चंडीगढ़।। कांग्रेस सरकार ने ही पिछड़े वर्ग को आरक्षण का पूर्ण
लाभ व उचित प्रतिनिधित्व दिया था और कांग्रेस ही पिछड़ा वर्ग के अधिकारों का
संरक्षण कर सकती है। ये कहना है पूर्व मुख्यमंत्री और नेता प्रतिपक्ष भूपेंद्र
सिंह हुड्डा का। हुड्डा आज जींद में आयोजित हरियाणा ओबीसी सम्मेलन में बतौर मुख्य
अतिथि शिरकत करने पहुंचे थे। इस मौके पर कांग्रेस पिछड़ा वर्ग सेल के राष्ट्रीय
अध्यक्ष कैप्टन अजय यादव को नयी जिम्मेदारी मिलने पर सम्मानित किया गया। कार्यक्रम
का आयोजन हरियाणा ओबीसी सेल के अध्यक्ष रमेश सैनी द्वारा किया गया था।
कार्यक्रम को संबोधित करते हुए भूपेंद्र सिंह हुड्डा ने कहा कि आजादी के आंदोलन में सभी धर्म और जातियों के लोगों ने अपनी जान की कुर्बानी दी। तब जाकर हमारे देश को आजादी मिली। लेकिन आज भी कुछ ताकतें लोगों को जाति व धर्म के नाम पर बांटकर देश की आजादी को खतरे में डालना चाहती हैं। उन्होंने कहा कि 36 बिरादरी को एकजुटता के साथ ऐसी विभाजनकारी ताकतों को जवाब देना चाहिए। 36 बिरादरी को एकजुट होकर तय करना चाहिए कि जिसका जो हक है, वह उसे जरूर मिले।
हुड्डा ने बताया कि उनके कार्यकाल के दौरान सरकार ने पिछड़ों, दलितों व वंचितों को उनके अधिकार देने के लिए तमाम कार्य किए। उनकी सरकार द्वारा ही पिछड़े वर्ग को मिलने वाले आरक्षण के अलावा ग्रुप ए और बी के पदों में आरक्षण को 10% से बढ़ाकर 15% करने का ऐतिहासिक फैसला भी लिया गया था। उसमें भी अति पिछड़ा वर्ग (ब्लाक-ए) को सुनिश्चित लाभ देने का भी विशेष प्रावधान किया गया था।
पिछड़ा वर्ग के बच्चों के लिए उनकी सरकार ने पहली क्लास से 12वीं तक स्कॉलरशिप की शुरुआत की। साथ ही आईटीआई, पॉलिटेक्निक और अन्य तकनीकी शिक्षण संस्थानों में दाखिले के लिए भी सहूलियत व वजीफे का प्रावधान किया। इसका मकसद था कि पिछड़े वर्ग के बच्चे अच्छी शिक्षा हासिल करके आगे बढ़ सकें।
इसी तरह कांग्रेस सरकार ने ही दलित और पिछड़े वर्ग के लाखों परिवारों को 100-100 गज के मुफ्त प्लॉट दिए। प्रदेश के इतिहास में पहली बार उनकी सरकार ने पिछड़ों व गरीबों के 450 करोड़ रुपए के कर्ज माफ किए। ना उससे पहले किसी सरकार ने ऐसा फैसला लिया और ना ही उसके बाद। उनकी सरकार के समय ही मिट्टी के बर्तन बनाने वाले अति पिछड़ा वर्ग के कुम्हार भाईयों के लिए 5 एकड़ पंचायती जमीन उपलब्ध करवाने का प्रावधान किया गया था।
हुड्डा ने बताया कि पिछड़ों को प्रतिनिधित्व देने के लिए ही उन्होंने केश कला बोर्ड और मिट्टी कला बोर्ड का गठन किया था। इसके अलावा अलग-अलग बोर्ड और कॉरपोरेशन में पिछड़े वर्ग का प्रतिनिधित्व सुनिश्चित किया। उस वक्त की नियुक्तियों में सामाजिक समावेश व हर वर्ग का प्रतिनिधित्व अपने आप में एक मिसाल है। यह रिकॉर्ड की बात है कि उन्हीं की सरकार में सबसे अधिक चेयरमैन पिछड़ा वर्ग से बने। इस दौरान रामनिवास घोड़ेला, भूपेंद्र गंगवा, तेलू राम जांगड़ा, योगेंद्र योगी, सुरेंद्र सेन, कमलेश पांचाल, बलराज भले, राजेंद्र पाल गडरिया, प्रताप मुदगिल, डीपी बॉस, छोटा सिंह चौहान, उषा शर्मा जांगिड़ जैसे अनेकों नाम हैं जिन्हें नियुक्तियां मिलीं। कांग्रेस कार्यकाल में नौकरियों से लेकर उच्च पदों पर नियुक्तियों में पिछड़ा वर्ग का विशेष ध्यान रखा गया।
सरकार में भी पिछड़ा वर्ग का विशेष प्रतिनिधित्व रहा। कैप्टन अजय सिंह यादव, राव दान सिंह, रामकिशन गुर्जर समेत तमाम कद्दावर नेता मंत्री व उच्च पदों पर विराजमान रहे। पिछड़े वर्ग के बड़े नेता डॉ रामप्रकाश जी को दो बार राज्यसभा में भेजने का कार्य भी कांग्रेस सरकार ने ही किया। आज केंद्र और राज्य दोनों जगह भाजपा की सरकार है। लेकिन, इस सरकार ने आजतक कोई भी फैसला पिछड़े वर्ग के हित में नहीं लिया, बल्कि इस सरकार ने लगातार नकारात्मक फैसले ही लिए हैं।
इसका उदाहरण देते हुए उन्होंने कहा कांग्रेस सरकार ने पिछड़े वर्ग के बच्चों के लिए जो वजीफा शुरू किया था, उसे मौजूदा सरकार ने बंद कर दिया। कांग्रेस सरकार ने पिछड़ों को आरक्षण का जो लाभ दिया, उसे इस सरकार ने क्रीमी लेयर और निजीकरण के जरिए खत्म करने का कार्य किया। गरीबों को 100-100 गज के मुफ्त प्लॉट देने की योजना को भी सरकार ने बंद कर दिया। दलितों व पिछड़ों के राशन कार्ड काटकर उन्हें सस्ते व मुफ्त अनाज की योजनाओं से वंचित कर दिया गया।
बीजेपी-जेजेपी सरकार द्वारा क्रीमी लेयर की लिमिट 6 लाख करने की वजह पिछड़ों को आरक्षण से वंचित करना ही है। सरकार के इस फैसले के बाद अब एक चपरासी का बेटा भी आरक्षण का लाभ प्राप्त नहीं कर सकेगा। साथ ही पिछड़ों के अधिकारों पर कुठाराघात करने के लिए ही सरकार ने हरियाणा डोमिसाइल के लिए 15 साल की रिहायशी शर्त को घटाकर 5 साल कर दिया। इसका सबसे ज्यादा नुकसान दलितों व पिछड़ों को होगा। कांग्रेस ने विधानसभा में सरकार के इन फैसलों का पुरजोर तरीके से विरोध किया था।
Former Chief Minister and Leader of Opposition Bhupinder Singh Hooda has said that the Congress government had given full benefit of reservation and proper representation to the backward classes, and only the Congress can protect the rights of the backward classes.
Hooda, who had arrived in
Jind today as the chief guest of the Haryana OBC convention organised by Ramesh
Saini, Chairman, Haryana OBC Cell. Captain Ajay Yadav, National President of
Congress Backward Classes Cell, was honoured for getting the new national
responsibility.
Addressing the program,
Bhupinder Singh Hooda said the sacrifice of all religions and castes in the
independence movement, enabling us all to breathe in a free country. “Even
today some forces want to jeopardize the freedom of the country by dividing
people on the basis of caste and religion. But 36 fraternity should respond to
the forces with solidarity. All of us should come together and ensure that
everyone gets their right,” he said.
Hooda told that during his
tenure, the government protected the rights of the backward and downtrodden.
“Apart from the reservation given to the backward classes by his government, a
historic decision was also taken to increase the reservation in Group A and B
posts from 10 to 15%. A special provision was also made to give assured
benefits to the most backward classes,” he said.
“For the children of
backward classes, our government started scholarship from class 1 to class 12.
Along with this, facility was also given for admission in ITI, Polytechnic and
other technical educational institutions. The purpose was to ensure that
children from the even the most backward sections of the society get an
opportunity to move ahead by getting good education,” he said.
“The Congress government
also gave lakhs of free plots of 100 yards to the SCs and Backwards. For the
first time in the history of the state, his government waived off loans worth
Rs 450 crore to the backward and poor. No government, before us or after us,
took such a decision. We also made a provision to provide 5 acres of Panchayati
land to the people belonging to the Most Backward Classes who make pottery,” he
added.
Hooda said his government
had formed Kesh Kala Board and Mitti Kala Board, to give representation to the
backwards, besides giving representation of backward classes in different
boards and corporations. “Social inclusion and representation of every class in
the appointments was one of the central guiding principles of our government
and is a matter of record that in his government, most of the chairman came
from backward classes,” he noted.
He recalled that many
leaders from the backward communities like Ramniwas Ghodela, Bhupendra Gangwa,
Telu Ram Jangra, Yogendra Yogi, Surendra Sen, Kamlesh Panchal, Balraj Bhale,
Rajendra Pal Gadaria, Pratap Mudgil, DP Boss, Chhota Singh Chauhan, Usha Sharma
Jangid were appointed in senior
positions.
He said backward classes also had special representation in the government and Captain Ajay Singh Yadav, Rao Dan Singh, Ramkishan Gurjar and other strong leaders held ministerial and high positions in the government. “The Congress also sent Dr Ramprakash ji, a big leader of backward classes, twice to the Rajya Sabha. But today, BJP has a government both at the center and in the state, but they have not yet taken any decision in the interest of backward classes. Rather, this government has continuously taken decisions which have hurt the backward classes,” he said.
“The scholarship scheme,
which was started by the Congress government for the children of backward
classes, was stopped by the present government. This government has cut the
benefit of reservation given by the Congress government, through creamy layer
and privatization. The government also stopped the scheme of giving 100-yard
free plots to the poor. They were deprived of the schemes of cheap and free
food grains, by cutting the ration cards of SCs and backwards,” he added.
“The decision of the
BJP-JJP government to raise the creamy layer limit to Rs 6 lakh is aimed at
depriving the backwards from reservation. After this decision of the
government, now even the son of a peon will not be able to get the benefit of
reservation. At the same time, in order to attack the rights of the backward,
the government reduced the minimum period needed for getting domicile benefits
from 15 years to 5 years. Dalits and backwards will suffer the most due to this
and the Congress had strongly opposed these decisions of the government in the
assembly,” he stated.
Hooda said that the present
government is continuously attacking the rights of the backward, while the
Congress is continuously fighting for their rights. “I am confident that the
voice of the backward sections of the society will be strengthened after a
strong leader like Captain Ajay Singh has been given the responsibility of
giving voice to the backward classes, at the national level. He will try his
best to get these sections their due,” he said.
हुड्डा ने कहा कि मौजूदा सरकार लगातार पिछड़ों के अधिकारों पर कुठाराघात कर रही है। जबकि कांग्रेस लगातार उनके अधिकारों के लिए संघर्ष कर रही है। उन्हें पूरा भरोसा है कि कैप्टन अजय सिंह जैसे मजबूत नेता को राष्ट्रीय स्तर पर बतौर पिछड़ा वर्ग अध्यक्ष जिम्मेदारी मिलने से समाज की आवाज मजबूत होगी। वो समाज को उसका हक दिलवाने के लिए पुरजोर प्रयास करेंगे।
