Chandigarh- हरियाणा मोटर वाहन नियम संशोधित, परिवहन वाहनों के संचालन के लिए आयु में संशोधन

Haryana Cabinet which met under the Chairmanship of Chief Minister Manohar Lal here today granted approval for amendment in Rule 67-A of the Haryana Motor Vehicles Rules, 1993 revising the age of operation of various types of transport vehicles under different permits in the state, in line with the order of the Supreme Court of India passed in Writ Petition No. 13029 of 1985.

चंडीगढ़ NEWS। हरियाणा के मुख्यमंत्री मनोहर लाल की अध्यक्षता में आज यहां हुई मंत्रिमंडल की बैठक में हरियाणा मोटर वाहन नियम, 1993 के नियम 67-ए में संशोधन को स्वीकृति प्रदान की गई, जिसमें भारत के सर्वोच्च न्यायालय द्वारा 1985 की रिट याचिका संख्या 13029 में पारित आदेश के अनुरूप राज्य में विभिन्न परमिटों के तहत विभिन्न प्रकार के परिवहन वाहनों के संचालन की आयु को संशोधित किया गया है।  

उक्त आदेश के अनुसार राष्ट्रीय राजधानी क्षेत्र में डीजल और पेट्रोल से चलने वाले ऐसे वाहन, जो क्रमश: 10 वर्ष और 15 वर्ष की आयु प्राप्त कर चुके हैं, का संचालन प्रतिबंधित कर दिया गया है।

Further, with the introduction of clean fuel technologies like electric vehicles, LNG, CNG etc, a need was felt to amend the rules to provide for enhanced age for such vehicles in order to give impetus to their faster adoption and thereby protect the environment.

This amendment in the Haryana Motor Vehicles Rules will also remove an anomaly by fixing the age of stage carriage buses at par with private service vehicles and education institutional vehicles. This has been a long pending demand of the stage carriage permit holders and will augment the transport services being provided by Haryana Roadways as well as private operators, in addition to bringing savings to the public exchequer.

इसके अलावा, इलेक्ट्रिक वाहनों, एलएनजी, सीएनजी आदि जैसी स्वच्छ ईंधन प्रौद्योगिकियों की शुरूआत के साथ ऐसे वाहनों के संचालन की आयु बढ़ाने के लिए नियमों में संशोधन करने की आवश्यकता महसूस की गई ताकि ऐसे वाहनों को तेजी से अपनाने को बढ़ावा दिया जा सके और इस तरह पर्यावरण की रक्षा की जा सके।

हरियाणा मोटर वाहन नियम में यह संशोधन स्टेज कैरिज बसों की आयु निजी सेवा वाहनों और शैक्षणिक संस्थान वाहनों के बराबर तय कर एक विसंगति को भी दूर करेगा। यह स्टेज कैरिज परमिट धारकों की चिरलम्बित मांग रही है और इससे सरकारी खजाने में बचत होने के अलावा, हरियाणा रोडवेज के साथ-साथ निजी ऑपरेटरों द्वारा प्रदान की जा रही परिवहन सेवाओं में वृद्धि होगी।

पर्यटक परमिट वाले वाहनों की आयु केंद्रीय मोटर वाहन नियम, 1989 के नियम 82 के अनुरूप अपरिवर्तित है।

The age of vehicles with tourist permits remains unchanged in line with Rule 82 of the Central Motor Vehicles Rules, 1989.
