चंडीगढ़: हरियाणा के मुख्य सचिव संजीव कौशल ने कहा कि विश्व के सबसे बड़े लोकतंत्र भारत में निष्पक्ष और स्वतंत्र चुनाव संपन्न करवाना बेहद पवित्र काम है। इसमें पूरे देश की मशीनरी के साथ-साथ भारतीय चुनाव आयोग एक महत्वपूर्ण भूमिका निभाता है। भारतीय चुनाव आयोग के स्थापना दिवस पर ही देश में 𝟐𝟓 जनवरी को राष्ट्रीय मतदाता दिवस मनाया जाता है। मुख्य सचिव मंगलवार को चंडीगढ़ स्थित हरियाणा निवास में आयोजित राष्ट्रीय मतदाता दिवस के 𝟏𝟐वें राज्य स्तरीय समारोह में बोल रहे थे।

मुख्य सचिव ने कहा कि 𝟐𝟎𝟏𝟏 से हम राष्ट्रीय मतदाता दिवस मना रहे हैं। इस दिन प्रदेश के हर जिले में भिन्न-भिन्न कार्यक्रमों का आयोजन किया जाता है। बेहद खुशी की बात है कि हरियाणा में 𝟏.𝟗𝟐 करोड़ मतदाता रजिस्टर्ड हो गए हैं। इन सभी के फोटो आधारित पहचान पत्र दिए गए हैं। उन्होंने कहा कि युवाओं को 𝟏𝟖 वर्ष की आयु पूरा करते ही अपना वोट बनवाना चाहिए। इसके साथ-साथ मतदाता सूचियों में भी अपना नाम दर्ज करवाना चाहिए। मतदान के दिन सोच-समझ कर अपना वोट डालना चाहिए।

संजीव कौशल ने कहा कि भारतीय चुनाव आयोग लगातार देश में निष्पक्ष चुनाव संपन्न करवा रहा है। इसी तरह हरियाणा में भी पिछले दिनों दो उपचुनाव करवाए गए। हमें चुनाव में बढ़-चढ़कर हिस्सा लेना चाहिए और निष्पक्ष रूप से मतदान करके जनप्रतिनिधियों को चुनना चाहिए। उन्होंने कार्यक्रम में मौजूद सभी युवाओं व वर्चुअली जुड़े अधिकारियों को लोकतांत्रिक परंपराओं की मर्यादा बनाए रखते हुए स्वतंत्र, निष्पक्ष व बिना किसी प्रलोभन के मताधिकार का प्रयोग करने की शपथ भी दिलाई।

मतदान से जुड़ी प्रतियोगिता में हिस्सा लेने वाले 𝟏𝟐 विजेता हुए पुरस्कृतराज्य स्तरीय समारोह में मुख्य सचिव संजीव कौशल ने मतदान जागरूकता से जुड़ी 𝟑 श्रेणी की प्रतियोगिता में विजेता 𝟏𝟐 विद्यार्थियों को पुरस्कृत किया। कॉलेज स्तर पर निबंध प्रतियोगिता में विजेता राजकीय महिला महाविद्यालय, अम्बाला सिटी की योगिता को 𝟓 हजार, राजकीय महिला महाविद्यालय, सेक्टर-𝟏𝟒, गुरुग्राम की शालू को 𝟐 हजार, गुरुग्राम यूनिवर्सिटी की दिव्या चतुर्वेदी को 𝟐 हजार और आईबी कॉलेज के हिमांशु को 𝟐 हजार रुपये का ईनाम व सर्टिफिकेट दिया गया।

इसी तरह स्कूल स्तर पर निबंध प्रतियोगिता में विजेता टीआईटी वरिष्ठ माध्यमिक विद्यालय, भिवानी की चिंकी को 𝟓 हजार, जीएसएसएस प्रेम नगर, अम्बाला के चिराग शर्मा को 𝟒 हजार, टीआईटी वरिष्ठ माध्यमिक विद्यालय, भिवानी के राकेश कश्यप को 𝟏 हजार और जीएसएसएस बिजलपुर, फतेहाबाद को 𝟏 हजार रुपये का ईनाम व सर्टिफिकेट दिया।

कॉलेज स्तरीय भाषण प्रतियोगिता में राजकीय महिला महाविद्यालय, सेक्टर-𝟏𝟒, गुरुग्राम की दीक्षा वर्मा को 𝟖 हजार, वैश्य कॉलेज रोहतक के दिव्यदत्त को 𝟔 हजार, गुरु नानक खालसा कॉलेज, करनाल के नीतीश कुमार को 𝟐𝟓𝟎𝟎 और अग्रवाल कॉलेज, बल्लभगढ़, फरीदाबाद की रीना चौधरी को 𝟐𝟓𝟎𝟎 रुपये का ईनाम व सर्टिफिकेट दिया गया। इनके साथ-साथ मुख्य सचिव ने 𝟏𝟖 वर्ष पूर्ण करने पर पहली बार मतदाता सूची में जुड़े 𝟓 युवाओं को मतदाता पहचान पत्र भी दिए।

भारतीय लोकतंत्र की जान चुनाव आयोगः अनुराग अग्रवाल

मुख्य निर्वाचन अधिकारी अनुराग अग्रवाल ने कहा कि भारतीय चुनाव आयोग भारतीय लोकतंत्र की जान है। चुनाव आयोग निष्पक्ष चुनाव आयोजित करवाती है। संपूर्ण निष्पक्षता के साथ पूरे भारतवर्ष में चुनाव होता है और बड़ी संख्या में मतदाता अपने वोट की शक्ति दिखाते हैं। भारतीय निर्वाचन आयोग के स्थापना दिवस पर देशभर में राष्ट्रीय मतदाता दिवस मनाया जाता है। इस दिवस पर चुनाव आयोग का एक ही नारा है कि निर्वाचन को समावेशी, सुगम और सहभागी बनाना है। अग्रवाल ने इस मौके पर मतदाता पहचान पत्र पाने वाले 𝟓 युवाओं व अलग-अलग प्रतियोगिता में विजेता युवाओं को बधाई दी। कार्यक्रम में मौजूद अतिरिक्त मुख्य निर्वाचन अधिकारी श्रीमती हेमा शर्मा ने सभी अतिथिगणों का धन्यवाद ज्ञापित किया। इस दौरान सभी जिलों के उपायुक्त, चुनाव तहसीलदार, नायब तहसीलदार व चुनाव मशीनरी से जुड़े सभी अधिकारी वर्चुअली बैठक में जुड़े।

This was stated by Chief Secretary, Sanjeev Kaushal while speaking at the 12th State level function of National Voters' Day organized at Haryana Niwas in Chandigarh on Tuesday.

"Since 2011 we are celebrating National Voters' Day. On this day different programmes are organized in every district of the state. It is a matter of great happiness that 1.92 crore voters have been registered in Haryana who have received their electoral photo identity cards," said Sanjeev Kaushal.

He said that the youth should get themselves enrolled as soon as they are 18 years old. Along with this, they should also ensure to get their names registered in the voter lists as well. On the day of voting, each one of you should cast your vote wisely, asserted Kaushal.

The Chief Secretary said that the Election Commission of India is continuously conducting fair and transparent elections in the country. Similarly, two bye-elections were held in Haryana in the past.

"We should actively participate in the elections and elect the people's representatives by impartially casting our votes," added Kaushal.

On this occasion, he also administered the oath to all the youth and virtually connected officers present in the programme to exercise their voting right in a free and fair manner and without taking any inducement, while maintaining the dignity of democratic traditions.

12 winners who took part in the voting related competition rewarded

In the state-level function, Chief Secretary also awarded 12 students who won in three categories of various competitions organized regarding voting awareness.

The list of winners of the essay competition held at the college level includes Yogita from Government Women's College, Ambala City was given a cash reward of Rs. 5000, while cash reward of Rs. 2000 each was given to Shalu, from Government Women's College, sector-14, Gurugram, Divya Chaturvedi, from Gurugram University and Himanshu a student of IB college. These students were also given certificates.

Similarly, in the essay competition held at the school level, the winner of TIT Senior Secondary School, Bhiwani's Chinki was awarded a cash reward of Rs. 5,000, GSSS Prem Nagar, Ambala's Chirag Sharma got Rs. 4000, TIT Senior Secondary School, Bhiwani's Rakesh Kashyap got Rs.1000 and GSSS Bijalpur, Fatehabad was given a reward of Rs. 1,000 and a certificate.

In college level speech competition, a cash reward of Rs. 8000 was awarded to Diksha Verma, student of Government Women's College, Sector-14, Gurugram, while Divya Dutt, student of Vaish College, Rothak was awarded a cash reward of Rs.6000, Nitish Kumar of Guru Nanak Khalsa College, Karnal and Reena Chaudhary of Agrawal College, Ballabhgarh, Faridabad were also given cash rewards of Rs. 2500 each. These students were also given certificates.

The Chief Secretary also gave voter ID cards to five first-time voters, whose name was included in the voter list for the first time.

Election Commission is an integral part of Indian democracy: Anurag Agarwal

The Chief Electoral Officer, Anurag Agarwal said that the Election Commission of India is an integral part of Indian democracy.

The Election Commission conducts fair elections. Elections are held all over India with complete transparency and a large number of voters show the power of their vote. National Voters' Day is celebrated across the country on the foundation day of the Election Commission of India.

The Election Commission's only slogan on this day is to make elections inclusive, accessible and participatory.

Anurag Agarwal congratulated five first-time voters who got voter ID cards from the Chief Secretary and the winners of different competitions.

Hema Sharma, the Additional Chief Electoral Officer thanked all the guests.

During this, all the Deputy Commissioners, Election Tehsildars, Naib Tehsildars and all the officers related to the election machinery joined the programme virtually.
