𝐃𝐮𝐫𝐢𝐧𝐠 𝐭𝐡𝐢𝐬, 𝐃𝐞𝐩𝐮𝐭𝐲 𝐂𝐡𝐢𝐞𝐟 𝐌𝐢𝐧𝐢𝐬𝐭𝐞𝐫, 𝐃𝐮𝐬𝐡𝐲𝐚𝐧𝐭 𝐂𝐡𝐚𝐮𝐭𝐚𝐥𝐚 𝐚𝐧𝐝 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞 𝐌𝐢𝐧𝐢𝐬𝐭𝐞𝐫, 𝐉𝐏 𝐃𝐚𝐥𝐚𝐥 𝐰𝐞𝐫𝐞 𝐚𝐥𝐬𝐨 𝐩𝐫𝐞𝐬𝐞𝐧𝐭.
मुख्यमंत्री ने कहा कि पिछले सालों में
मई महीने के दौरान बाढ़ नियंत्रण एवं सूखा राहत बोर्ड की बैठक होती थी। वर्तमान
सरकार ने इस बैठक को साल में जनवरी व मई महीने में दो बार करने का निर्णय लिया है, ताकि मई महीने के
दौरान किए गए कार्यों की वर्षा से पहले समीक्षा की जा सके। उन्होंने कहा कि खेतों
में खड़े पानी की निकासी व उसके दोबारा उपयोग के लिए 221 करोड़ रुपये की
योजनाएं तैयार की गई हैं।
मुख्यमंत्री ने कहा कि सरकार द्वारा पिछले
वर्ष क्रियान्वित योजनाओं का फायदा यमुना क्षेत्र में अब देखने को
मिला है। पहली बार बारिश के दिनों में यमुना के क्षेत्र में बाढ़ का पानी नहीं
भरा। उन्होंने कहा कि जल भराव से फसलों में नुकसान होने से भिवानी, रोहतक, झज्जर, हिसार व सोनीपत जैसे
जिलों में 650 करोड़ रुपये का मुआवजा दिया जाना है। इसे ध्यान में रखते हुए
अब जिन क्षेत्रों में हर वर्ष जल भराव की समस्या रहती है, उन क्षेत्रों के लिए
विशेष रूप से योजना बनाई जा रही हैं। इसके अलावा अम्बाला व बरवाला शहर को जलभराव
से मुक्त करने के लिए जन स्वास्थ्य विभाग की 45
करोड़ रुपये की दो परियोजनाओं को भी
स्वीकृति प्रदान की गई है।
1 लाख एकड़ भूमि से की जाएगी वाटर लॉगिंग की समस्या खत्म
मुख्यमंत्री मनोहर लाल ने कहा कि सरकार
ने इस वर्ष 1 लाख एकड़ भूमि से वाटर लॉगिंग की समस्या खत्म करने का लक्ष्य
निर्धारित किया है। इसके लिए प्रभावित किसानों को पोर्टल पर रजिस्ट्रेशन करना
होगा। किसानों को केवल 20 प्रतिशत खर्च की राशि देनी होगी,
शेष 80
प्रतिशत राशि सरकार द्वारा खर्च की
जाएगी। 1 लाख एकड़ भूमि से वाटर लॉगिंग खत्म होने के बाद भविष्य में
पूरे प्रदेश की जमीन को वाटर लॉगिंग से मुक्त किया जाएगा।
प्रदेशभर के तालाबों में करवाई जाएगी खुदाई
मुख्यमंत्री ने कहा कि तालाबों के
लगातार पानी से भरे रहने के कारण पानी की रिचार्जिंग कम हो जाती है। ऐसे में
तालाबों को साल में एक बार पूरी तरह खाली करवाना चाहिए और उसकी खुदाई भी करवानी
चाहिए। इसके लिए पंचायत विभाग द्वारा बड़ी योजना तैयार की जा रही है, जिसके तहत तालाबों को
एक बार खाली करने और उनकी मिट्टी निकालने का कार्य किया जाएगा। तालाब साफ होंगे तो
पानी की रिचार्जिंग भी होगी और वर्षा होने पर गांवों में जल भराव की समस्या भी
नहीं पैदा होगी।
पानी के पुनः उपयोग के लिए खर्च होंगे सबसे अधिक 144 करोड़
मुख्यमंत्री ने कहा कि 𝟓𝟑वीं बैठक में अलग-अलग श्रेणी के लिए करीब 𝟒𝟗𝟒 करोड़ रुपये मंजूर किए गए हैं। इसमें बारिश के पानी के पुनः उपयोग के लिए 𝟖𝟎 योजनाओं पर करीब 𝟏𝟒𝟒 करोड़ रुपये खर्च होंगे। इसके साथ-साथ आबादी प्रोटेक्शन श्रेणी की 𝟒𝟔 योजनाओं पर 𝟓𝟖.𝟗𝟐 करोड़, प्रोटेक्शन आफ एग्रीकल्चर लैंड श्रेणी में 𝟔𝟔 योजनाओं पर 𝟕𝟗.𝟐𝟏 करोड़, डीवाटरिंग मशिनरी श्रेणी में 𝟒𝟓 योजनाओं पर 𝟑𝟐.𝟑𝟔 करोड़ रुपये, रिक्लेमेशन आफ लैंड श्रेणी की 𝟐𝟎 योजनाओं पर 𝟑𝟐.𝟕𝟕 करोड़ रुपये की राशि मंजूर की गई है। इसी प्रकार अटल भूजल योजना के तहत 𝟐𝟔 योजनाओं पर 𝟕𝟕.𝟎𝟓 करोड़ तथा रिकंस्ट्रक्शन, रिनोवेशन आफ स्ट्रक्चर की 𝟑𝟕 योजनाओं पर 𝟔𝟗.𝟓𝟓 करोड़ रुपये खर्च होंगे।
राष्ट्रीय स्तर पर दिखेगी हरियाणा के खेलों की छाप
बैठक के बाद पत्रकारों के एक सवाल का
जवाब देते हुए मुख्यमंत्री मनोहर लाल ने कहा कि प्रदेश के लिए बड़ी प्रसन्नता की
बात है कि 5 वर्ष के बाद हरियाणा की झांकी 26
जनवरी को गणतंत्र दिवस समारोह में शामिल
होगी। सबसे विशेष बात ये है कि इस झांकी का थीम हरियाणा के खेलों पर आधारित है।
ओलंपिक व पैरालंपिक खेलों में हरियाणा के खिलाड़ियों का बेहतर प्रदर्शन रहा है। हरियाणा खेलों का हब है,
इस झांकी में यह छाप देखने को मिलेगी।
बजट से पहले सांसद और विधायकों से मांगे
जा रहे सुझाव
एक सवाल का जवाब देते हुए मुख्यमंत्री
ने कहा कि केंद्रीय बजट कुछ दिनों में पेश होने वाला है। केंद्रीय वित्तमंत्री
द्वारा बुलाई गई प्री-बजट बैठक में उन्होंने अपने कुछ सुझाव दिए थे। प्रदेश का
अधिकतर क्षेत्र एनसीआर में होने के कारण 5
हजार करोड़ रुपये उन्हें दिए जाने की
मांग की है। इसके साथ-साथ हरियाणा में बजट की तैयारी की जा रही है। इसके लिए
सांसदों व विधायकों से सुझाव मांगे जा रहे हैं। इन सुझावों को हरियाणा की प्री-बजट
बैठक में शामिल किया जाएगा।
The Chief Minister said that in the previous years, the meeting of the Flood Control and Drought Relief Board was held during the month of May. The present government has decided to hold this meeting twice in a year, in the month of January and May, so that the work done can be reviewed before the rains during the month of May. He said that schemes worth Rs 221 crore have been prepared for the drainage and reuse of stagnant water in the fields.
The Chief Minister said that the benefits of
the schemes implemented by the government last year have now been seen in the
Yamuna area. For the first time during the rainy days, the flood water did not
fill the area of Yamuna. He said that compensation of Rs 650 crore has to be
given in districts like Bhiwani, Rohtak, Jhajjar, Hisar and Sonipat for damage
to crops due to water logging. Keeping this in mind, now special plans are
being made for those areas where there is problem of water logging every year.
Apart from this, two projects of Rs 45 crore of Public Health Department have
also been approved to make Ambala and Barwala cities free from water logging.
Water logging will be eliminated from 1 lakh acres of land- Chief Minister
Manohar Lal said that this year the government
has set a target to eliminate the problem of water logging from 1 lakh acres of
land. For this, the affected farmers will have to register on the portal.
Farmers will have to pay only 20 percent of the expenditure; the remaining 80
percent will be spent by the government.
Ponds will be cleaned across
the state
The Chief Minister said that due to the
continuous filling of the ponds, the recharging of water gets reduced. In such
a situation, the ponds should be completely emptied once in a year and they
should also be cleaned. For this, a big plan is being prepared by the Panchayat
Department, under which the work of emptying and desilting the ponds will be
done. If the ponds are clean, then recharging of water will also take place and
there will be no problem of water logging in the villages when it rains.
The maximum expenditure for water reuse will be Rs 144 crore
The Chief Minister said that in the 53rd
meeting, about Rs 494 crore has been approved for different categories. In
this, about Rs 144 crore will be spent on 80 schemes for re-use of rain water.
Along with this, Rs 58.92 crore on 46 schemes of population protection
category, Rs 79.21 crore on 66 schemes in Protection of Agriculture Land
category, Rs 32.36 crore on 45 schemes in Dewatering Machinery category, Rs
32.77 crore on 20 schemes of Reclamation of Land category have been approved.
Similarly, under Atal Bhujal Yojana, Rs 77.05 crore will be spent on 26 schemes
and Rs 69.55 crore will be spent on 37 schemes of Reconstruction, Renovation of
Structure.
Haryana will leave its mark on
the national level in sports
Responding to a query from mediapersons after
the meeting, the Chief Minister said that it is a matter of great happiness for
the state that after 5 years, the tableau of Haryana will be a part of the
Republic Day celebrations to be held on January 26 this year. The most
important thing is that the theme of this tableau is based on the sports of
Haryana. The sportspersons of Haryana have performed well in the Olympic and
Paralympic Games. Haryana is the hub of sports, this will be displayed in this
tableau.
Suggestions being sought from
MPs and MLAs before the budget
Responding to a question, the Chief Minister
said that the Union Budget is going to be presented in a few days. Manohar Lal
had given some of his suggestions in the pre-budget meeting called by the Union
Finance Minister. Since most of the area of the state is in NCR, the state has
demanded for Rs 5,000 crore. Along with this, preparation of budget is being
done in Haryana. For this, suggestions are being sought from MPs and MLAs.
These suggestions will be included in the pre-budget meeting of Haryana.
Haryana Chief Secretary, Sanjeev Kaushal, Chief Principal Secretary to Chief Minister, DS Dhesi, Additional Chief Secretary to Government, Haryana, and Financial Commissioner, Revenue & Disaster Management and Consolidation Departments, PK Das, Additional Chief Secretary Finance and Planning Departments, TVSN Prasad, Principal Secretary, Public Health Engineering Department, Apoorva Kumar Singh, Principal Secretary to Chief Minister, V Umashankar, Additional Principal Secretary to Chief Minister, Dr. Amit Agrawal, Additional Chief Secretary, Irrigation and Water Resources Department, Devender Singh, Additional Chief Secretary, Development & Panchayats Department, Amit Jha, Divisional Commissioners and Deputy Commissioners of all the districts virtually joined the meeting.
