While disclosing the connection of the
constable recruitment paper leak case to Jammu, the Chief Minister said that
Rakesh Kumar, a resident of Jammu, has been arrested in this case. He is a
technical manager in a company. Rakesh Kumar had leaked the paper a week before
the examination date. Rakesh Kumar gave this paper to data entry operator
Jitender Kumar, added Manohar Lal.

मुख्यमंत्री ने सिपाही भर्ती पेपर लीक मामले के तार जम्मू से जुड़े होने का खुलासा करते हुए बताया कि इस मामले में जम्मू निवासी राकेश कुमार को गिरफ्तार किया गया है। यह एक कम्पनी में टेक्नीकल मैनेजर है। इसने परीक्षा से एक सप्ताह पहले पेपर लीक किया था। राकेश कुमार ने यह पेपर डाटा एंट्री आपरेटर जितेन्द्र कुमार को दिया था। उन्होंने बताया कि जांच में कड़ी से कड़ी जोड़ते हुए 25 से अधिक लोगों को पकड़ा जा चुका है। विपक्ष की इस मामले को सीबीआई को सौंपने की मांग पर मुख्यमंत्री ने कहा कि हमारी पुलिस जांच में सक्षम है और बेहतर कार्य कर रही है। अगर हम मामले की जड़ तक न पहुंचे तो किसी भी उच्च एजेंसी से जांच कराने की बात आ सकती है।
- दोषी को बख्शा नहीं जाएगा
मुख्यमंत्री ने कहा कि जांच में कोई कसर नहीं छोड़ी जाएगी। पेपर की
प्रिंटिंग कहां हुई और लीक कहाँ से हुआ, वहां तक हमारी पुलिस पंहुच चुकी है।
उन्होंने कहा कि यदि एचएसएससी में या सरकार में बैठा व्यक्ति जिम्मेदार होगा तो
उसे भी बख्शा नहीं जाएगा। उन्होंने कहा कि नकल को रोकने के लिए सरकार कानून भी बना
रही है। हमें सावधानी भी बरतनी पड़ेगी और सजा का प्रावधान भी करना पड़ेगा।
- हमारे पास पूरा डाटा सुरक्षित
विपक्ष को घेरते हुए मुख्यमंत्री ने कहा कि हमारी सरकार एचएसएससी
में सारा रिकॉर्ड सुरक्षित रखती है। उन्होंने कहा कि 2014 में हमारी सरकार
बनने के बाद एचएसएससी के पुनर्गठन के समय पुराना रिकॉर्ड चैक किया गया तो पता चला
कि जो रिकॉर्ड कोर्ट के कब्जे में है, केवल वही सुरक्षित है। बाकी डाटा मिला
ही नहीं। उन्होंने कहा कि पूर्व की सरकारों के दौरान 1988 में एचएसएससी के
गठन के बाद 2014 से पूर्व तक नकल के केवल 6 मुकदमे दर्ज हुए थे, जिनमें से पूर्व की
सरकारों ने चार मामलों में आरोपियों को निर्दोष साबित करवा दिया। वर्ष 2014 से 2021 तक हमारी सरकार के
दौरान नकल के 43 मुकदमें दर्ज हुए हैं। इनमे से 15 मामले केंद्र सरकार द्वारा ली गई
परीक्षा के दौरान नकल के थे। उन्होंने आरोप लगाया कि पूर्व की सरकारों में मुकदमें
ही बड़ी मुश्किल से दर्ज होते थे। अगर दर्ज होते भी थे तो उन्हें रफा दफा कर दिया
जाता था।
Lashing out at the Opposition for raising questions
regarding data security, the Chief Minister said that the State Government
keeps HSSC records with foolproof security. He said that after the formation of
the present State Government in 2014, at the time of restructuring of HSSC, the
old records were checked and it was found that only those records which are in
the possession of the court are safe. The rest of the data was not found
anywhere. He said that during the previous government's tenure after the
formation of HSSC in 1988, only six cases of cheating were registered till
2014, out of which the previous governments had dismissed four cases saying
that the accused were innocent. During the tenure of our government from the
year 2014 to 2021, 43 cases of cheating have been registered. Of these, 15
cases were of cheating during the examination conducted by the Central
Government, informed the Chief Minister.
- पूर्व की सरकारों ने युवाओं से किया खिलवाड़
Responding to the
allegations of the opposition, the Chief Minister said that the present State
Government is doing recruitment on the basis of transparency and merit. He said
that the recruitment of PTI, Art and Craft teachers done by the previous
government is proof of how the recruitment process was done in a fraudulent
manner. He said that these recruitments were cancelled by the court and the
earlier governments are responsible for it. The court had cancelled three
recruitments done by the previous governments. These recruitments were done by
setting aside the rules and regulations. Our government has cancelled four
recruitments after finding errors so that no question is raised later, added Manohar
Lal.
मुख्यमंत्री ने विपक्ष के आरोपों का जवाब देते हुए कहा कि हमारी
सरकार पारदर्शिता व मेरिट के आधार पर भर्ती कर रही है। पूर्व की सरकारों के समय
युवाओं के साथ खिलवाड़ किया गया। उन्होंने कहा कि पूर्व की सरकार द्वारा की गई
पीटीआई, आर्ट एण्ड क्राफ्ट शिक्षकों की भर्ती इस बात का प्रमाण है कि किस
प्रकार भर्ती प्रक्रिया से खिलवाड़ किया गया। उन्होंने कहा कि ये भर्तियां कोर्ट ने
रद्द की और इसकी जिम्मेवार पूर्व की सरकारें हैं। कोर्ट ने पूर्व की सरकारों द्वारा
की गईं तीन भर्तियां रद की हैं। इन भर्तियों को नियमों को ताक पर रखकर किया गया
था।उन्होंने कहा कि त्रुटि पाए जाने पर हमारी सरकार ने स्वयं ही चार भर्तियां रद
की हैं ताकि बाद में किसी प्रकार की समस्या खड़ी न हों।
