इस संबंध में जानकारी देते हुए एक सरकारी प्रवक्ता ने बताया कि राज्य
सरकार वायु प्रदूषण को रोकने के लिए एनसीआर क्षेत्र के अंतर्गत आने वाले फरीदाबाद, गुरुग्राम और झज्जर
के राजस्व जिलों में अगले सात दिनों के लिए स्वेच्छा से तत्काल प्रभाव से कई उपाय
कर रही है।
उन्होंने बताया कि मुख्य सचिव-सह-अध्यक्ष, हरियाणा राज्य
कार्यकारी समिति द्वारा राज्य के सभी प्रशासनिक सचिवों, पुलिस महानिदेशक, मण्डलायुक्तों, गुरुग्राम, फरीदाबाद व रोहतक
के आईजीपीएस, गुरुग्राम, फरीदाबाद, सोनीपत और झज्जर के उपायुक्त एवं एसपी और हरियाणा राज्य
प्रदूषण नियंत्रण बोर्ड, पंचकूला के अध्यक्ष एवं सदस्य सचिव को जारी पत्र में दिए गए निर्देशों के
अनुसार इन जिलों में 17 नवंबर, 2021 तक सभी सरकारी और निजी स्कूल बंद रहेंगे।
उन्होंने कहा कि सडक़ों पर वाहनों के आवागमन को 30 प्रतिशत तक कम करने के उद्देश्य से सभी सरकारी और निजी कार्यालयों
को घर से काम करने की सलाह दी गई है ताकि वाहनों के उत्सर्जन और वायु में धूल के
कणों को कम किया जा सके। उन्होंने कहा कि 10/15 वर्ष से पुराने
वाहनों (क्रमश: डीजल/पेट्रोल) की उत्सर्जन के संबंध में कड़ाई से जांच की जाएगी और
तदनुसार जब्त किया जाएगा।
उन्होंने कहा कि इन जिलों में सभी प्रकार के निर्माण और विकास
गतिविधियों पर पूर्ण रूप से रोक रहेगी। निर्माण गतिविधियों में प्रयोग होने वाले
मैकेनाइज्ड स्टोन क्रशर और हॉट मिक्स प्लांट भी बंद रहेंगे। इसके अतिरिक्त, नगर निकायों द्वारा
कचरा जलाने की अनुमति नहीं दी जाएगी और पराली जलाने पर रोक रहेगी। उन्होंने कहा कि
सडक़ों की मैन्युअल सफाई की अनुमति नहीं दी जाएगी।
Giving information in this regard an official spokesperson said
that the State Government is voluntarily putting a number of measures in
operation with immediate effect for the next seven days in revenue districts of
Faridabad, Gurugram and Jhajjar falling within NCR area.
He said that as per the directions issued in a letter by Chief
Secretary-cum- Chairperson, Haryana State Executive Committee to all the
Administrative Secretaries in the State of Haryana, Director General of Haryana
Police, Divisional Commissioners and IGPS , Gurugram , Faridabad and
Rohtak, Deputy Commissioners and SPs
Gurugram , Faridabad , Sonipat and Jhajjar, Chairman, Haryana State Pollution
Control Board, Panchkula, Member
Secretary, Haryana State Pollution Control Board, Panchkula, all Government and
Private Schools shall remain closed.
He further said that with an aim to reduce 30 percent plying of
vehicles on roads which will impact vehicular emissions and also reduce dust in
the air, all Government and private offices are advised to work from home. Vehicles older than10/15 years (Diesel/Petrol
respectively) shall be strictly checked with regard to emissions and impounded
accordingly, he added.
He also informed that there will be complete ban on all types of
construction and development activities. Mechanized Stone Crushers and Hot Mix
plants used in construction activities shall be closed. No trash burning by
Municipal bodies shall be allowed. Stubble burning shall be prohibited. No
manual sweeping of roads shall be allowed, he added.
He said that to control dust pollution, water sprinkling on
roads will be done. Deputy Commissioners will constitute joint inspection teams
for enforcing the above directions/instructions and shall ensure extensive
checking, monitoring and action against the violators as per
law/rules/instructions/directions issued from time to time by the Haryana
Government. He said that these guidelines will come into force with immediate
effect and remain operational till November 17, 2021. The district
administration will ensure wide publicity by MUNADI (beat of drums) within
their jurisdiction. Publicity shall also be carried out through press release
and social media. Strict compliance of the same directions be ensured by all
concerned, he added.
उन्होंने कहा कि धूल को नियंत्रित करने के लिए सडक़ों पर पानी का
छिडक़ाव किया जाएगा। उन्होंने कहा कि उपायुक्त उपरोक्त निर्देशों/अनुदेशों को लागू
करने के लिए संयुक्त निरीक्षण दल गठित करके व्यापक जांच व निगरानी करेंगे और
आदेशों का उल्लंघन करने वालों के खिलाफ हरियाणा सरकार द्वारा समय-समय पर जारी
कानून/नियमों/निर्देशोंं के अनुसार कार्रवाई सुनिश्चित करेंगे। उन्होंने कहा कि ये
दिशानिर्देश तत्काल प्रभाव से लागू होंगे और 17 नवंबर, 2021 तक लागू रहेंगे। जिला प्रशासन अपने अधिकार क्षेत्र में मुनादी (ढोल
की थाप) द्वारा व्यापक प्रचार सुनिश्चित करेगा। इसके अतिरिक्त, इस बारे प्रेस
विज्ञप्ति और सोशल मीडिया के माध्यम से भी प्रचार-प्रसार किया जाएगा। उन्होंने कहा
कि सभी संबंधित अधिकारियों द्वारा इन दिशानिर्देशों का कड़ाई से अनुपालन सुनिश्चित
किया जाना चाहिए।
