पूर्व मुख्यमंत्री और नेता प्रतिपक्ष भूपेंद्र सिंह हुड्डा ने
बेरोजगारी के मोर्चे पर पूरी तरह विफल हरियाणा की बीजेपी-जेजेपी सरकार की कड़ी
आलोचना की है। हुड्डा का कहना है कि पिछले लगभग 3 साल से हरियाणा बेरोजगारी के मामले में टॉप पर है। बीजेपी और
बीजेपी-जेजेपी गठबंधन सरकार इस भयावह होती बेरोज़गारी से निजात पाने के लिए अब तक कोई भी कारगर नीति नहीं बना
पाई। इसलिए बेरोज़गारी से ध्यान भटकाने के लिए सरकार द्वारा पिछले दिनों प्राइवेट
नौकरियों में 75%
हरियाणवियों को आरक्षण देने का जुमला उछाला। लेकिन यह सरकार कोर्ट में अपने उस
जुमले का भी बचाव नहीं कर पाई और कोर्ट की तरफ से इस पर रोक लगा दी गई।
हुड्डा ने सीएमआईई के ताजा आंकड़ों का हवाला देते हुए कहा कि जनवरी में भी बेरोज़गारी दर के मामले में हरियाणा पूरे देश में टॉप पर रहा है। हरियाणा के युवा पूरे देश से लगभग साढ़े तीन गुना ज्यादा बेरोजगारी का सामना कर रहे हैं। लेकिन, अपनी जिम्मेदारी से पल्ला झाड़ते हुए प्रदेश सरकार इस हकीकत से नजरें चुरा रही है। सच को स्वीकार करने की बजाए सरकार सेंटर फॉर मॉनिटरिंग इंडियन इकोनामी यानी सीएमआईई के आंकड़ों को गलत करार दे रही है। जबकि, इसी संस्था के आंकड़ों को आधार बनाकर बीजेपी यूपी में वोट मांग रही है।
उन्होंने आगे कहा कि सबसे हैरानी की बात ये है कि सरकार ना तो सीएमआईई के आंकड़ों को मानती है, ना एनएसओ के सरकारी आंकड़ों को और ना ही खुद बेरोजगारी का कोई स्पष्ट आधिकारिक आंकड़ा जारी करती है। ऐसे में पढ़े-लिखे बेरोजगारों पर 30 हजार रुपये तक की कैपिंग लगाकर, 75% आरक्षण जैसे जुमलो को गढ़कर सरकार अपनी जिम्मेदारी से भागना चाहती थी, लेकिन वहां भी उसे विफलता मिली।
“The state
government has completely failed on the unemployment front and Haryana has been
on the top in terms of unemployment for the last 3 years. First the BJP, and
then the BJP-JJP coalition, has not been able to formulate any effective policy
to overcome the unemployment. To divert attention from this, the government
recently raised the ‘jumla’ of giving 75% reservation youth of the state in
private jobs, but this government could not even defend this in court, which is
why it was rejected by the court,” he said.
Hooda, citing the
latest CMIE data, said Haryana has topped the country in January also. “ Youth
of Haryana are facing almost three and a half times more unemployment than the
whole country's average, but while shunning its responsibility, the state
government is turning away from this reality. Instead of accepting the truth,
the government is rejecting the figures of the Center for Monitoring Indian
Economy (CMIE) while BJP is seeking votes in UP, on the basis of the data of
this institution,” he said.
“It is a matter of
great surprise that the government would neither accept the CMIE figures, nor
the official figures of the NSO, nor would it itself have released any clear
official figures on unemployment. In such a situation, by imposing cap of up to
Rs 30,000 on the educated unemployed, the government wanted to run away from
its responsibility by coining rhetoric like 75% reservation, but like
everything, they have failed at this as well,” he said.
The Leader of
Opposition said the state has about 25 lakh educated unemployed and, if the
government is serious about unemployment, then it will have to complete all the
pending recruitments soon. “About 50,000 posts are lying vacant in the
education department alone. The government will have to fill thousands of
vacant posts in different departments, including education,” he said.
“Today the ranking
of the state has slipped from 3rd to 14th position in the ease of doing
business. Law and order situation will have to be improved to create the right
environment for investment in the state and entrepreneurs are not afraid while
investing here. If investment comes in the state, it will generate employment,”
he stated.
Hooda said that
during his tenure, 4 IMTs were formed to promote investment but they are lying
vacant in this government and no policy has been made by the government to
develop them. “It is a matter of great misfortune that instead of doing this,
the government continues to mislead the public by citing 75% reservation and
sometimes by citing fake figures. The truth is that this government has made
the biggest attack on the rights of the local youth by reducing the condition
for Haryana domicile certificate from 15 years to 5 years,” he added.
नेता प्रतिपक्ष ने कहा कि आज लगभग 25 लाख पढ़े-लिखे बेरोजगार नौकरी की तलाश में घूम रहे हैं, अगर सरकार बेरोजगारी को लेकर गंभीर है तो उसे लटकी पड़ी तमाम भर्तियों को जल्द पूरा करना होगा। अकेले शिक्षा महकमे में करीब 50,000 पद खाली पड़े हुए हैं। उसे शिक्षा समेत अलग-अलग महकमों में खाली पड़े ऐसे हजारों पदों को समयबद्ध तरीके से भरना पड़ेगा। आज प्रदेश की रैंकिंग इज ऑफ डूइंग बिजनेस में 3 से 14 वे नंबर पर पहुंच गई है। कानून-व्यवस्था की स्थिति सुधारनी होगी, ताकि प्रदेश में निवेश का माहौल बने और उद्यमी यहां निवेश करते हुए ना डरें। प्रदेश में निवेश आएगा तो उससे रोजगार सृजन होगा।
हुड्डा ने बताया कि उनके कार्यकाल में निवेश को बढ़ावा देने के लिए 4 आईएमटी की स्थापना की गई थी। लेकिन इस सरकार में वे खाली पड़ी हुई हैं। उनको विकसित करने के लिए सरकार की तरफ से कोई नीति नहीं बनाई गई। बड़े दुर्भाग्य की बात है कि ऐसा करने की बजाए सरकार जनता को कभी 75% आरक्षण तो कभी फर्जी आंकड़ों का हवाला देकर गुमराह करती रहती है। जबकि, सच यह है कि इस सरकार ने हरियाणा रिहायशी प्रमाण पत्र के लिए 15 साल की शर्त को घटाकर 5 साल करके हरियाणा के मूल निवासियों के अधिकारों पर सबसे बड़ा कुठाराघात किया है।
