चंडीगढ़ news। हरियाणा के मुख्यमंत्री मनोहर लाल की अध्यक्षता में आज यहां हुई मंत्रिमण्डल की बैठक में परिवहन विभाग के कर्मचारियों की सेवा शर्तों के संचालन
और कार्य प्रणाली में दक्षता एवं सुधार लाने के लिए परिवहन विभाग हरियाणा
(ग्रुप-सी) सेवा नियम, 2021 को स्वीकृति प्रदान की गई।
For the governance of
the service conditions of the employees of the Transport Department Haryana and
bringing in efficiency and reforms, Haryana Cabinet which met under the
Chairmanship of Haryana Chief Minister, Manohar Lal here today has given
approval to the Transport Department Haryana (Group-C) Service Rules, 2021.
In compliance of
orders of the Supreme Court pronounced on July 9, 2002 on a writ petition filed
by Mor Modern Cooperative Transport Society, the State Government, on March 14,
2003, bifurcated the Haryana Transport Department into two departments i.e. the
Transport Department Haryana and the State Transport Department. While the
Transport Department deals with regulatory and revenue generation functions,
the State Transport Department runs commercial operations of its fleet known as
Haryana Roadways. A logical consequence of this bifurcation of the erstwhile
Department is that the new Department needs independent and effective service
rules attuned to the aims and objectives of the organization. Accordingly, the
Department has been striving to frame the service rules of different classes of
the employees. This project of the Department received further impetus on
October 17, 2020 when the Chief Minister made several announcements, including
framing of separate service rules of the regular staff of Transport Department
Haryana, for its improved functioning.

सोसाइटी द्वारा दायर एक याचिका पर सर्वोच्च न्यायालय द्वारा 9 जुलाई, 2002 को सुनाए गए आदेशों
का अनुपालन करते हुए राज्य सरकार ने 14 मार्च, 2003 को हरियाणा परिवहन विभाग को दो
विभागों यानी परिवहन विभाग और राज्य परिवहन विभाग में विभाजित कर दिया। जहां
परिवहन विभाग नियामक और राजस्व सृजन कार्यों को करता है वहीं राज्य परिवहन विभाग
बसों के अपने बेड़े का वाणिज्यिक संचालन करता है जिसे हरियाणा रोडवेज के रूप में
जाना जाता है। पूर्ववर्ती विभाग के इस विभाजन का एक तार्किक परिणाम यह है कि नए विभाग
को संगठन के उद्देश्यों और लक्ष्यों के अनुरूप स्वतंत्र और प्रभावी सेवा नियमों की
आवश्यकता है। तदनुसार, विभाग कर्मचारियों के विभिन्न वर्गों के सेवा नियम बनाने का प्रयास
कर रहा है। विभाग की इस परियोजना को 17 अक्तूबर, 2020 को तब और बल मिला
जब मुख्यमंत्री ने राज्य परिवहन विभाग के बेहतर कामकाज के लिए इसके नियमित
कर्मचारियों के लिए अलग सेवा नियम बनाने सहित कई घोषणाएं कीं।
