हरियाणा में बीजेपी और बीजेपी-जेजेपी सरकार के दौरान सिर्फ कर्ज और करप्शन में इजाफा हुआ है। इस सरकार के दौरान 7 साल में कोई भी जन-हितैषी फैसला नहीं लिया गया। यह कहना है पूर्व मुख्यमंत्री और नेता प्रतिपक्ष भूपेंद्र सिंह हुड्डा का। हुड्डा आज करनाल में कई सामाजिक कार्यों में शिरकत करने पहुंचे थे।

भूपेंद्र सिंह हुड्डा करनाल में जारी आंगनवाड़ी वर्कर्स और हेल्पर्स के प्रदर्शन में अपना समर्थन देने पहुंचे, जहाँ आंगनवाड़ी वर्कर्स ने उन्हें अपनी मांगों का ज्ञापन सौंपा। यहां उन्होंने एक बार फिर आंगनवाड़ी वर्कर्स की मांगों के पूर्ण समर्थन का ऐलान किया। उन्होंने इस बारे में मुख्यमंत्री को पत्र लिखकर सभी मांगों पर सहानुभूतिपूर्वक विचार करने की अपील की है। हुड्डा का कहना है कि अगर सरकार ने इस पर सकारात्मक ढंग से विचार करे नहीं तो आने वाले विधानसभा सत्र में आंगनवाड़ी वर्कर्स की मांगों को पुरजोर तरीके से उठाया जाएगा। उन्होंने कहा कि आंगनवाड़ी वर्कर्स जिन मांगों को लेकर आज आन्दोलन कर रहे हैं उनको पूरा करने का वायदा खुद मौजूदा भाजपा सरकार ने किया था और इनपर सहमति बनी थी। उन्होंने आंगनवाड़ी वर्कर्स को आश्वासन दिया कि अगर मौजूदा सरकार अपने वादे से मुकरती है तो उनकी सरकार बनने पर सभी मांगों को पूरा किया जाएगा।

Hooda reached Karnal to extend his support to the ongoing Anganwadi Workers and Helpers demonstration where Anganwadi workers submitted a memorandum of their demands. He once again declared full support for the demands of the Anganwadi workers and said he had written a letter to the Chief Minister and appealed to consider all the demands sympathetically.

The former Chief Minister said that if the government does not considers these demands positively, the demands of the Anganwadi workers will be vigorously raised in the coming assembly session. “The present BJP government itself had promised to fulfill the demands for which the Anganwadi workers are agitating today . If the present government reneged on its promise, then all your demands would be fulfilled when our government was formed,” he said.

Addressing a press conference later, Hooda raised the issue of mounting debt on the state. “From the formation of Haryana in 1966 till the BJP government came to power in 2014, the state had a debt of about 70,000 crores. During this period, many projects of national and international level including electricity, water, roads, schools, health services to IIT, IIM campus, medical college, universities, power plants, trains, metros were established in the state which made one of the most prosperous states in the country,” he said.

“During the BJP government in 7 years from 2014 till now, the debt on the state has increased three and a half times to Rs 2.5 lakh crores. All this happened while no major project was established in the state during this period. The question is, where were these thousands of crores spent,” he questioned.

Hooda talked about how the government had pushed the state into a free fall. “Haryana became number one in per capita income, investment, job creation and prosperity during the Congress government, today ranks first in scams, scams, debt, crime and unemployment. Today every section is troubled by the attitude and policies of the government,” he said. 

“The condition of the farmer is that neither he could get MSP nor any compensation in case of crop failure. The same is the condition of the wage laborers who make their living through wages under MNREGA. They are neither getting work nor honorarium. The condition of the trader has become such that he is finding it difficult to protect capital, far from making profits,” he said.

Hooda said the development claimed by the government is not visible anywhere on the land. “The condition for roads, parks and sanitation in Karnal, the home district of the Chief Minister himself, remains pathetic. When BJP came to power, it had first promised to make Kalpana Chawla Medical College a university, but this work has not been completed till date,” he pointed out.

Commenting on the question of non-conduct of Panchayat elections, Hooda said that if this government has its way, it wouldn’t even conduct assembly elections. Because this alliance has lost public support and is afraid to go to the polls. Questioning the family identity card, Hooda said this was being used to cut many welfare schemes including old age pension.

Regarding the registry scam, he said there would be fake registry and fake works in the fake government. “Employees are being made scapegoats in the registry scam and to save big fish,” he said.

Giving an account of some of the works done during his tenure, the former Chief Minister said listed the National Institute of Fashion Design in Panchkula, National Institute of Design in Kurukshetra, Kalpana Medical College in Karnal, Rajiv Gandhi Education City in Sonepat, Khanpur Initiatives were taken to set up Women's Medical College and University, Engineering College at Sonepat, Law University, Medical College at Faridabad, YMC University at Palwal, Medical College at Mewat and Defense University in Gurugram as achievements during his tenure.

“We also built Central University and Medical College at Mahendragarh, Indira Gandhi University in Rewari, Sainik School was opened, AIIMS was set up in Jhajjar, Cancer Institute was established, IIM in was founded in Rohtak, Bansilal University in Bhiwani, Medical College approved, Ch. in Jind. Animal University in the name of Lala Lajpat at Ranbir Singh University, Hisar. We made a four-room university at Sirsa into a national level institution, in Yamunanagar. We established power plants in Yamunanagar, Yamunanagar, Jhajjar and Hisar, connected 4 cities of Haryana with metro, road And laid a network of rail lines, which are an example even today,” he stated.

सोनीपत के जिला एसपी राहुल शर्मा ने बताया कि पंजाब पुलिस और कुछ इंटेलिजेंस एजेंसी के माध्यम से सूचना प्राप्त हुई थी की सोनीपत के रहने वाले कुछ युवक है. जिनका सोनीपत में भी अपराधिक रिकॉर्ड दर्ज है. जिनका कनाडा और ऑस्ट्रेलिया में खालिस्तान टाइगर फोर्स और इंटरनेशनल सिख यूथ फेडरेशन जुड़े हुए आंतकवादी अपराधी है..

इसके बाद उन्होंने पत्रकार वार्ता को भी संबोधित किया। पत्रकारों से बातचीत करते हुए उन्होंने कहा कि 1966 में हरियाणा बनने से लेकर 2014 में बीजेपी सरकार आने तक प्रदेश पर करीब 70,000 करोड़ का कर्ज था। इस दौरान प्रदेश में बिजली, पानी, सड़क, स्कूल, स्वास्थ्य सेवाओं से लेकर आईआईटी, आईआईएम कैंपस, मेडिकल कॉलेज, यूनिवर्सिटीज, पावर प्लांट, ट्रेन, मेट्रो समेत राष्ट्रीय व अंतर्राष्ट्रीय स्तर की कई परियोजनाएं स्थापित हुई। जिसकी बदौलत हरियाणा एक संपन्न राज्य बना। लेकिन 2014 से अब तक 7 साल में बीजेपी सरकार के दौरान प्रदेश पर कर्ज साढ़े तीन गुना बढ़कर ढाई लाख करोड़ हो गया। जबकि इस दौरान प्रदेश में कोई भी बड़ी परियोजना स्थापित नहीं हुई। सवाल है कि यह हजारों करोड़ रुपया कहां खर्च हुआ?

कांग्रेस सरकार के दौरान प्रति व्यक्ति आय, निवेश, रोजगार सृजन और खुशहाली में नंबर वन बना हरियाणा आज घपले, घोटालों, कर्ज़, अपराध और बेरोजगारी में पहले पायदान पर है। सरकार के रवैये और नीतियों से आज हर वर्ग परेशान है। किसान की हालत यह है कि ना उसे एमएसपी मिल पाती और ना ही फसल खराब होने पर कोई मुआवजा। मनरेगा के तहत मजदूरी के जरिए गुजर-बसर करने वाले मजदूरों का भी यही हाल है। ना उन्हें काम मिल पा रहा है और ना ही मानदेय। व्यापारी की हालत ऐसी हो गई है कि उसे मुनाफा तो दूर, पूंजी बचाना भी मुश्किल हो रहा है।

भूपेंद्र सिंह हुड्डा ने कहा कि सरकार द्वारा जिस विकास का दावा किया जाता है वह जमीन पर कहीं नजर नहीं आ रहा। खुद मुख्यमंत्री के गृह जिले करनाल में सड़कों, पार्क और साफ सफाई की व्यवस्था दयनीय बनी हुई है। जब बीजेपी सत्ता में आई थी तो उसने सबसे पहले कल्पना चावला मेडिकल कॉलेज को यूनिवर्सिटी बनाने का वादा किया था लेकिन यह कार्य आज तक पूरा नहीं हुआ।

पंचायत चुनाव ना करवाए जाने के सवाल पर टिप्पणी करते हुए हुड्डा ने कहा कि इस सरकार का बस चले तो यह विधानसभा चुनाव भी ना करवाए। क्योंकि यह गठबंधन जनसमर्थन खो चुका है और चुनाव में जाने से डरता है। परिवार पहचान पत्र पर सवाल उठाते हुए हुड्डा ने कहा कि इसके जरिए बुढ़ापा पेंशन समेत कई कल्याणकारी योजनाओं में कटौती की जा रही है। रजिस्ट्री घोटाले के बारे में उन्होंने कहा कि फर्जी सरकार में फर्जी रजिस्ट्री और फर्जी काम ही होंगे। रजिस्ट्री घोटाले में दिखावे और बड़ी मछलियों को बचाने के लिए कर्मचारियों को बलि का बकरा बनाया जा रहा है।

पूर्व मुख्यमंत्री ने उनके कार्यकाल में हुए कुछ कार्यों का लेखा-जोखा देते हुए बताया कि उनके कार्यकाल के दौरान पंचकूला में नेशनल इंस्टिट्यूट आफ फैशन डिजाईन, कुरुक्षेत्र में नेशनल इंस्टिट्यूट ऑफ डिजाइन, करनाल में कल्पना मेडिकल कॉलेज, सोनीपत में राजीव गांधी एजुकेशन सिटी, खानपुर में महिला मेडिकल कॉलेज और यूनिवर्सिटी, सोनीपत में इंजिनियरिंग कॉलेज, लॉ यूनिवर्सिटी, फरीदाबाद में मेडिकल कॉलेज, पलवल में YMC यूनिवर्सिटी, मेवात में मेडिकल कॉलेज और गुरुग्राम में भी डिफेंस यूनिवसर्टी बनाने की पहल की। साथ में महेंद्रगढ़ में सेंट्रल यूनिवर्सिटी और मेडिकल कॉलेज भी बनाया, रेवाडी में इंदिरा गांधी यूनिवर्सिटी, सैनिक स्कूल खोला, झज्जर में AIIMS, कैंसर इंस्टिट्यूट, रोहतक में IIM, भिवानी में बंसीलाल यूनिवर्सटी, मेडिकल कॉलेज मंजूर कराया, जींद में चौ. रणबीर सिंह यूनिवर्सिटी, हिसार में लाला लाजपत के नाम से एनिमल यूनिवर्सिटी, सिरसा में चार कमरों की यूनिवर्सिटी को राष्ट्रीय स्तर का संस्थान बनाया, यमुनानगर, झज्जर और हिसार में पावर प्लांट स्थापित कराया, हरियाणा के 4 शहरों को मेट्रो से जोड़ा, सड़क और रेल लाइन का जाल बिछाया, जो आज भी एक मिसाल हैं। 

मुख्यमंत्री ने कहा कि बजट तैयार करने से पहले अलग-अलग सेक्टर के लोगों से बात की गई और उनके सुझाव आमंत्रित किए गए. कुछ प्रमुख विभागों से भी बजट पूर्व चर्चा की गई है. इस दौरान जो भी अच्छे सुझाव आएंगे, उन्हें बजट में शामिल किया जाएगा..
