटकर 6 लाख रह जाएगा। विशेषकर हरियाणा पर इसका बहुत बुरा असर पड़ेगा। अब तक हरियाणा से हर साल 5 से 7 हजार युवा सेना में भर्ती होते थे। अगर 3 साल से रेगुलर भर्ती होती तो करीब 20 हजार युवा और सेना में जाते। लेकिन अग्निपथ योजना के तहत अब सिर्फ 963 अग्निवीर ही भर्ती होंगे। उनमें से भी 75 प्रतिशत को 4 साल बाद बेरोजगारी के दलदल में धकेल दिया जाएगा।
अग्निपथ योजना के विरोध में कांग्रेस पार्टी द्वारा अंबेडकर चौक के नजदीक चर्च रोड पर जारी धरने में जब पूर्व मुख्यमंत्री और नेता प्रतिपक्ष भूपेंद्र सिंह हुड्डा बोल रहे थे तभी अचानक बिजली काट दी गयी. इस पर नेता प्रतिपक्ष ने कहा कि सरकार बिजली तो काट सकती है लेकिन विपक्ष की आवाज नहीं दबा सकती। इस दौरान काफी देर तक बिजली कटी रही.
हरियाणा सरकार द्वारा अग्निवीरों को पक्की नौकरी देने के दावे पर भी हुड्डा ने प्रतिक्रिया दी। उन्होंने कहा कि सरकार हर साल रिटायर होने वाले पूर्व सैनिकों को नौकरी क्यों नहीं देती। सरकार को बताना चाहिए कि अबतक 29,275 पूर्व सैनिकों में से उसने सिर्फ 543 को ही नौकरी क्यों दी? अगर हरियाणा सरकार वास्तव में अग्निवीरों को नौकरी देना चाहती है तो पहले उन्हें हरियाणा में परमानेंट नौकरी देनी चाहिए और फिर 4 साल के लिए उन्हें डेपुटेशन पर सेना में भेजना चाहिए।
हुड्डा ने कहा कि वह किसी भी चीज का सिर्फ विरोध के लिए विरोध नहीं करते, बल्कि वह खुद सैनिक स्कूल के विद्यार्थी होने के नाते आधे सैनिक हैं। इसलिए वह सेना की कार्यप्रणाली को समझते हैं। भारतीय सेना का नाम पूरी दुनिया में सम्मान के साथ लिया जाता है।
लेकिन केंद्र सरकार इजराइल का उदाहरण देकर देश पर अग्निपथ योजना को थोपना चाहती है। जबकि इजराइल और भारत की स्थिति अलग है। इजराइल जैसे छोटे देशों में बेरोजगारी नहीं है और वहां के लोगों को जबरदस्ती फौज में भेजा जाता है। जबकि सेना में भर्ती होने हमारे देश के युवाओं का सपना होता है और देश का युवा सैनिक बनकर खुद को गौरवान्वित महसूस करता है।
भूपेंद्र सिंह हुड्डा ने कहा कि भारत की सीमा के एक तरफ पाकिस्तान और एक तरफ चीन जैसा देश बैठा है। ऐसे में देश की सुरक्षा के साथ इस तरह का प्रयोग करना खतरनाक साबित होगा। अगर सरकार कोई मिलिट्री रिफॉर्म करना ही चाहती है तो उसे पहले सभी प्रभावित वर्गों से बात करनी चाहिए। इजराइल की बात करने वाली सरकार को रूस का उदाहरण भी देखना चाहिए। रूस में कॉम्बैट फोर्सेस की ट्रेनिंग ही 5 साल में पूरी होती है और भारत में सिर्फ 4 साल में अग्निवीर को रिटायर करने की नीति अपनाई जा रही है।
हुड्डा ने कहा कि यह योजना ना देश हित में है, ना देश की सुरक्षा के हित में, ना फौज और ना ही युवाओं के हित में है। हम देश की सेना को कमजोर नहीं होने देंगे। इसीलिए कांग्रेस लगातार आंदोलनरत है। इसी कड़ी में आज शांतिपूर्ण ढंग से पूरे देश में धरना प्रदर्शन किया गया। नेता प्रतिपक्ष ने कहा कि हम लगातार सेना में अहीर रेजिमेंट बनाए जाने की मांग कर रहे हैं लेकिन सरकार नमक, नाम और निशान के सिद्धांत को ही कमजोर करने जा रही है। नयी योजना के जरिए फौज के भीतर ही दो किस्म की फौज बनाई जा रही हैं, एक परमानेंट और एक टेंपरेरी। दोनों में सामंजस्य कैसे बैठेगा?
आखिर में हुड्डा ने कहा कि देश को आगे बढ़ाना है तो उसके लिए सबसे मजबूत नारा ‘जय जवान, जय किसान’ का नारा है। इसको कमजोर करके देश को मजबूत नहीं किया जा सकता।
Former Chief
Minister and Leader of Opposition Bhupinder Singh Hooda has said that the
Agneepath scheme will weaken the country's army and reduce its numbers. He said
Haryana would be among the states hit the hardest by the scheme.
Addressing a
Congress dharna in Rohtak today against the Agneepath scheme, he told that when
the country became independent, the country had 4 lakh soldiers, which
increased to 14 lakh in the last 70 years. “Two lakh posts are vacant due to
non-recruitment of army for the last 3 years. The government should have made
sure recruitment on the vacant posts but is instead of doing this. The
government has come up with a plan to play with the future of the youth,” he
said.
He said that if
this scheme is implemented, it will gradually bring down the strength of our
army 6 lakhs. “This will have a very bad impact especially on Haryana. Till now
5-7,000 youth were recruited in the army every year from Haryana. If there was
regular recruitment for 3 years, about 20,000 youth would have been recruited.
But now only 963 Agniveers will be admitted under the Agneepath scheme and 75
percent of them will be pushed into unemployment after 4 years,” he said.
Reacting to the
Haryana government's claim of providing permanent jobs to Agniveers, the former
Haryana Chief Minister questioned the poor track record of the Haryana
government over giving jobs to the ex-servicemen who retire every year. “The
government must answer why it has given jobs to only 543 out of 29,275
ex-servicemen so far. If the government wants to give jobs to the Agniveers,
then first they should give permanent jobs with the state government and then
send them to the army on deputation for 4 years,” he suggested.
Hooda said he does
not oppose anything just for the sake of it, but himself is half a soldier,
being a student of Sainik School and understands the working of the army. “The
name of Indian Army is taken with respect all over the world, but our
government wants to impose the Agneepath scheme on the country by giving the
example of Israel. They must understand that the situation in Israel and India
are different. There is no unemployment in small countries like Israel and they
have a system of compulsory service. In India, however, youth of our country
takes great pride in wearing the uniform and being a soldier,” he said.
Hooda said we can
not overlook the security concerns of India as we have Pakistan on one side and
China on the other. “In such a situation, carrying out such an experiment with
the security of the country raises serious questions. If the government wants
to do any military reform, it should first talk to all the affected sections.
The government that talks about Israel should also look at the example of
Russia. In Russia, the training of combat forces is completed in 5 years, while
in India, we are planning to retire our soldiers in just 4 years,” he said.
The Haryana leader
of Opposition said the Agniveer scheme is neither in the interest of the
country, nor in the interest of the security of the country, nor in the
interest of the army nor the youth. We will not let the country's army weaken.
“This is why the Congress is continuously agitating on the issue and peaceful
demonstrations were held today, all over the country,” he said.
The Leader of
Opposition said that we have been continuously demanding the formation of Ahir
Regiment in the army, but the government is going to weaken the principle of
Naam, Namak & Nishan. “The new scheme will create two types of armies
within our armed forces, one permanent and one temporary. How will the two
reconcile,” he questioned.
Hooda said that if
the country has to move forward, it will have to be driven by the slogan of
'Jai Jawan, Jai Kisan'. The country cannot be strengthened by weakening it, he
said.
On this occasion a
delegation of lawyers also reached to meet the former Chief Minister. Referring
to their demands, Hooda said that he would continue to strongly oppose the
removal of the judicial complex, secretariat and other government offices from
the Rohtak. “The government is doing this to benefit a particular person, but
this decision will be taken by the people and people's representatives, not any
official. As long as I am there, these government offices will not be allowed
to go out of the city,” he stated.
इस मौके पर वकीलों का एक प्रतिनिधिमंडल भी पूर्व मुख्यमंत्री से मिलने पहुंचा। उनकी मांगों का जिक्र करते हुए हुड्डा ने कहा कि न्यायिक परिसर, सचिवालय व अन्य सरकारी दफ्तरों को शहर से बाहर निकालने का वो पुरजोर विरोध करते रहेंगे। सरकार किसी व्यक्ति विशेष को फायदा पहुंचाने के लिए ऐसा कर रही है। लेकिन, यह फैसला यहां के लोग और जनप्रतिनिधि करेंगे, ना कि कोई अधिकारी। जबतक भूपेंद्र सिंह हुड्डा है तबतक इन सरकारी कार्यालयों को शहर से बाहर नहीं जाने देंगे।
