आम जनता को बहकाना,
बहलाना, बांटना और भटकाना ही
बीजेपी-जेजेपी सरकार की नीति है। इसलिए मौजूदा सरकार में विकास की बजाए सिर्फ कर्ज, करप्शन और क्राइम में
बढ़ोत्तरी हुई है। ये कहना है पूर्व मुख्यमंत्री और नेता प्रतिपक्ष भूपेंद्र सिंह
हुड्डा का। हुड्डा आज चंडीगढ़ आवास पर पत्रकार वार्ता को संबोधित कर रहे थे।
इस मौके पर उन्होंने मुख्य तौर पर हरियाणा डोमिसाइल नियमों में फेरबदल और विकास शुल्क में बेतहाशा बढ़ोतरी पर कड़ी आपत्ति जाहिर की। उन्होंने कहा कि डोमिसाइल के लिए 15 साल की शर्त को घटाकर 5 साल करना हरियाणा वासियों के अधिकारों पर कुठाराघात है। खासकर इससे एससी और ओबीसी वर्ग को भारी नुकसान होगा। इसकी वजह से आरक्षित वर्गों को रोजगार के लिए पहले के मुकाबले कहीं ज्यादा कड़े मुकाबले का सामना करना पड़ेगा। पहले से ही देश में बसे ज्यादा बेरोजगारी झेल रहे हरियाणावासी के लिए अब नौकरी पाना और मुश्किल हो जाएगा। बिजली महकमे की एसडीओ भर्ती में हरियाणावालों की अनदेखी करते हुए अन्य राज्य के लोगों को भर्ती किया गया था। इसी तरह भविष्य में तमाम नौकरियों में यही स्थिति पैदा हो जाएगी।
हुड्डा ने कहा कि 5 साल डोमिसाइल के जरिए यह सरकार हरियाणा की डेमोग्राफी बदलना चाहती है, जिससे मूल निवासियों के अधिकारों में कटौती की जा सके। सरकार कह रही है कि 15 साल की शर्त में ढील केवल प्राइवेट क्षेत्र में नौकरियों के लिए दी गई है। लेकिन वास्तव में ऐसा नहीं है। नए बने डोमिसाइल सर्टिफिकेट में ऐसा कोई प्रावधान नहीं है। उसका इस्तेमाल नौकरी से लेकर बुढ़ापा, विधवा, विकलांग, निराश्रित पेंशन, छात्रवृत्ति, राशन समेत तमाम कल्याणकारी योजनाओं के लिए किया जा सकता है। (पत्र सलंग्न) पूर्व मुख्यमंत्री ने कहा कि एक तरफ सरकार ‘हरियाणा एक-हरियाणवी एक’ का नारा देती है, दूसरी तरफ मूल हरियाणवी के अधिकारों पर डाका डालने की नीति बनाती है।
Addressing a press
conference at his Chandigarh residence today, Hooda said he expressed strong
objection to the changes in the Haryana Domicile Rules and the huge increase in
the development fee. He “Reducing the condition of 15 years for domicile to 5
years is an attack on the rights of the people of Haryana. This will especially
cause huge loss to SC and OBC category as the reserved categories will have to
face a much tougher competition for employment than before,” he said.
“It will become
more difficult for the people of Haryana to find jobs, who are already facing
highest unemployment in the country. Ignoring the people of Haryana, people
from other states were recruited in the SDO recruitment of the electricity
department. A similar situation will arise in all jobs in future,” he added.
Hooda said that
through 5 years domicile, this government wants to change the demography of
Haryana, so that the rights of the local people can be curtailed. The
government is saying that the relaxation in the condition of 15 years has been
given only for jobs in the private sector, but this is not the reality as there
is no such provision in the newly created Domicile Certificate.
“It can be used for
all welfare schemes including job to old age, widow, disabled, destitute
pension, scholarship, ration. (Letter attached). The former Chief Minister said
that on one hand the government gives the slogan of 'Haryana Ek-Haryanvi Ek',
on the other hand it makes a policy of robbing the rights of local Haryanvis,”
he added.
The former Chief
Minister said he was not opposed to people from other states coming to Haryana
for business or employment, but it becomes the responsibility of the state
government to ensure that the interests of the local people can be protected.
“All the states have made a 15-year rule for domicile to protect the rights of
the SCs and BCs class of their state,” he said.
Giving an example,
he said the condition of 75% reservation for the residents of Haryana was kept
in the industrial policy of HSIIDC, even during his government. “But at that
time there was a provision the condition of 15 years was put for Haryana domicile
so that local Haryanvis could benefit from it. The present government reduced
the 15-year rule to 5 years and because of this, the spirit of the law of the
so-called 75% reservation in private jobs in Haryana has been lost,” he said.
The Leader of
Opposition termed the exorbitant increase in the development fee as an attack
on the basic needs of the common man'. “This decision of the government would
make it difficult for the common man to build a home for his family,” he said.
During the Congress
government, the development fee in the municipality was only Rs 30 per square
yard, Rs 50 per square yard in the city council, Rs 100 per square yard in the
municipal corporation, Rs 150 per square yard in the Municipal Corporation of
Faridabad and Gurugram. The current government did not increase the development
fee by 1-2 percent but 10 times directly. Along with this, it has been
announced to impose 5% duty on the collector rate. Now Rs 2 lakh will be
charged for passing the map of 100 square meter plot only.
“The government is
making illegal recovery in the name of development fee from the people already
troubled by inflation, economic slowdown and illegal recoveries. The government
should immediately withdraw this decision” he said.
He also attached
the government’s policy of bidding for HUDA plots as only rich people will be
able to put higher rates in the bidding. “With this policy, the poor and middle
class will not be able to even dream of building a house in a good colony,
which will encourage illegal colonies,” he said.
Earlier, a meeting
of the Congress Legislature Party was held under the leadership of Bhupinder
Singh Hooda which discussed issues of public interest to be raised in the
upcoming assembly session detail. Hooda said Congress MLA will raise issues
like unemployment, damage to farmers due to rain, illegal mining, scams,
agitation of Anganwadi workers, pension deduction of elderly, education,
health, number, delay in Panchayati elections, among other issues.
“We have made the proposals and these issues will be vigorously raised in the House to force the government to respond. Legislature party meeting will be held once again on March 2 at 11 am in which would further discuss our strategy for the Budget session,” he said.
हुड्डा ने कहा कि वह अन्य राज्य से हरियाणा में आकर रोजगार या व्यवसाय करने के विरोधी नहीं हैं। लेकिन यह प्रदेश सरकार की जिम्मेदारी बनती है कि वो ऐसी नीतियां बनाए जिससे मूल निवासियों के हितों की रक्षा हो सके। सभी राज्यों ने अपने प्रदेश के एससी-बीसी वर्ग के अधिकारों का संरक्षण करने के लिए डोमिसाइल के लिए 15 साल का नियम बना रखा है। उन्होंने उदाहरण देते हुए कहा कि उनकी सरकार के दौरान भी HSIIDC की औद्योगिक नीति में हरियाणा वासियों को 75% आरक्षण की शर्त रखी गई थी। लेकिन उस वक्त हरियाणा डोमिसाइल के लिए 15 साल की शर्त पूरी करने का प्रावधान था। इसलिए उसका हरियाणवियों को लाभ हो सका। लेकिन मौजूदा सरकार ने 15 साल के नियम को घटाकर 5 साल कर दिया। इसकी वजह से हरियाणा में प्राइवेट नौकरियों में तथाकथित 75% आरक्षण के कानून की आत्मा ही निकल गई।
नेता प्रतिपक्ष ने विकास शुल्क में की गई बेतहाशा बढ़ोतरी को आम आदमी की रोटी, कपड़ा, मकान की आधारभूत जरुरत पर हमला करार दिया। उन्होंने कहा कि सरकार के इस फैसले से आम आदमी के लिए घर बना पाना मुश्किल हो जाएगा। इससे पहले कांग्रेस सरकार के दौरान नगर पालिका में विकास शुल्क सिर्फ 30 रुपये प्रति वर्ग गज, नगर परिषद में 50 रुपये प्रति वर्ग गज, नगर निगम में 100 रुपये प्रति वर्ग गज, फरीदाबाद और गुरुग्राम नगर निगम में 150 रुपये प्रति वर्ग गज विकास शुल्क था।
लेकिन मौजूदा सरकार ने विकास शुल्क में 1-2 प्रतिशत नहीं बल्कि सीधे 10 गुना बढ़ोतरी कर दी। साथ ही कलेक्टर रेट पर 5% शुल्क लगाने का ऐलान किया है। सिर्फ 100 वर्ग मीटर प्लॉट का नक्शा पास करवाने के लिए अब 2 लाख रुपये वसूले जाएंगे। पहले से महंगाई, आर्थिक मंदी और सरकारी वसूली से परेशान जनता से सरकार विकास शुल्क के नाम पर अवैध वसूली कर रही है। सरकार को फौरन यह फैसला वापिस लेना चाहिए। इसी तरह सरकार ने हुडा प्लॉट्स के लिए बोली लगाने की नीति बनाई है। बोली में सिर्फ अमीर लोग ही ऊंचे रेट भाव लगा पाएंगे। अब गरीब व मध्यम वर्ग अच्छी कॉलोनी में मकान बनाने का सपना नहीं देख पाएगा, जिससे अवैध कॉलोनियों को बढ़ावा मिलेगा।
इससे पहले भूपेंद्र सिंह हुड्डा के नेतृत्व में कांग्रेस विधायक दल की बैठक हुई। बैठक में आने वाले विधानसभा सत्र में उठाए जाने वाले जनहित के मुद्दों पर विस्तार से चर्चा हुई। हुड्डा ने बताया कि कांग्रेस विधायकों की तरफ से बेरोजगारी, बारिश से किसानों को हुए नुकसान, अवैध खनन, घोटाले, आंगनवाड़ी वर्कर्स के आंदोलन, बुजुर्गों की पेंशन कटौती, शिक्षा, स्वास्थ्य, नंबरदार, पंचायती चुनाव में देरी जैसे कई मुद्दों पर चर्चा के लिए प्रस्ताव दिए गए हैं। पुरजोर तरीके से इन मुद्दों को सदन में उठाया जाएगा ताकि सरकार को जवाब देने पर मजबूर किया जा सके। 2 मार्च को सुबह 11 बजे एकबार फिर विधायक दल की बैठक होगी। इसमें एकबार फिर बजट सत्र को लेकर चर्चा की जाएगी।
