ऐसे शर्मनाक आंकड़ों के बाद भी प्रदेश सरकार कोई सबक लेने को तैयार नहीं है। पिछले दो साल के अंदर प्रदेश में न के बराबर ही सरकारी नौकरी दी गई हैं। नई नौकरी तो मिलना दूर जो भर्तियां चल रही हैं, उनका कभी पेपर लीक हो जाता है तो वह कभी कोर्ट में केस के कारण अटक जाती हैं और कितनी ही बार प्रदेश सरकार खुद ही भर्तियों को रद्द कर देती है।
कहा कि कच्चे कर्मियों को हरियाणा कौशल रोजगार निगम में लाया जा रहा है। वित्त विभाग ने इस निगम के अंतर्गत ऐसे नियम बनाए हैं, जो कर्मियों के हकों पर कुठाराघात करते हैं। नए नियमों के लागू होने के बाद कर्मियों के पक्के होने के सारे रास्ते बंद हो जाएंगे। वह नियमित होने के लिए कोर्ट का दरवाजा भी नहीं खटखटा सकेंगे।
समान काम समान वेतन का लाभ भी इन कर्मियों को नहीं मिल पाएगा। पद भी सरकारी विभागों के कर्मियों जैसे नहीं होंगे। कर्मचारियों को वेतन आयोग या अन्य लाभ भी नहीं मिल पाएगा। जिन पदों पर यह कर्मचारी काम करेंगे उन पक्के पदों को सरकारी विभाग में खत्म करने का प्रावधान भी है।

leader and former Union Minister Kumari Selja has strongly condemned the new
rules framed for the contractual employees of Haryana. She said that the
BJP-JJP government was hatching conspiracies day-by-day to break the hopes of
the youth and was taking away the youth from employment. The rules framed for
contractual employees were highly condemnable and it was an attack on the
interests of the employees. This anti-Haryana Tughlaqi decree should be
withdrawn immediately and the Haryana Skill Employment Corporation be
dissolved, said Kumari Selja.
Kumari Selja said
that according to the latest report of the Center for Monitoring of Indian
Economy (CMIE), the unemployment rate in Haryana had been the highest at 34.5
percent compared to other states.
Due to the wrong
policies of the BJP-JJP alliance government in terms of unemployment, the
educated and promising youth of Haryana were not getting employment. Haryana
had been achieving the number one position in unemployment in the country for
two consecutive years. Even after such shameful figures, the state government
was not ready to learn any lesson. Within the last two years, very few
government jobs had been given in the state. Far from getting a new job, the
recruitments which were under process were held up sometimes due to paper leaks,
sometimes they get stuck due to court case and many times the state government
itself cancelled the recruitment.
She said that contractual employees were being brought under the Haryana Skill Employment Corporation. The Finance Department had framed such rules under the corporation which will stifle the rights of the employees. After the implementation of the new rules, all avenues for the regularisation of employees will be closed. The employees will not even be able to approach the court to get regularised. Even these workers will not get the benefit of equal pay for equal work. The posts will also not be like those of government departments. Employees will also not get benefit of pay commission or other benefits. There is also a provision to abolish the fixed posts in the government department on which these employees will work.
Kumari Selja said that these new rules had been introduced by the government under conspiracy. The government had been continuously hatching anti-youth conspiracies for the last seven and a half years. This government had left no stone unturned to ruin the future of the youth. In the last seven and a half years, the government continuously hatched conspiracies against the youth, due to which the situation in Haryana was dire in terms of unemployment today. Now, this new draft of the government was not tolerable at any cost.
सैलजा ने कहा कि यह नए नियम साजिश के तहत सरकार द्वारा लाए गए हैं। सरकार गत साढ़े सात वर्षों से लगातार युवा विरोधी साजिशें रच रही है। युवाओं के भविष्य को बर्बाद करने में इस सरकार ने कोई कसर बाकी नहीं छोड़ी है। बीते साढ़े सात वर्षों में सरकार ने युवाओं के खिलाफ लगातार साजिशें रची, जिससे आज बेरोजगारी के मामले में हरियाणा के हालात भयावह हैं। सरकार का यह नया मसौदा किसी भी कीमत पर बर्दाश्त करने योग्य नहीं है।
