राज्य
सरकार का विजन है कि इन वॉलंटियर्स को सरकार से जोड़कर समाज उत्थान में भागीदार
बनाना है। इसके लिए राज्य सरकार ने समर्पण पोर्टल samarpan.haryana.gov.in बनाया है जिस पर सभी भूतपूर्व
सैनिक और सेवानिवृत्त कर्मचारी स्वयं को वॉलिंटियर्स के तौर पर पंजीकृत कर सकते
हैं और राज्य सरकार आप सभी के बहुमूल्य अनुभवों के सहयोग से योजनाओं को सही तरीके
से पात्र व्यक्ति तक पहुंचा सकेंगे।
मुख्यमंत्री आज यहां वेबीनार के माध्यम से प्रदेश के भूतपूर्व सैनिकों और सेवानिवृत्त कर्मचारियों को संबोधित कर रहे थे।
The vision of the State Government is to partner these
volunteers with the state for the upliftment of the society. For this, the
State Government has created the Samarpan portal ‘samarpan.haryana.gov.in’, on
which all the ex-servicemen and retired employees can register themselves as
volunteers and the State Government will implement these schemes in the right
way with the help of their valuable experiences.
The Chief Minister was addressing the ex-servicemen and retired
employees of the state through a webinar here today. He said that the State
Government has made several efforts to bring a substantial change in the
system. Employees have played an important role in providing the benefits of
Government Schemes. At present, through e-governance and good governance, the
government has taken resolution to bring more than 500 services at the
doorsteps of the common man.
Manohar Lal said that it is the duty of the Government to take
care of the 2.75 crore population of the State i.e. about 70 lakh families. He
said that Government schemes are being formulated at regular intervals, but due
to some reason or the lack of complete information, the benefits of these
schemes do not reach to the eligible person. Till date the practice that the
person who wants to take benefit of Government Schemes should reach out to the
government himself and get the benefit of that scheme by giving complete
information is on.
He said that our government has taken steps to end this practice and has started an ambitious scheme Parivar Pehchan Patra, under which every family is being identified so that the family that wants to avail benefits of welfare schemes will be given priority. The Government of Haryana is moving forward with this vision.
He said that the data of all the families has been collected
under the Parivar Pehchan Patra and the work of verification of this data
through the local committee constituted in the district has almost been
completed. He said that the Government has made three categories, in which the
first category is those families whose annual income is up to Rs. 50,000 the
second category whose annual income is up to Rs. 1 lakh and the third category
are the families whose annual income is up to Rs. 1.80 lakh. He said that in
order to increase the income of all such families, the Government has started
Mukhyamantri Antyodaya Parivar Utthan Yojana, under which the target of
increasing the income of 1 lakh poor families up to Rs. 1 lakh has been set.
For this, some work will be provided to the members of such families on the
basis of their qualification or employment opportunities will be provided by
imparting skill training and if there is any ancestral work of any family,
cooperation will be extended to promote it so that the economic condition of
such families can be improved.
He said that recently the Government has started the Har-Hith
Store scheme. Initially 71 stores have been opened. In the first phase, there
is a plan to open 2000 stores and in the second phase 5000 such stores will be
opened. He requested the ex-servicemen and retired employees to motivate the
members of the needy families especially the youth for taking benefit of
Har-Hith scheme so that those families can get employment. Similarly, plans are
also being made to provide employment to many people through Vita.
The Chief Minister said that people migrate from village to city
for their livelihood, so the pressure on cities is also increasing. The aim of
the State Government is to create harmonious environment in the rural areas so
that the villagers can improve their living conditions. For this, in addition
to traditional farming, animal husbandry, bee keeping, fisheries, mushroom
cultivation and agro-based small, cottage industries etc. are being promoted
under this initiative.
Manohar Lal added that by following the mantra ‘Sabka Saath,
Sabka Vikas, Sabka Vishwas and Sabka Prayas’ given by Prime Minister, Sh.
Narendra Modi, an educated, well-organized and the vision of a contented
society can be realized.
While interacting directly with the ex-servicemen, the Chief
Minister said that parks and gymnasiums are being made in 1000 villages.
He said that if we consider work as service, then it gives a
feeling of self-satisfaction and joy. If a happy society is formed, the pride of
the State will increase. In this webinar, more than 7,000 ex-servicemen and
retired employees joined through Facebook, Twitter, YouTube and other mediums.

कहा कि राज्य सरकार ने व्यवस्था परिवर्तन के कईं काम किए हैं। सरकारी योजनाओं का
लाभ देने में कर्मचारियों की अहम भूमिका रही है। वर्तमान में ई-गर्वनेंस और सुशासन
के माध्यम से सरकार ने 500 से अधिक सेवाओं को आमजन के घर द्वार तक पहुंचाने का संकल्प लिया
है।
मनोहर
लाल ने कहा कि प्रदेश की पौने तीन करोड़ जनसंख्या यानी लगभग 70 लाख परिवार की चिंता करना सरकार
का परम कर्तव्य है। उन्होंने कहा कि समय-समय पर सरकारी योजनाएं बनती आ रही हैं
परंतु किसी ना किसी कारणवश या संपूर्ण जानकारी के अभाव में इन योजनाओं का लाभ
पात्र व्यक्ति तक नहीं पहुंच पाता है। आज तक एक प्रथा चलती आ रही है कि जिस
व्यक्ति को सरकारी योजनाओं का लाभ लेना है वह स्वयं सरकार के पास आए और संपूर्ण
जानकारी देकर उस योजना का लाभ प्राप्त करे। हमारी सरकार ने इस प्रथा को
खत्म करने की दिशा में कदम बढ़ाए हैं और एक महत्वकांक्षी योजना परिवार पहचान पत्र
शुरू की है जिसके तहत हर परिवार की पहचान की जा रही है ताकि जिस परिवार को सरकारी
योजनाओं की सबसे पहले जरूरत है उसे उसका लाभ सबसे पहले मिले। इसी सोच के साथ हम
आगे बढ़ रहे हैं।
उन्होंने
कहा कि परिवार पहचान पत्र के तहत सभी परिवारों का डाटा एकत्र किया जा चुका है और
जिला में गठित लोकल कमेटी के माध्यम से इस डेटा का सत्यापन का कार्य लगभग पूरा हो
चुका है। सरकार ने तीन श्रेणी बनाई है जिसमें पहली श्रेणी वह परिवार जिनकी वार्षिक
आय 50 हजार रुपये तक है दूसरी श्रेणी जिनकी वार्षिक आय 1 लाख रुपये तक है और तीसरी
श्रेणी जिन परिवारों की वार्षिक आय 1.80 लाख रुपये तक है।
उन्होंने
कहा कि ऐसे सभी परिवारों की आर्थिक आय बढ़ाने के लिए सरकार ने मुख्यमंत्री
अंत्योदय परिवार उत्थान योजना आरंभ की है जिसके तहत सबसे पहले 1 लाख अति गरीब परिवारों की आय को
1 लाख
रुपये तक करने का लक्ष्य निर्धारित किया गया है। इसके लिए ऐसे परिवारों के सदस्यों
को उनकी योग्यता के आधार पर कुछ ना कुछ काम मुहैया करवाया जाएगा या किसी प्रकार का
कौशल प्रशिक्षण प्रदान करके रोजगार के अवसर प्रदान किए जाएंगे और यदि किसी परिवार
का कोई पैतृक कार्य है उसमें भी सहयोग कर उनके कार्य को आगे बढ़ाया जाएगा ताकि ऐसे
सभी परिवारों की आर्थिक आए में सुधार हो सके।
उन्होंने
कहा कि अभी हाल ही में सरकार ने हर हित स्टोर योजना आरंभ की है। प्रारंभ में 71 स्टॉर खोले गए हैं। प्रथम चरण
में 2000 स्टोर खोलने की योजना है और द्वितीय चरण में ऐसे 5000 तक ले जाने का लक्ष्य निर्धारित
किया गया है। उन्होंने भूतपूर्व सैनिकों और सेवानिवृत्त कर्मचारियों से अनुरोध
किया कि इस हर हित योजना के लिए जरूरतमंद परिवारों के सदस्यों विशेषकर युवाओं को
प्रेरित करें ताकि उन परिवारों को एक रोजगार प्राप्त हो सके। इसी प्रकार वीटा के
माध्यम से भी कई लोगों को रोजगार देने की भी योजना बनाई जा रही है।
मुख्यमंत्री
ने कहा कि जीवन यापन के लिए लोग गांव से शहर की ओर पलायन करते हैं इसलिए शहरों पर
भी दबाव बढ़ता जा रहा है। राज्य सरकार का उद्देश्य ग्रामीण इलाकों में ही अवस्थाएं
खड़े करना है जिससे ग्रामीण वहां पर रहकर ही अपना जीवन यापन अच्छे से कर सके। इसके
लिए परंपरागत खेती के अलावा पशुपालन, मधुमक्खी पालन, मछली पालन, मशरूम की खेती और कृषि आधारित
लघु, र्कुटर
उद्योग इत्यादि को बढ़ावा दिया जा रहा है।
मनोहर
लाल ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी द्वारा दिए गए मंत्र सबका साथ सबका
विकास सबका विश्वास और सब का परिवार पर चलते हुए समाज के आप जैसे व्यक्तियों को
सरकार के साथ सहयोग करना चाहिए ताकि हर वर्ग के उत्थान को संभव कर एक शिक्षित
सुव्यवस्थित और खुशहाल समाज की परिकल्पना को साकार किया जा सके।
मुख्यमंत्री
ने भूतपर्व सैनिकों से सीधा संवाद करते हुए कहा कि 1000 गांव में पार्क एवं
व्यायामशालाएं तैयार की जा रही हैं। योग के माध्यम से स्वास्थ्य लाभ प्रदान करने
के लिए प्रशिक्षण में भी इन सभी की सेवाएं ली जाएंगी।
उन्होंने
कहा कि सेवा कार्य को परमार्थ समझ कर करेंगे तो उससे आत्मसंतुष्टि एवं आनंद की
अनुभूति होती है। खुशहाल समाज बनेगा तो प्रदेश का गौरव बढ़ेगा।
इस
वेबिनार में फेसबुक, ट्विटर, यु-टयूब व माध्यमों से 7 हजार से अधिक भूतपूर्व सैनिक व
सेवानिवृत कर्मचारी जुड़े।
इस मौके
पर मुख्यमंत्री के मुख्य प्रधान सचिव डी. एस. ढेसी, सैनिक एवं अर्धसैनिक कल्याण
विभाग के अतिरिक्त मुख्य सचिव, वी. एस. कुंडू, वित्त विभाग के अतिरिक्त मुख्य
सचिव टी.वी.एस.एन प्रसाद, मुख्यमंत्री
के प्रधान सचिव वी. उमाशंकर, मुख्यमंत्री के अतिरिक्त प्रधान सचिव तथा सूचना, जनसंपर्क एवं भाषा विभाग के
