हुड्डा ने हरियाणा शहरी विकास प्राधिकरण(एचएसवीपी) द्वारा ड्रॉ बंद कर नीलामी से
प्लॉट्स देने के फैसले का विरोध किया है। उनका कहना है कि इससे सेक्टर्स में घर
बनाना आम आदमी के लिए सपना ही रह जाएगा। क्योंकि ड्रॉ के मुकाबले नीलामी में लोगों
को 5 से 10 गुना महंगी कीमत पर प्लॉट
मिलेंगे। इतनी कीमत दे पाना गरीब व मध्यम वर्ग के बूते से बाहर होगा। जबकि इससे
पहले ड्रॉ के ज़रिए रिजर्व प्राइस पर आम गरीब और मध्यम वर्ग आसानी से अपने घर का
सपना पूरा कर पाता था।
हुड्डा ने रेजिडेंशियल प्लॉट की ई-ऑक्शन पॉलिसी को आम जनता के हितों पर सीधा कुठाराघात करार दिया है... उनका कहना है कि यह नीति अवैध कॉलोनियों को बढ़ावा देने, प्रॉपर्टी डीलरों और प्राइवेट कॉलोनाइजरों को फायदा पहुंचाने के लिए बनाई गई है। जबकि हुडा का मकसद गरीब व मध्यम वर्गीय परिवारों को सुविधा सम्पन्न व योजनाबद्ध तरीके से बनाए गए सेक्टर्स में वाजिब क़ीमत पर आवास मुहैया करवाना था।
हरियाणा शहरी विकास प्राधिकरण का प्रदेश के शहरी विकास में महत्वपूर्ण योगदान रहा है... कांग्रेस कार्यकाल के दौरान कल्याणकारी नीतियों को अमलीजामा पहनाने के बावजूद यह प्राधिकरण मुनाफे में था। लेकिन बीजेपी व बीजेपी-जेजेपी सरकार की ग़लत नीतियों ने इसे गर्त में पहुंचा दिया और इसे घाटे में बताकर एचएसवीपी के प्लॉट धारकों को इन्हांसमेंट के नाम पर तंग किया जा रहा है। अब नीलामी प्रक्रिया को अपनाकर लोककल्याणकारी योजना को दुकानदारी के रूप में बदला जा रहा है।

Minister and Leader of Opposition Bhupinder Singh Hooda has opposed the
decision of Haryana Shehri Vikas Pradhikaran (HSVP) to stop the draw of lots
and allot the plots through auction. He said building a home in sectors will
remain a dream for the common man as residential plots will now cost 5 to 10
times in the auction, as compared to the
draw. It is beyond the power of the poor and middle class to pay such a price.
Hooda said the e-auction policy of residential plots is a direct attack on the interest of the general public. “This policy has been made to promote illegal colonies, benefit property dealers and private colonizers. The objective of HUDA (now HSVP) was to provide housing to poor and middle class families with all urban amenities in well-planned sectors,” he said.
“Haryana Urban
Development Authority has made significant contribution in the urban
development of the state. This authority was in profit, despite implementing
welfare policies during the Congress tenure. The policies of BJP and BJP-JJP
government brought the organisation to ground.
Plot holders of HSVP were harassed in the name of enhancement by stating
that the organisation has been in a loss. It is now adopting the auction process
and the public welfare scheme is being converted into a shop,” he said.
The former Chief
Minister said the policy of reservation was implemented by HUDA in allotment of
residential plots to various classes, especially low-income group including SC
and BC category as well as ex-servicemen, government employees, lawyers. “The
plots were given to the reserved category at a low price, but all types of
reservations have been abolished in the current government's e-auction policy.
This has exposed the anti-reservation mindset of the government once again. Not
only this, the e-auction system has also been made so complicated that the
common man is not able to participate in it,” he said.
Hooda said that
before hitting the middle class, the BJP government has also taken a similar
decision against the poor class. “During the Congress government, families from
economically weaker sections were given 100 square yards plots and Rs 92,000 to
build houses. “After coming to power, BJP stopped this welfare scheme of the poor.
After attacking the rights of the poor, the government has now attacked the
interests of the middle class,” he said.
“We demand that the
government must stop such anti-people decisions and the schemes of providing
housing facilities to the poor and middle class should be taken forward so that
every section of the society can build a home for their family,” he added.
उन्होंने कहा कि पहले हुडा (एचएसवीपी) द्वारा विभिन्न वर्गों
खासकर निम्न आय वर्ग जिनमें एससी एवं बीसी वर्ग के साथ पूर्व सैनिक, सरकारी कर्मचारियों, वकीलों इत्यादि के लिये
रेजिडेंशियल प्लॉट के आवंटन में रिजर्वेशन की पॉलिसी लागू की गयी थी... आरक्षित वर्ग
को कम कीमत में प्लॉट किए जाते थे। लेकिन मौजूदा सरकार की ई-ऑक्शन पॉलिसी में सभी
प्रकार के रिजर्वेशन को खत्म कर दिया गया है। इससे सरकार की आरक्षण विरोधी
मानसिकता एकबार फिर उजागर हुई है। इतना ही नहीं ई-ऑक्शन प्रणाली को भी इतना जटिल
बना दिया गया है कि सामान्य व्यक्ति इसमें हिस्सा ही नहीं ले पाएगा।
भूपेंद्र सिंह हुड्डा ने कहा कि मध्यमवर्ग पर चोट मारने से पहले बीजेपी सरकार गरीब वर्ग के विरुद्ध भी ऐसा ही फैसला ले चुकी है... कांग्रेस सरकार के दौरान गरीब वर्ग के लोगों को 100-100 गज के मुफ़्त प्लॉट और मकान बनाने के लिए 92-92 हजार रुपए दिए जाते थे। लेकिन सत्ता में आते ही बीजेपी ने गरीबों की इस कल्याणकारी योजना को बंद कर दिया। गरीबों के हकों पर हमला करने के बाद सरकार ने अब मध्यम वर्ग के हितों पर सीधा प्रहार किया है। सरकार से मांग है कि ऐसे जनविरोधी फैसलों पर रोक लगाए जाए और गरीब व मध्यम वर्ग को आवासीय सुविधाएं देने की योजनाओं को आगे बढ़ाए।
