He said that though the Opposition tried to create some ruckus by demanding that some of the Bills should be referred to the Committee but each Bill was passed after making the required rectification and clarifying the doubts raised by the Opposition.

“We have given a
chance to the Opposition to point out fundamental errors but going by their old
habit of criticizing and questioning every public welfare work being done by
the State Government, this time too Opposition criticized for the sake of
criticism,” said Manohar Lal.
उन्होंने कहा कि हमने विपक्ष को
विधेयकों में त्रुटियों को इंगित करने का मौका दिया, लेकिन राज्य सरकार द्वारा किए जा रहे
जन कल्याण कार्यों की आलोचना करने और सवाल उठाने की उनकी पुरानी आदत के चलते, इस बार भी विपक्ष
ने केवल खिलाफत करने के लिए ही आलोचना की।
Responding to the
question regarding, The Right to Fair Compensation and Transparency in Land
Acquisition, Rehabilitation and Resettlement (Haryana Amendment) Bill, 2021,
the Chief Minister said that the Bill has been passed so as to ensure smooth
commencement and completion of linear development, essential and emergency
projects.
भूमि अर्जन, पुनर्वासन और
पुनव्र्यवस्थापन में उचित प्रतिकर और पारदर्शिता अधिकार (हरियाणा संशोधन) विधेयक, 2021 के संबंध में सवाल
के जवाब में मुख्यमंत्री ने कहा कि विकास परियोजनाओं, आवश्यक और
आपातकालीन परियोजनाओं को सुचारू रूप से पूर्ण करने के लिए यह विधेयक पारित किया
गया है।
“In the said Act now a new system of land acquisition would be followed excluding social impact, while the Compensation clause in the Bill is unchanged. The Bill has been passed in order to strike a balance between the needs of acquiring land and providing fair compensation to the landowners,” informed the Chief Minister.
उन्होंने कहा कि उक्त अधिनियम में अब
विकास परियोजनाओं, आवश्यक और आपातकालीन परियोजनाओं के मामलों में सोशल इम्पेक्ट के
बिना भूमि अधिग्रहण किया जा सकेगा। जबकि विधेयक में मुआवजा में कोई कमी नहीं की गई
है। भूमि मालिकों को न्यायोचित मुआवजा प्रदान करने तथा भूमि अधिग्रहण की आवश्यकता
में संतुलन बनाने के लिए यह विधेयक पारित किया गया है।
He said that the State
Government has already made a system where the purchase of landholdings from
farmers is being done with their consent through the e-Bhoomi portal. Even the
land being brought for the construction of AIIMS in Rewari is being done
through e-Bhoomi, added Manohar Lal.
उन्होंने कहा कि राज्य सरकार ने पहले ही एक ऐसी व्यवस्था बना ली है जिसमें भूमालिकों से उनकी सहमति से ई-भूमि पोर्टल के माध्यम से भूमि की खरीद की जा रही है। रेवाड़ी में एम्स के निर्माण के लिए भी ई-भूमि के माध्यम से ही भूमि ली जा रही है।
Responding to another
question regarding The Haryana Public Examination (Prevention of Unfair Means)
Bill, 2021, the Chief Minister shared that the said Bill has been passed to
prevent unfair means and leakage of question paper in public examination and to
provide for matters connected therewith or incidental thereto.
हरियाणा लोक परीक्षा (अनुचित साधन निवारण) विधेयक, 2021 के संबंध में एक अन्य प्रश्न का उत्तर देते हुए मुख्यमंत्री ने कहा कि उक्त विधेयक को सार्वजनिक परीक्षा में अनुचित साधनों तथा प्रश्न पत्र प्रकटन निवारण तथा इससे सम्बन्धित एवं इससे आनुषंगिक मामलों हेतु उपबन्ध करने के लिए पारित किया गया है।
राज्य पुलिस ने महज 20 दिनों के अंदर आरोपियों को गिरफ्तार किया
While disclosing the connection of the constable recruitment paper leak case to Jammu one of the states where the paper was printed, the Chief Minister said that the main accused who had leaked the paper from there through a pen drive has been arrested in this case. The accused had sold the said pen drive in Rs. 5 lakh which later was sold at an amount of rupees one crore in Haryana.
मुख्यमंत्री ने सिपाही भर्ती पेपर लीक
मामले में कहा कि दो जगह में से एक जम्मू में पेपर छपा था। जम्मू से पेन ड्राइव के
जरिए पेपर लीक करने के आरोपी को इस मामले में गिरफ्तार कर लिया गया है। आरोपी ने
उक्त पेन ड्राइव को 5 लाख रुपये में बेचा था जिसे बाद में हरियाणा में एक करोड़ रुपये तक
में बेचा गया।
“Around 27-28 people
have been arrested so far. Within just 18 to 20 days of paper leak case, the
State Police has unraveled the case and soon more arrests would be done,” added
the Chief Minister.
अब तक लगभग 27-28 लोगों को गिरफ्तार
किया गया है। पेपर लीक मामले के सिर्फ 18 से 20 दिनों के भीतर, राज्य पुलिस इस
मामले की तह तक पहुंच चुकी है और जल्द ही और गिरफ्तारियां भी की जाएंगी।
The Chief Minister
said that no stone will be left unturned in the investigation. The State Police
has unfolded the links connected with this case like the place of paper
printing and from where the paper was leaked. He said that the government is
also enacting a law to stop copying. We also have to be careful and make
provision for punishment, added Manohar Lal. As many as 43 cases of cheating
have been registered. Of these, 15 cases were of cheating during the
examination conducted by the Central Government, informed the Chief Minister.
मुख्यमंत्री ने कहा कि जांच में कोई
कसर नहीं छोड़ी जाएगी। पेपर की प्रिंटिंग कहां हुई और लीक कहाँ से हुआ, वहां तक हमारी
पुलिस पहुंच चुकी है। उन्होंने कहा कि नकल को रोकने के लिए सरकार कानून भी बना रही
है। उन्होंने कहा कि उनके कार्यकाल के दौरान नकल के 43 मुकदमें दर्ज हुए
हैं। इनमे से 15 मामले केंद्र सरकार द्वारा ली गई परीक्षा के दौरान नकल के थे।
लोगों को निःशुल्क चीजें देने की बजाय उन्हें अपने पैरों पर खड़ा करने की दिशा में कर रहे हैं कार्य
The Chief
Minister said that the main objective of passing the Haryana Parivar Pehchan
Bill, 2021 is to make poor and needy competent enough to live a prosperous
life, instead of attracting them with freebies. The Bill aims for the
identification of beneficiaries and recipients for delivery of benefits,
subsidies, schemes and services as ineligible beneficiaries are often
recipients of Government support targeted at various segments of society while
otherwise eligible beneficiaries are overlooked.
मुख्यमंत्री ने कहा कि हरियाणा परिवार
पहचान विधेयक, 2021 को पारित करने का मुख्य उद्देश्य गरीबों और जरूरतमंदों को निःशुल्क
चीजें देने की बजाय एक समृद्ध जीवन जीने के लिए सक्षम बनाना है। विधेयक का
उद्देश्य लाभ, सब्सिडी, योजनाओं और सेवाओं के वितरण के लिए लाभार्थियों और प्राप्तकर्ताओं
की पहचान करना है। क्योंकि कई बार अपात्र लाभार्थी सरकारी योजनाओं का लाभ ले जाते
हैं, जबकि पात्र व्यक्ति वंचित रह जाते हैं।
“As many as
48,000 families have been identified under PPP having income less than Rs. 1.80
per annum. Six departments have been assigned the work of ensuring employment
and economic upliftment of the poorest of the poor in the spirit of Antyodaya.
Till date, around 64 lakh families have completed their registration. After the
verification, all the eligible families would be given the benefit of
government schemes,” shared the Chief Minister.
उन्होंने कहा कि मुख्यमंत्री अंत्योदय
परिवार उत्थान योजना के तहत 48,000
परिवारों की पहचान की गई है जिनकी आय 1.80 प्रति वर्ष से कम
है। अंत्योदय की भावना से इन परिवारों को रोजगार मुहैया करवाने और आर्थिक उत्थान
सुनिश्चित करने का कार्य छह विभागों को सौंपा गया है। अब तक लगभग 64 लाख परिवारों ने
पीपीपी के तहत अपना पंजीकरण करवा लिया है। सत्यापन के बाद, सभी पात्र परिवारों
को सरकारी योजनाओं का लाभ दिया जाएगा।
“Highest
standard of security has been adopted while taking the PPP data. No security
breach is there. If any department officer is found breaching this privacy then
strict action would be taken against them too,” said the Chief Minister while
responding to a question regarding the security of data being collected for the
purpose of PPP.
पीपीपी के उद्देश्य से एकत्र किए जा
रहे डाटा की सुरक्षा के संबंध में एक सवाल का जवाब देते हुए मुख्यमंत्री ने कहा कि
पीपीपी डाटा लेते समय सुरक्षा के उच्चतम मानकों को अपनाया गया है। इसकी सुरक्षा के
मामले में कोई समझौता नहीं किया गया है। यदि विभाग का कोई अधिकारी या कर्मचारी इस
गोपनीयता का उल्लंघन करता है तो उनके खिलाफ भी सख्त कार्रवाई की जाएगी।
विपक्ष महामारी पर कर रहा है राजनीति
Slamming Opposition
for indulging in politics over Pandemic, the Chief Minister said that State
Government has ensured adequate oxygen supply in the state during the COVID-19
Pandemic. This is a time that everyone should stand together to fight this
battle.
महामारी पर राजनीति करने के लिए
विपक्ष की आलोचना करते हुए मुख्यमंत्री ने कहा कि राज्य सरकार ने कोविड-19 महामारी के दौरान
राज्य में पर्याप्त ऑक्सीजन की आपूर्ति सुनिश्चित की है। यह समय ऐसा है कि इस
लड़ाई को लड़ने के लिए सभी को एक साथ खड़ा होना चाहिए।
“Opposition is blaming that people have died in
the State due to lack of oxygen but some reports too have now highlighted this
that no deaths have been occurred due to lack of oxygen,” said Manohar Lal.
उन्होंने कहा कि यह दुर्भाग्यपूर्ण है
कि विपक्ष कोरोना जैसी महामारी पर राजनीति कर रहा है। उन्होंने कहा कि विपक्ष यह
झूठा आरोप लगा रहा है कि राज्य में ऑक्सीजन की कमी के कारण लोगों की मौत हुई है, लेकिन कुछ
रिपोर्टों ने भी अब इस तथ्य को स्पष्ट कर दिया है कि ऑक्सीजन की कमी के कारण कोई
मौत नहीं हुई है।
1200 कॉलोनियां होंगी अधिकृत
The Chief Minister informed that for
regularizing unauthorized colonies of Urban Local Bodies a Bill has been passed
and after this around 1200 colonies have registered themselves and those who
fulfill the criteria would be regularized.
मुख्यमंत्री ने बताया कि अनाधिकृत
कॉलोनियों को नियमित करने के लिए कल एक विधेयक पारित किया गया है। लगभग 1200 कॉलोनियों ने अपना
पंजीकरण कराया है और मानदंड पूरा करने वालों को नियमित किया जाएगा।
इस मौके पर मुख्यमंत्री के अतिरिक्त प्रधान सचिव तथा सूचना, जनसंपर्क एवं भाषा विभाग के महानिदेशक डॉ. अमित अग्रवाल और मुख्यमंत्री के प्रधान मीडिया सलाहकार विनोद मेहता भी मौजूद रहे।
