10 अक्टूबर को करनाल से ‘विपक्ष आपके समक्ष’ कार्यक्रम का आगाज किया गया था। इसमें पहुंचे किसान, मजदूर, आढ़ती, कर्मचारी, कच्चे कर्मचारी, ट्रांसपोर्टर्स व अलग-अलग तबके के लोगों ने विपक्ष के सामने अपनी समस्याएं रखीं। कार्यक्रम से ये बात स्पष्ट तौर पर उभरी कि लोग महंगाई, बेरोज़गारी, भ्रष्टाचार, अपराध, बिजली-पानी की किल्लत, धान व बाजरा की खरीद नहीं होने और सत्तारूढ़ दलों के नेताओं की वादाखिलाफी से बहुत परेशान व निराश हैं। खुद मुख्यमंत्री के क्षेत्र में बदहाली का आलम यह है कि वहां अनुमान से कई गुना ज्यादा लोग अपनी समस्याएं लेकर कार्यक्रम में पहुंचे।
इसके बाद पत्रकारों से बातचीत में हुड्डा ने आंकड़ों व तथ्यों के साथ प्रदेश सरकार को आईना दिखाया। उन्होंने कहा कि इस सरकार के 7 साल का कार्यकाल विफलताओं से भरा पड़ा है। जो हरियाणा 2014 से पहले प्रति व्यक्ति आय, प्रति व्यक्ति निवेश, रोजगार सृजन, खुशहाली, खेलकूद और विकास के हर पैमाने पर देश में नंबर वन था, उसे बीजेपी व गठबंधन सरकार ने बेरोजगारी, अपराध, दंगा-फसाद, भ्रष्टाचार, नशे और बदहाली में टॉप राज्य में पहुंचा दिया है।
Addressing a
press conference in Chandigarh today on the completion of seven years of BJP
and BJP-JJP coalition government, Hooda said the alliance partners have not
fulfilled even a single promise during their term in office. He also announced
the next date of the opposition program started from Karnal. He informed that
the next event will be held on November 14 in Jind, which was launched from
Karnal on October 10. Farmers, workers, traders, employees, temporary workers,
transporters and people from different walks of life put their problems before
Opposition leaders.
“It became
clear from the program, that people are very upset and frustrated with
inflation, unemployment, corruption, crime, shortage of electricity and water,
non-purchase of paddy and millets and breach of promises by the leaders of the
ruling parties. It is due to this sentiment in the constituency of the Chief
Minister that the turnout was many times higher than expected as people wanted
to share their problems,” he said.
Hooda, who
launched an attack on the government with data and facts, said the seven-year
tenure of this government of years has been full of failures. “Haryana was
number one in the country in terms of per capita income, per capita investment,
employment generation, prosperity, sports and development before 2014 but the
state has now become number one in unemployment, crime and substance abuse,” he
said.
Referring to
the election manifestos of BJP and JJP, the Leader of Opposition said that both
the parties have forgotten their manifestos. “As per its promise, the coalition
government did not provide old age pension of Rs 5,100. There has been no extra
pay, no pay scale for employees similar to Punjab, no implementation of old
pension scheme, no free tubewell connection to farmers, no 24 hours
electricity, no unemployment allowance of Rs 9000 to unemployed youth, no
permanent jobs to guest teachers and temporary staff. Both the parties did not
fulfill a single promise of their election manifesto,” he said.
Hooda said
the state did not get any big projects, any big industry or institute during 7
years in this government. “No power plant was installed, no medical college and
university was built. Despite this, the government plunged the state into a
debt of around two and a half lakh crore. This government has cheated the
people and deceived the youth,” he said.
“In Haryana,
which has the highest unemployment rate in the country, government jobs are
being sold in the same way as goods are sold at a grocery store. Every day new
revelations of scams are being made in government recruitments. More than two
dozen papers were leaked and there have been cases where the OMR sheets were
left blank but the government does not want a high-level impartial inquiry into
any scam,” he said.
Hooda said
the government has also suppressed the reports of the scams which were
investigated for food supply. “In such a situation, the question arises that
who does the government want to protect? Why action has not been taken against
the culprits by conducting high level impartial investigation in all scams
including liquor, registry, paper leak, recruitment, paddy procurement,
mining,” he questioned.
The former
Chief Minister said the BJP and the coalition government have put the farmers
in a pitiable condition as fertilizers are being distributed in police stations
and police lines for the first time. “Farmers have been sitting on the streets
for 11 months for their legitimate demands but the government has neither been
given them MSP or give them fertilizers. The welfare schemes that were started
during the Congress government for every section including farmers, poor,
sportspersons, have been either been reduced to paper by the present government
or have been scrapped completely,” he stated.
“As soon as
the BJP came to power, the scheme of giving 100 square yards plots for poor
families started by the Congress tenure, was stopped. At the same time, a
government that talks about Antyodaya, reduced the rations received by the poor
during the Congress tenure. Edible Oil, salt, sugar and lentils they were
getting under the PDS, was stopped. Scholarships for children from poor
families were also discontinued. Not only this, there was also a scam in
scholarship,” he said.
The former
Chief Minister said there was no department of the government whose work can be
praised. “The report of the Niti Ayog itself states that Haryana’s ranking is
declining in every field including education, health, industry, infrastructure
construction, law and order, sanitation, clean water,” he said.
“The report
of NCRB from 2014 to 2020 shows that the law and order of the state is
continuously deteriorating. The data of 2020 shows that Haryana is among the
top 3 states in the country in serious cases like crime, rape, murder, kidnapping,
ethnic conflict against women,” he added.
“Similarly,
the report of the Niti Ayog states that the ranking of health services is also
much lower than that of the neighboring states. The NIRF and NAAC rankings of
the largest universities in the state have also declined steadily which is an
indicator of the level of education in the state,” he stated.
Hooda also
questioned the government on the issue of inflation and said the government has
been continuously increasing the rates of petrol and diesel, even during the
pandemic and recession the rate has increased by about Rs 25 within the last
year. “Rising fuel prices have a direct impact on the prices of other
commodities and inflation. Filling a domestic gas cylinder has become out of
reach of the poor man and cylinders given under the Ujjawala scheme are turning
into junk. Mustard oil, tomatoes, onions and other vegetables are disappearing
from the kitchen of the poor,” he said.
नेता प्रतिपक्ष ने बीजेपी और जेजेपी के चुनावी मेनिफेस्टो का जिक्र करते हुए बताया कि दोनों ही दलों ने अपने घोषणापत्र को भुला दिया है। गठबंधन सरकार द्वारा अपने वादे के मुताबिक ना ही 5100 रुपये बुढ़ापा पेंशन दी गई, ना किसानों को स्वामीनाथन रिपोर्ट के मुताबिक एमएसपी दी, ना एमएसपी का कानून बनाया, ना शराब के ठेकों को गांव से बाहर निकाला, ना प्रतियोगी परीक्षाओं में ग्रामीण बच्चों को 10 अंक अतिरिक्त दिए, ना पंजाब के समान कर्मचारियों को वेतनमान दिया, ना पुरानी पेंशन स्कीम लागू की, ना किसानों को मुफ्त ट्यूबवेल कनेक्शन दिए, ना 24 घंटे बिजली दी गई, ना बेरोजगार युवाओं को 9000 बेरोजगारी भत्ता दिया, ना अतिथि अध्यापकों और कच्चे कर्मचारियों को पक्का किया गया। दोनों दलों ने अपने चुनावी घोषणापत्र का एक भी वादा पूरा नहीं किया।
हुड्डा ने कहा कि 7 साल के दौरान इस सरकार में प्रदेश को कोई बड़ी परियोजना, कोई बड़ा उद्योग या संस्थान नहीं मिला। ना ही कोई पावर प्लांट लगाया गया, ना कोई मेडिकल कॉलेज और यूनिवर्सिटी बनाई गई। बावजूद इसके सरकार ने प्रदेश को करीब ढाई लाख करोड़ के कर्ज में डुबो दिया। इस सरकार ने कदम-कदम पर लोगों के साथ फरेब और युवाओं के साथ ठगी की है। देश में सबसे ज्यादा बेरोजगारी वाले हरियाणा में सरकारी नौकरियों को इस तरह से बेचा जा रहा है जैसे परचून की दुकान पर सामान बिकता है। हर रोज सरकारी भर्तियों में घोटाले के नए-नए खुलासे हो रहे हैं। दो दर्जन से ज्यादा पेपर लीक हुए, नौकरियों को बेचे जाने के तथ्य सामने आए और अब कई भर्तियों में ओएमआर शीट खाली छोड़कर धांधली करने का खुलासा हुआ है। लेकिन सरकार भर्तियों समेत किसी भी घोटाले की उच्च स्तरीय निष्पक्ष जांच नहीं करवाना चाहती।
भूपेंद्र सिंह हुड्डा ने कहा कि जिन घोटालों की खानापूर्ति के लिए जांच करवाई गई, उनकी रिपोर्ट को भी सरकार दबाकर बैठ गई है। ऐसे में सवाल खड़ा होता है कि आखिर सरकार किसको बचाना चाहते हैं? क्यों शराब, रजिस्ट्री, पेपर लीक, भर्ती, धान खरीद, खनन समेत तमाम घोटालों में उच्च स्तरीय निष्पक्ष जांच करवाकर दोषियों पर कार्रवाई नहीं की जाती?
हुड्डा ने कहा कि बीजेपी व गठबंधन सरकार ने किसानों को दयनीय स्थिति में पहुंचा दिया है। यह पहली बार हुआ है कि थानों और पुलिस लाइन में खाद बांटी जा रही है। अपनी जायज मांगों के लिए 11 महीने से किसान सड़कों पर बैठे हैं लेकिन सरकार ना उन्हें खाद दे पा रही है और ना ही एमएसपी। कांग्रेस सरकार के दौरान किसानों, गरीबों, खिलाड़ियों समेत हर वर्ग के लिए जो कल्याणकारी योजनाएं शुरू की गई थी, उनको मौजूदा सरकार ने या तो कागजों तक समेट दिया है या फिर पूरी तरह खत्म कर दिया है।
बीजेपी ने सत्ता में आते ही गरीब परिवारों के लिए कांग्रेस द्वारा शुरू की गई 100-100 गज के प्लॉट देने की स्कीम को बंद कर दिया। साथ ही अंत्योदय की बात करने वाली सरकार ने कांग्रेस कार्यकाल के दौरान गरीबों को मिलने वाले राशन में कटौती की। उनको मिलने वाला तेल, नमक, चीनी और दाल बंद कर दिया गया। गरीब परिवारों के बच्चों को मिलने वाली छात्रवृत्ति भी बंद कर दी गई। इतना ही नहीं छात्रवृत्ति में भी घोटाला किया गया।
पूर्व मुख्यमंत्री ने कहा कि सरकार का ऐसा कोई महकमा नहीं है जिसके काम की तारीफ की जाए। खुद नीति आयोग की रिपोर्ट बताती है कि शिक्षा, स्वास्थ्य, उद्योग, आधारभूत ढांचा निर्माण, कानून व्यवस्था, स्वच्छता, स्वच्छ पानी समेत हर क्षेत्र में हरियाणा की रैंकिंग गिरती जा रही है। 2014 के बाद से 2020 तक की एनसीआरबी की रिपोर्ट बताती है कि लगातार प्रदेश की कानून व्यवस्था बिगड़ती जा रही है। 2020 के आंकड़ों से पता चलता है कि हरियाणा महिलाओं के खिलाफ अपराध, रेप, हत्या, अपहरण, जातीय टकराव जैसे गंभीर मामलों में देश के टॉप 3 राज्यों में शुमार है।
इसी तरह नीति आयोग की रिपोर्ट बताती है कि स्वास्थ्य सेवाओं की रैंकिंग भी पड़ोसी राज्यों के मुकाबले बहुत कम है। प्रदेश की सबसे बड़ी यूनिवर्सिटीज की एनआईआरएफ और एनएएसी रैंकिंग में भी लगातार गिरावट दर्ज की गई है। इससे प्रदेश में शिक्षा के स्तर का अंदाजा लगाया जा सकता है।
हुड्डा ने इस दौरान महंगाई के मुद्दे को लेकर भी सरकार पर सवाल उठाए। उन्होंने कहा कि महामारी और मंदी के दौर में भी लगातार सरकार पेट्रोल-डीज़ल के रेट बढ़ाती जा रही है। एक साल के भीतर लगभग 25 रुपये रेट में बढोत्तरी हो चुकी है। तेल के दाम बढ़ने का सीधा असर अन्य वस्तुओं के दामों और महंगाई पर पड़ता है। घरेलू गैस सिलेंडर भरवाना गरीब आदमी की पहुंच से बाहर हो गया है। उज्जवला योजना के सिलेंडर कबाड़ में तब्दील हो रहे हैं। सरसों का तेल, टमाटर, प्याज व अन्य सब्जियां गरीब की रसोई से गायब हो रहे हैं।

1. Why is
there so much disrespect to farmers in this government? Why do they have to
repeatedly agitate for every big and small legitimate demand? Why is the
government repeatedly failing to give them MSP and fertilizers?
2. Why are there
scams in the name of recruitment with unemployed youth? Why is the government
running away from high-level investigations on scams like paper leaks, cash for
jobs and blank OMR sheets? Isn't it true that the government is giving
protection to scammers?
3. Why is
the government avoiding high level impartial investigation of all scams

BJP and JJP forgotten their election manifestos? Why no election promises were

new medical colleges, universities and national or international level
educational institutions were established in the state during seven years? Why
is Haryana's ranking in the field of health and education continuously
