चंडीगढ़, डिजिटल डेक्स।। राज्यसभा सांसद दीपेंद्र सिंह हुड्डा का कहना है कि बीजेपी-जेजेपी सरकार नौकरियों में भ्रष्टाचार की आदत से बाज नहीं आ रही है। पक्की भर्तियों के बाद अब कच्ची भर्तियों में भी खुलेआम धांधलेबाजी हो रही है।
उन्होंने आयुष विभाग की योग कोच भर्ती का
जिक्र करते हुए बताया कि इसमें कदम-कदम पर नियमों की धज्जियां उड़ाई गई हैं। इस
भर्ती में गड़बड़झाले के लिए सरकार इतनी बेताब दिखी कि आवेदन की आखिरी तारीख से
पहले ही अपने चहेते उम्मीदवारों को विभाग ने जॉइनिंग लेटर जारी कर दिया।
दस्तावेजों का हवाला देते हुए दीपेंद्र सिंह हुड्डा ने कहा कि आयुष विभाग की तरफ से योग कोच की अनुबंध आधारित भर्ती निकाली गई थी। जबकि नियमों के मुताबिक योग कोच की भर्ती सिर्फ खेल विभाग कर सकता है। लेकिन इससे भी बड़ा खेल भर्ती निकलने के बाद हुआ।
इसके लिए अप्लाई करने की अंतिम तारीख 6 अप्रैल, 2022 रखी गई थी। लेकिन हैरानी की बात है कि विभाग ने 29 मार्च को ही 10 उम्मीदवारों को अप्वाइंटमेंट लेटर जारी कर दिए। जब विभाग के सारे खेल का खुलासा हुआ तो आनन-फानन में लीपापोती के लिए अप्वाइंटमेंट लेटर वापस लिए गए।
इस भर्ती की योग्यता को लेकर भी अभ्यार्थियों ने गंभीर सवाल खड़े किए हैं। उनका कहना है कि महज 21 दिन के ऑनलाइन कोर्स को योग कोच पद के लिए मान्यता दे दी गई। जबकि योग कोच के खाली पड़े 66 पदों के लिए एनआईएस कोच, योग स्नातक या इसके समानांतर योग्यता ही मान्य होनी चाहिए।
सांसद दीपेंद्र ने मांग की है कि अन्य योग कोर्स करने वाले व योग्यता धारकों को नियुक्ति देने के लिए सरकार को फौरन योग सहायक, योग वेलनेस इंस्ट्रक्टर और योग थेरेपिस्ट की भर्ती निकालनी चाहिए। सरकार द्वारा बार-बार 1000 पदों पर भर्तियां करने की बात कही गई, लेकिन आज भी युवा इसका इंतजार कर रहे हैं। उनकी मांग है कि घोषणा के मुताबिक सरकार योग दिवस से पहले यह 1000 भर्तियां करे।
दीपेंद्र सिंह हुड्डा ने कहा कि प्रदेश सरकार की युवा और रोजगार विरोधी नीतियों के चलते हरियाणा पिछले कई साल से बेरोजगारी में टॉप पर है। आज भी प्रदेश का युवा देश में सबसे ज्यादा 24.6% बेरोजगारी दर झेल रहा है। इसका मतलब यह है कि हरियाणा का हर चौथा व्यक्ति बेरोजगार है। जबकि प्रदेश के अलग-अलग विभागों में करीब 4 लाख पद खाली पड़े हुए हैं।
सरकार उनपर पक्की भर्ती करने की बजाए कम वेतन में कच्ची भर्तियां कर रही है। कौशल निगम के नाम पर युवाओं के साथ शोषण और भ्रष्टाचार हो रहा है। एक तरफ सीटेट, एचटेट और नेट क्वालिफाइड युवाओं से बीपीएल, पानी और स्वच्छता के सर्वे करवाए जा रहे हैं तो वहीं दूसरी तरफ, अपने चहेते लोगों को महज 3 हफ्ते का ऑनलाइन कोर्स करवाकर सीधा योग कोच बनाया जा रहा है।
राज्यसभा सांसद ने कहा है कि वो योग कोच अभ्यार्थियों समेत तमाम उन युवाओं के साथ खड़ें हैं जो बेरोजगारी और भर्ती अनियमितताओं का शिकार हैं। उनकी आवाज को सड़क से लेकर संसद तक उठाया जाएगा।
Rajya Sabha MP Deepender Singh Hooda has said that the BJP-JJP government in Haryana is not able to get out of its habit of recruitment scams as there have been allegations of corruption not only in permanent jobs but also in temporary employment provided by the government.
Referring to the
recruitment of Yoga Coaches of the Department of AYUSH, he said that the rules
have been flouted at every step. “The government was so desperate to highjack
this recruitment process that the department issued the joining letter to its
favourite candidates even before the last date of application,” he said.
Referring to the
documents, Deepender said contract-based recruitment of Yoga Coaches was done
by the Department of AYUSH, while rules mandate that only the sports department
can recruit a yoga coach. “But an even bigger game happened after the recruitment
came out. The last date to apply for this was kept April 6, 2022, but
surprisingly, the department has issued appointment letters to 10 candidates on
March 29 itself. When the entire game of the department was exposed, the
appointment letters were withdrawn in a hurry,” he said.
Serious questions
have also been raised by the candidates regarding the eligibility of this
recruitment. He said only 21 days online course was recognized for the 66
vacant posts of Yoga Coach while the actual requirement should have been NIS
Coach, Yoga Graduate or its equivalent qualification should be valid
Deepender demanded that the government should
immediately take out the recruitment of Yoga Assistant, Yoga Wellness
Instructor and Yoga Therapist to give appointment to other yoga courses and
qualification holders. The government has repeatedly talked about recruiting
1000 posts, but even there is no clarity on when the process will be completed
as they are demanding the recruitment process should be completed before the Yoga
Day.
The Congress Rajya
Sabha MP said Haryana is on top in unemployment for the last several years due
to the youth and anti-employment policies of the state government. “Even today
the youth of the state is facing the highest unemployment rate of 24.6% in the
country. This means that every fourth person in Haryana is unemployed,” he
said.
“While about 4 lakh
posts are lying vacant in different departments of the state. Instead of making
firm recruitment on them, the government is making temporary recruitments at
low salaries. In the name of skill corporation, youth are being exploited and
corrupt. On the one hand, surveys of BPL, water and sanitation are being
conducted from CTET, HTET and NET qualified youth, while on the other hand,
their own people are being made direct yoga coaches by conducting online
courses of just 3 weeks,” he said.
Deepender said he stands with all the youth, including yoga coach candidates, who are victims of unemployment and recruitment irregularities and said he will raise issues connected with the youth from the streets to the parliament.
