चंडीगढ़।। हरियाणा के बिजली एवं जेल मंत्री चौधरी रणजीत सिंह ने कहा है कि हरियाणा सरकार अब जेलों में बंद कैदियों की मानसिकता में बदलाव लाने के लिए प्रयास कर रही है ताकि उन पर लोगों का भरोसा बढ़े। इसके लिए जेल सुधारों की दिशा में अनूठी पहल करते हुए प्रदेश में 11 स्थानों पर जेलों की जमीन पर पैट्रोल पम्प खोलने का प्रस्ताव है और इसकी शुरूआत 31 मई को कुरुक्षेत्र में जेल फिलिंग स्टेशन खोलकर की जा रही है। यह जानकारी चौधरी रणजीत सिंह ने आज यहां अपने कार्यालय में पत्रकारों को सम्बोधित करते हुए दी।
एक प्रश्न के उत्तर में चौधरी रणजीत सिंह ने कहा कि इन जेल फिलिंग स्टेशनों के लिए पहले जेलर द्वारा कैदियों के प्रशिक्षण की व्यवस्था की जाएगी और इसके साथ उनके कार्य व्यवहार के आधार पर डयूटी रोटेट की जाएगी। उन्होंने बताया कि कुरुक्षेत्र में जेल फिलिंग स्टेशन के कार्य प्रदर्शन के बाद 10 अन्य स्थानों पर जेल फिलिंग स्टेशन खोले जाएंगे जिनमें अम्बाला, यमुनानगर, करनाल, झज्जर, फरीदाबाद, गुरुग्राम, भिवानी, जींद तथा हिसार में दो स्थान शामिल हैं।
चौधरी रणजीत सिंह ने कहा कि योजना का उद्देश्य कैदियों को भी आम समाज का हिस्सा बनाना है। उन्होंने कहा कि जब लोग इन फिलिंग स्टेशनों पर तेल भरवाने आएंगे तो देखेंगे कि कैदी भी आम जनमानस की तरह कार्य कर सकते हैं। उन्होंने कहा कि अन्य कैदियों को भी संदेश देना है कि वे भी अपने व्यवहार में बदलाव लाएं।
प्रदेश में बिजली की उपलब्धतता के बारे पूछे गए एक प्रश्न के उत्तर में चौधरी रणजीत सिंह ने कहा कि गर्मी के बावजूद 1 मई के बाद शहरी क्षेत्र में कोई कट नहीं लगा जबकि औद्योगिक क्षेत्र तकनीकी कारणों के चलते कुछ कट लगाने पड़ते हैं। अडानी ग्रुप से 500 मेगावॉट बिजली मिलनी आरम्भ हो गई है तथा इसके अलावा, 600 मेगावॉट अगले सप्ताह तक मिलने की संभावना है। उन्होंने बताया कि प्रदेश मे आज 26 मई तक सभी संसाधनों से 2050 मेगावॉट बिजली उपलब्ध है। इसके अलावा, कल 7168 मेगावॉट बिजली की मांग थी, जिसमें से 6246 मेगावॉट यानि 1499 लाख यूनिट की आपूर्ति की गई, जो गत वर्ष की तुलना में 10.38 प्रतिशत अधिक रही।
नासिक में 3000 मेगावॉट प्लांट के बारे पूछे गए एक अन्य प्रश्न के उत्तर में
बिजली मंत्री ने कहा कि नासिक की ईकाई को खरीदने के लिए मुख्यमंत्री मनोहर लाल ने
केन्द्र सरकार को पत्र लिखा है।
बिजली मंत्री ने एक अन्य प्रश्न के उत्तर में कहा कि 2000 मेगावॉट
अतिरिक्त बिजली के प्रबन्ध में किये गए हैं, जिनमें से अडानी ग्रुप से 600 मेगावॉट, खेदड़ की दूसरी इकाई
से 600 मेगावॉट 30 जून तक, मध्यम अवधि बिजली
खरीद समझौते के तहत 19 जून तक छत्तीसगढ़ से 350 मेगावॉट व मध्य प्रदेश से 150 मेगावॉट तथा 300 मेगावॉट की बैंकिंग
व्यवस्था शामिल है।
चौधरी रणजीत सिंह ने कहा कि राष्ट्रीय राजधानी क्षेत्र बढ़ते
शहरीकरण व औद्योगिकीकरण के कारण बिजली की मांग बढ़ी है। आज के युग में मनुष्य भी आरामपरस्त
जिंदगी जीने का आदी हो चुका है तो बिजली की मांग बढऩा तो स्वाभाविक है। हमारा
प्रयास है कि प्रदेश में बिजली की कमी न रहे।
सिरसा के ओढां में 29 मई को होने वाली रैली के बारे पूछे जाने पर
बिजली मंत्री ने कहा कि इस रैली में 50000 से अधिक लोग आएंगे।
उन्होंने कहा कि वे 1962 से देखते आ रहे हैं कि अक्सर मई-जून में ही राजनीतिक रैलियां ज्यादा की जाती हैं क्योंकि इस दौरान किसानों के पास भी खेती का कार्य कम होता है, जबकि शहरी लोग दिन में अपने-अपने काम-धंधों में व्यस्त होते हैं। उन्होंने कहा वैसे तो ओढां डबवाली विधानसभा क्षेत्र के अंतर्गत आता है। यह भाजपा की प्रगति रैली है। सरकार में मंत्री होने के नाते वे भी इस रैली में भाग लेंगे।
प्रदेश में 29 मई को कांग्रेस व आम आदमी पार्टी की रैलियों के बारे में पूछे जाने पर चौधरी रणजीत सिंह ने कहा कि लोकतंत्र में हर किसी को रैली करने का अधिकार है।
एक अन्य प्रश्न के उत्तर में उन्होंने कहा कि मुख्यमंत्री मनोहर
लाल की लोकप्रियता बढ़ती जा रही है और देश व प्रदेश में हर व्यक्ति का विश्वास
दिन-प्रतिदिन भाजपा की ओर बढ़ता जा रहा है।
Haryana Power and Jails Minister, Ranjit Singh said that the
Haryana Government is now making concerted efforts to bring about a change in
the mindsets of the prisoners in jails so that people have more faith on them.
Thus, while bringing in unique initiatives in prison reforms, there is a proposal
to open petrol pumps on the land of the jails at 11 places in the State, the
first one being started on May 31 in Kurukshetra.
This information was given by Ranjit Singh while addressing the
mediapersons in his office here today.
Responding to a question, Ranjit Singh said that the jailer would initially ensure that training is imparted to the prisoners for these Jail Filling Stations and thereafter their duty would be kept on rotation basis subject to their behaviour at workplace. He said that after observing the functioning and response to the Jail Filling Station in Kurukshetra, Jail Filling Stations would be opened at 10 other places, including two at Ambala, Yamunanagar, Karnal, Jhajjar, Faridabad, Gurugram, Bhiwani, Jind and Hisar.
Ranjit Singh said that the objective of the scheme is to make prisoners a part of the society. He said that when people come to these filling stations, they will see that the prisoners can also work like common people. He said that a message has to be given to other prisoners as well so that they refine their behaviour.
Responding to a question about the availability of Power in the State, Ranjit Singh said that despite the extreme weather conditions, there was no power cut in urban areas post May 1 while some cuts were made in industrial area due to technical reasons. Adani Group has started getting 500 MW of power and in addition, 600 MW is expected by next week. He said that till May 26 (i.e. today), 7050 MW electricity is available in the state from all the resources. Besides, there was a demand of 7168 MW of power yesterday, of which 6246 MW i.e. 1499 lakh units was supplied, which is 10.38 percent higher than last year.
Replying to question regarding 3,000 MW plant in Nashik, the Power Minister said that the Chief Minister, Manohar Lal has written to the Central Government to buy the unit in Nashik.
While replying to another question, the Power Minister said that arrangement of 2,000 MW of additional power has been made, of which 600 MW is from Adani Group, 600 MW from the second unit of Khedar till June 30, under Medium Term Power Purchase Agreement 350 MW from Chhattisgarh till June 19 and 150 MW from Madhya Pradesh and banking facility of 300 MW is included.
Ranjit Singh said that the demand for electricity has increased due to the increasing urbanization and industrialization of the National Capital Region. In today's era, man has also become used to live a comfortable life, so it is natural that there will be an increase in power demand. It is our endeavour that there should be no shortage of electricity in the state, he added.
When asked about the rally to be held on May 29 in Odhan, Sirsa, the Power Minister said that more than 50,000 people will attend this rally. He said that he has been noticing since 1962 that political rallies are often held in May-June because during this time the farmers also have comparatively less agricultural work, while the urban people are busy with their respective business during the day. He elaborated that Odhan falls under Dabwali Assembly Constituency, however, this is BJP's Pragti Rally and being a Minister in the government, he will also participate in this rally.
When asked about the rallies of Congress and Aam Aadmi Party in the State on May 29, Ranjit Singh said that everyone has the right to hold a rally in a democracy.
Replying to another question, he said that the popularity of Chief Minister, Manohar Lal is increasing with every passing day and so is the people’s faith on the BJP.
While responding to another question, Ranjit Singh said that the manner in which Prime Minister, Sh. Narendra Modi was extended a warm welcome first in Berlin and now recently in the QUAD Conference, it seems that there will be no vacuum in Indian politics for years to come.
