मुख्यमंत्री ने सबसे पहले अम्बाला शहर स्थित शहीद स्मारक पर शहीदों
को श्रद्धांजलि दी। इसके बाद पुलिस लाइन ग्राउंड में राष्ट्रीय ध्वज फहराया और
परेड की सलामी ली। इस दौरान मुख्यमंत्री ने प्रदेशवासियों को बधाई देते हुए कहा कि
आज हम 73वां गणतंत्र दिवस मना रहे हैं। इस पावन पर्व पर आजादी के आंदोलन
में त्याग, तप और बलिदान देने वाले ज्ञात-अज्ञात शहीदों को नमन करते हैं। सन् 1950 में आज ही के दिन हमारा संविधान लागू हुआ और भारत को विश्व का सबसे
बड़ा लोकतांत्रिक देश बनने का गौरव हासिल हुआ। भारतीय संविधान हर भारतीय नागरिक की
आत्मा की आवाज है। आज हम आजादी का अमृत महोत्सव मना रहे हैं, इस दौरान हमने
उल्लेखनीय प्रगति की है।
मुख्यमंत्री ने कहा कि हरियाणा गीता की धरती ही नहीं बल्कि इस धरा
में राष्ट्र भक्ति और देश सेवा का भी जुनून है। राष्ट्रीय स्तर पर प्रदर्शित हुई
गणतंत्र दिवस की झांकी में हरियाणा के इस जुनून का प्रदर्शन दिखाई दिया है।
उन्होंने कहा कि अमर स्वतंत्रता सेनानी नेताजी सुभाष चंद्र बोस की जयंती को
पराक्रम दिवस के रूप में मनाने की पहल की है। इसके साथ ही सिखों के दशम पातशाही
श्री गुरु गोबिंद सिंह जी के साहबजादे जोरावर सिंह व फतेह सिंह के शहीदी दिवस 26 दिसंबर को वीर बाल दिवस के रूप में मनाने का भी ऐतिहासिक निर्णय
लिया है।
The Chief Minister was addressing the citizens
at the 73rd Republic Day celebrations held at Police Lines Ground in Ambala
today. Manohar Lal first paid homage to the martyrs at the War Memorial in
Ambala city. After this, he unfurled the National Flag at the Police Lines
Ground and took the salute of the parade.
While congratulating the people of the state, Manohar Lal said, “Today we are celebrating 73rd Republic Day. On this holy festival, we bow to the known and unknown martyrs who made the supreme sacrifices in the freedom movement.”
“On this day in the year 1950, our Constitution came into effect and India got the distinction of becoming the largest democratic country in the world. Indian Constitution is the voice of every Indian citizen. Today we are celebrating the Azadi ka Amrit Mahotsav, highlighting our remarkable progress,” added the Chief Minister.
Manohar Lal said that Haryana is not only the land of the holy Gita, but this land also has a special passion for patriotism and service to the country. The display of this passion of Haryana was today seen at the national level in the State’s tableau displayed at Rajpath during Republic Day celebrations today, he added.
He said that an initiative has been taken to celebrate the birth anniversary of immortal freedom fighter Netaji Subhas Chandra Bose as Parakram Diwas. Along with this, a historic decision has also been taken to celebrate the martyrdom day of the tenth Patshahi of Sikhs Shri Guru Gobind Singh Ji, the martyrdom day of Zorawar Singh and Fateh Singh falling on December 26, as Veer Bal Diwas.
स्वतंत्रता सेनानियों व शहीदों को दिया जा रहा मान-सम्मान
मुख्यमंत्री ने कहा कि हरियाणा सरकार स्वतंत्रता सेनानियों, शहीदों व उनके
आश्रितों को पूरा मान-सम्मान दे रही है। इसी उद्देश्य को ध्यान में हुए स्वतंत्रता
सेनानियों व उनकी विधवाओं को 25 हजार रुपये मासिक पेंशन देने के साथ-साथ शहीद सैनिकों, अर्ध सैनिकों के
परिवारों को दी जाने वाली एक्स-ग्रेसिया राशि 20 लाख से बढ़ाकर 50 लाख रुपये की गई है। सरकार ने शहीदों के 345 आश्रितों को सरकारी नौकरी प्रदान की है। उन्होंने कहा कि देश के
लिए कुर्बानी देने वाले हरियाणा के वीर सपूतों के परिवारों को अमृत महोत्सव में
सम्मानित किया जाएगा। इसमें 15 अगस्त 2023 तक जन-भागीदारी से 2 हजार कार्यक्रम
आयोजित किए जाएंगे।
The Chief Minister
said that the State Government is giving full respect to the freedom fighters,
martyrs and their dependents. Ensuring this, alongwith giving a monthly pension
of Rs. 25,000 to the freedom fighters and their widows, the ex-gratia amount
given to the families of martyr soldiers and para soldiers has been increased
from Rs 20 lakh to Rs 50 lakh. The government has provided government jobs to
345 dependents of martyrs. He said that the families of the brave sons of
Haryana who sacrificed for the country would be honoured in the Amrit Mahotsav.
In this, till August 15, 2023, around 2000 programmes are being organized with
public participation.
सबका साथ-सबका विकास सरकार का लक्ष्य
मुख्यमंत्री मनोहर लाल ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी
ने गणतंत्र की भावना के अनुरूप सबका साथ-सबका विकास-सबका विश्वास और सबका प्रयास
का मूल मंत्र दिया है। हरियाणा सरकार इसी मूल मंत्र पर चलते हुए प्रत्येक देशवासी
की सेवा कर रही है। हरियाणा एक-हरियाणवी एक के भाव से हर क्षेत्र और वर्ग का समान
विकास किया जा रहा है। उन्होंने कहा कि हर जिले को राष्ट्रीय राजमार्ग से जोड़ने
के लिए 17 नए राष्ट्रीय राजमार्ग बनाए जा रहे हैं। इसके साथ ही शिक्षा को
बढ़ावा देने के लिए हर 20 किलोमीटर के दायरे में एक कॉलेज खोला गया है। लघु व मध्यम उद्योगों
के लिए खंड स्तर पर कलस्टर स्थापित किए जा रहे हैं।
Manohar Lal said that the
Prime Minister, Sh. Narendra Modi has given the basic mantra of Sabka Saath,
Sabka Vikas, Sabka Vishwas and Sabka Prayas as per the spirit of the Republic.
Haryana government is serving every countryman following this basic mantra.
Equitable development of every region and class is being done with the spirit
of Haryana Ek-Haryanvi Ek, he added. He said that 17 new National Highways are
being built to connect every district with the National Highway. Besides this,
a college has been opened in every 20 km radius to promote education. Clusters
are being set up at the block level for small and medium scale industries.
असली गणतंत्र अंतिम का उदय
मुख्यमंत्री मनोहर लाल ने कहा कि असली गणतंत्र अंतिम व्यक्ति का
उदय है। गणतंत्र वो नहीं जिसमें लोगों को मांगना पड़े, बल्कि गणतंत्र वह
है, जिसमें बिना मांगे उनका हक मिले। इसी को चरित्रार्थ करने के लिए
परिवार पहचान पत्र योजना शुरू की गई है। इसमें 611 सरकारी सेवाएं
जोड़ी गई हैं, जिसके तहत पात्र व्यक्ति को घर बैठे सेवाओं का लाभ मिल सकेगा। इसके
साथ-साथ मुख्यमंत्री अंत्योदय परिवार उत्थान योजना भी चलाई जा रही है। इस वर्ष को
अंत्योदय उत्थान वर्ष के रूप में मनाने के साथ-साथ 1 लाख सबसे गरीब
परिवारों की पहचान करके उनकी वार्षिक आय 1.80 हजार रुपये किए
जाने का लक्ष्य है। उन्होंने कहा कि गरीब परिवारों को मुख्यमंत्री परिवार समृद्धि
योजना के तहत 6 हजार रुपये वार्षिक सहायता भी प्रदान की जा रही है।
The Chief Minister said
that uplifting the poorest of the poor in the spirit of Antyodaya makes the
R-Day more meaningful. A Republic is not one in which people have to demand but
is one in which they get their rights without demanding. Parivar Pehchan Patra
Scheme has been started to fulfill this classification. In this, 611 government
services have been added, under which the eligible person will be able to get
the benefit of services sitting at home. Along with this, Mukhyamantri
Antyodaya Parivar Utthan Yojana is also being implemented. Along with
celebrating this year as Antyodaya Utthan Varsh, the target is to identify 1
lakh poorest families and ensure an annual income of Rs 1.80 lakh for them.
Under the Mukhyamantri Parivar Samridhi Yojana, annual assistance of Rs. 6000
was also being provided to the poor families, added Manohar Lal.
कौशल रोजगार निगम का गठन
मुख्यमंत्री ने कहा कि ठेका प्रथा बंद करने के लिए हरियाणा कौशल रोजगार निगम बनाया गया है। इसके तहत अनुभवी युवाओं को प्राथमिकता दी जा रही है। भावी पीढ़ी को कौशल व संस्कारयुक्त शिक्षा प्रदान करने के लिए नई राष्ट्रीय शिक्षा नीति-𝟐𝟎𝟐𝟎 को लागू करने वाला हरियाणा पहला राज्य है। प्रदेश में 𝟏𝟑𝟖 नए मॉडल संस्कृति स्कूल खोले गए हैं तथा होनहार विद्यार्थियों को सरकारी खर्च पर कोचिंग देने के लिए सुपर-𝟏𝟎𝟎 कार्यक्रम लागू किया गया है। प्रदेश के युवाओं को आगे बढ़ाने के लिए निजी क्षेत्र में 𝟕𝟓 प्रतिशत आरक्षण की नीति को लागू किया गया है। हरियाणा उद्यम एवं रोजगार नीति के तहत 𝟓 लाख नई नौकरियों का सृजन करना, 𝟏 लाख करोड़ रुपये से अधिक का निवेश जुटाना और निर्यात दोगुना करना लक्ष्य है। सरकारी नौकरी में बार-बार आवेदन व फीस से छुटकारा दिलाने के लिए एकल पंजीकरण सुविधा तथा कॉमन पात्रता परीक्षा का प्रावधान किया गया है। विदेशों में युवाओं को शिक्षा व रोजगार दिलाने तथा निवेश आकर्षित करने के लिए विदेश सहयोग विभाग बनाया गया है। प्रदेश के युवाओं ने शिक्षा के साथ-साथ खेल में भी उपलब्धि हासिल की है। आज हरियाणा खेलों का हब है। खेल विभाग में प्रथम श्रेणी तक के 𝟓𝟓𝟎 सृजित करके अब तक 𝟏𝟐 खिलाड़ियों को उप निदेशक व 𝟑𝟔 खिलाड़ियों को कोच नियुक्त किया गया है। युवाओं को विश्वस्तरीय प्रशिक्षण देने के लिए प्रदेश में 𝟓 स्पोर्टस सेंटर आफ एक्सीलेंस खोले जा रहे हैं।

has been constituted to stop the old age outsourcing requirement system. Under
this, preference is being given to experienced youth. Haryana is the first
state to implement the new National Education Policy-2020 to provide skill and
cultured education to the future generation. 138 new Model Sanskriti
Schools have been opened in the state and the Super-100 programme has been
implemented to provide coaching to promising students at government expense.
To make the youth of the state employable, the policy of 75 percent reservation has been implemented in the private sector. Under the Haryana Enterprise and Employment Policy, the target is to create 5 lakh new jobs, mobilize investment of more than Rs 1 lakh crore and double the exports. Provision has been made for a single registration facility and common eligibility test to get rid of repeated applications and fees in government jobs. The Foreign Cooperation Department has been created to provide education and employment to youth abroad and to attract investment.
Apart from education, the youth of the state have also achieved achievements in sports. Today Haryana is the hub of sports. So far 12 players have been appointed as deputy directors and 36 players have been appointed coaches by creating 550 posts up to the first class in the sports department. To provide world-class training to the youth, 5 Sports Centers of Excellence are being opened in the state.
14 फसलें एमएसपी पर खरीदने वाला हरियाणा एकमात्र राज्य
मुख्यमंत्री ने कहा कि कृषि व्यवस्था में सुधार करने और किसानों की
आमदनी दोगुनी करने के लिए हरसंभव प्रयास किए जा रहे हैं। आज एमएसपी पर 14 फसलों की खरीद करने वाला हरियाणा देश का एकमात्र राज्य है। यहां
गन्ने का भाव भी देश में सर्वाधिक 362 रुपये दिया जा रहा
है। प्राकृतिक आपदा से फसलों के खराब होने पर मुआवजा दिया जा रहा है तथा मेरी फसल
मेरा ब्यौरा पोर्टल से फसलों की खरीद हो रही है। बागवानी फसलों के संरक्षित मूल्य
देने के लिए भावांतर भरपाई योजना तथा प्राकृतिक आपदा के नुकसान की भरपाई के लिए
मुख्यमंत्री बागवानी बीमा योजना शुरू की गई है। फल एवं सब्जियों की ग्रेडिंग, भंडारण, व मार्केटिंग के
लिए 639 एफपीओ से लगभग 85 हजार किसानों को जोड़ा गया है। किसान क्रेडिट कार्ड की तर्ज पर
पशुपालकों को पशुधन किसान क्रेडिट कार्ड बनाए जा रहे हैं। कम पानी की फसलों को
बढ़ावा देने के लिए मेरा पानी-मेरी विरासत योजना शुरू की गई है।

ग्राम दर्शन की तर्ज पर शुरू होगा शहर दर्शन पोर्टल
मुख्यमंत्री ने कहा कि ग्रामीण क्षेत्रों को डिजिटल बनाने के लिए
ग्राम दर्शन पोर्टल पर 6197 ग्राम पंचायतों का डिजिटल डाटा उपलब्ध करवाया गया है। इसी तर्ज पर
शहरों की समस्याओं का निदान करने के लिए शहर दर्शन पोर्टल की भी जल्द शुरूआत की जा
रही है। गांव को लालडोरा मुक्त करने व संपत्ति का मालिकाना हक देने के लिए
स्वामित्व योजना शुरू की गई है। ग्रामीण आंचल में हर घर नल से जल योजना के तहत
लगभग 90 प्रतिशत कार्य पूरा हो चुका है। गांव में शहरों के समान सुविधाएं
विकसित करने के लिए हरियाणा स्मार्ट ग्राम प्राधिकरण का गठन किया गया है। 10 हजार से अधिक आबादी वाले गांव में हरियाणा ग्राम उदय योजना
क्रियान्वित की गई है। म्हारा गांव-जगमग गांव योजना के तहत प्रदेश के लगभग 77 प्रतिशत यानि 5 हजार 487 गांवों में 24 घंटे बिजली दी जा रही है। आज से 85 और गांवों को इस
योजना में जोड़ दिया गया है।
The Chief Minister said
that in order to digitize rural areas, digital data of 6197 Gram Panchayats has
been made available on the Gram Darshan Portal. On the same lines, Shahar
Darshan Portal is also being started soon to solve the problems of cities.
SVAMITVA scheme has been started to make the villages Lal Dora free and give
ownership of the property. About 90 percent of the work has been completed
under the Har Ghar Nal Se Jal Yojana in rural areas. Haryana Smart Gram
Development Authority has been formed to develop facilities in the villages at
par with the cities. Haryana Gram Uday Yojana has been implemented in villages
having a population of more than 10,000. Under the Mhara Gaon-Jagmag Gaon
scheme, 24 hours electricity is being provided in about 77 percent of the
state's 5,487 villages. From today onwards 85 more villages have been added to
this scheme.
कोविड टीकाकरण की दोनों डोज लेने के लिए किया आह्वान
मुख्यमंत्री मनोहर लाल ने कहा कि हर घर दस्तक कार्यक्रम के तहत
कोविड-19 टीकाकरण किया जा रहा है। उन्होंने प्रदेश के सभी नागरिकों को
आह्वान किया कि वे कोरोना को खत्म करने के लिए कोविड टीकाकरण की दोनों डोज अवश्य
लगवाएं। इसके साथ-साथ जो भी नागरिक बुस्टर डोज के पात्र हैं वो भी अपना टीकाकरण
करवाएं।
Manohar Lal said that under the Har Ghar Dastak programme, COVID-19 vaccination is being administered. He called upon all the citizens of the state to get both doses of COVID-19 vaccination to stop virus spread. Besides this, the citizens who are eligible for booster dose should also get their vaccination done. On this occasion, the Chief Minister inspected the tableau displayed in the Republic Day parade and also honoured the officers and citizens who did excellent and commendable work in various fields. Various cultural performances were also given by school and college students in the programme.
इस मौके पर मुख्यमंत्री ने गणतंत्र दिवस की परेड में शामिल झांकियों का अवलोकन किया और विभिन्न क्षेत्रों में उत्कृष्ठ एवं सराहनीय कार्य करने वाले अधिकारियों व नागरिकों को सम्मानित किया। कार्यक्रम में स्कूल व कॉलेज विद्यार्थियों ने अलग-अलग सांस्कृतिक प्रस्तुतियां भी दी। इस दौरान अम्बाला के विधायक असीम गोयल, मेयर श्रीमति शक्ति रानी शर्मा, एडीजीपी सीआईडी आलोक मित्तल, मंडलायुक्त श्रीमति रेणु एस फुलिया, जिला उपायुक्त विक्रम सिंह, पुलिस अधीक्षक जसनदीप सिंह रंधावा मौजूद रहे।
