भिवानी NEWS। डाडम में हरियाणा का अब तक का सबसे बड़ा घोटाला हुआ है। यह कहना है पूर्व मुख्यमंत्री और नेता प्रतिपक्ष भूपेंद्र सिंह हुड्डा का। उन्होंने आज डाडम खनन जोन के उस इलाके का दौरा किया, जहां एक जनवरी को बड़ा हादसा हुआ था। इस मौके पर उन्होंने कहा कि प्रदेश में बीजेपी व बीजेपी-जेजेपी सरकार के दौरान ताबड़तोड़ घोटाले हुए हैं। लेकिन मौजूदा सरकार के दौरान डाडम में खनन के नाम पर अब तक के सबसे घोटाले को अंजाम दिया गया।

इस दौरान बड़ी तादाद में गांववाले भी अपनी शिकायतें लेकर हुड्डा के पास पहुंचे। गांववालों ने सबूतों और दस्तावेजों का हवाला देते हुए डाडम खनन घोटाले का खुलासा किया। उन्होंने बताया कि यहां कई साल से अवैध खनन चल रहा है। गांववालों और इलाके के समाजसेवियों ने हुड्डा को खनन माफिया के खिलाफ ज्ञापन भी सौंपे। उन्होंने बताया कि खनन ठेकेदारों ने जबरदस्ती लोगों की निजी जमीनों पर भी कब्जा किया है और वहां भी गैरकानूनी खनन किया। कई जगहों पर तो नियमों के विपरीत 800-900 फीट तक की गहराई तक खुदाई की गई है।

पत्रकारों से बातचीत में नेता प्रतिपक्ष ने कहा कि खनन जोन में जाकर उन्होंने अपनी आंखों से लालच का क्रूर तमाशा देखा। ऐसा लग रहा है मानो खनन माफिया खतरे से खेल रहा है और गरीब मजदूरों के लिए मौत का जाल बिछाया गया है। खनन माफिया ने पूरे खनन क्षेत्र को मौत के कुएं में तब्दील कर दिया है। यहां नियमों को ताक पर रखकर पहाड़ों को खोदा जा रहा है। पहली नजर में स्पष्ट तौर से देखा जा सकता है कि खनन नियमों की परवाह किए बिना 90 डिग्री के एंगल पर खड़ी माइनिंग की गई, जबकि नियमों के मुताबिक 60 डिग्री एंगल पर ही खनन किया जाना चाहिए। इसी वजह से यह जानलेवा हादसा हुआ। इसलिए हादसे के दोषियों के खिलाफ 302 और 304 का आपराधिक मुकदमा दर्ज होना चाहिए। लेकिन, सरकार ने हल्की धाराओं के तहत मामला दर्ज कर उन्हें बचाने की कोशिश की है।

हुड्डा ने हैरानी जताई कि इतने बड़े घोटाले और जानलेवा हादसे के बाद अबतक किसी की गिरफ्तारी नहीं की गई। जबकि, लगातार इस मामले में लोगों ने सरकार को शिकायतें की हैं और मामला एनजीटी तक भी पहुंचा है। अब तक केंद्र की कई एजेंसियों, एसडीओ, एनजीटी और कोर्ट की टिप्पणियों से स्पष्ट है कि यहां पर हजारों करोड़ का घोटाला हो रहा है। खनन माफिया ने 400 फीट तक खुदाई करके पहाड़ को पाताल बना दिया है। खनन करते हुए भूजल स्तर तक का ध्यान नहीं रखा गया और उससे नीचे तक खुदाई की गई है। हैरानी की बात है कि माफिया ने डाडम माइनर तक को नहीं छोड़ा और उसको भी माइनिंग करके खत्म कर दिया। इतना ही नहीं, खनन के लालच में गांववालों के बार-बार इंकार करने के बावजूद एक मंदिर को भी ब्लास्ट से उड़ा दिया गया। यह मंदिर आसपास के गांवों की आस्था का केंद्र था।

भूपेंद्र सिंह हुड्डा ने कहा कि उनकी सरकार के दौरान खनन के लिए एचएसआईआईडीसी ने ऐसे नियम बनाए थे, जिससे अवैध खनन ना हो और आम जनता तक खनन सामग्री सस्ते दामों पर पहुंचे। लेकिन, मौजूदा सरकार ने उन नियमों को नजरअंदाज किया और खनन ठेकेदारों को खुली छूट दी। इसकी वजह से बेरहमी से न केवल अवैध खनन हो रहा है बल्कि खनन सामग्री भी अत्याधिक महंगी हो गई है।

पूर्व मुख्यमंत्री ने कहा कि सरकार द्वारा बनाई गई एसआईटी इतने बड़े घोटाले की जांच नहीं कर सकती। इसलिए जरूरी है कि पूरे मामले की जांच हाई कोर्ट के जज की निगरानी में सीबीआई से करानी चाहिए। खनन माफिया और इस हादसे के दोषियों के विरुद्ध सख्त से सख्त कार्रवाई की जानी चाहिए। साथ ही मामले को लेकर विधानसभा की एक कमेटी भी बनानी चाहिए जो यमुना से लेकर डाडम तक खनन पर नजर रखे। क्योंकि, इस सरकार में डाडम ही नहीं यमुना तक में जमकर खनन घोटाला हो रहा है। खनन माफिया ने अवैध खुदाई करके यमुना की धारा का रास्ता तक बदल दिया।

उन्होंने कहा कि अवैध खनन मौजूदा ही नहीं आने वाली पीढ़ियों के लिए भी घातक है। आंकड़ों के मुताबिक महज पिछले 5 साल में हरियाणा का 2100 हेक्टेयर वन क्षेत्र घट गया। अवैध खनन के नाम पर इस सरकार में जो हो रहा है इसका खामियाजा आने वाली पीढ़ियों तक को भुगतना पड़ेगा।

Villagers and social workers of the area also submitted a memorandum to Hooda against the mining mafia and said the mining mafia have also forcibly occupied private lands of the people and have also done illegal mining there. In many places, excavations have been done to a depth of 800-900 feet.

Talking to reporters, the Leader of the Opposition said he saw the cruel spectacle of greed with his own eyes, by going to the mining zone. “It seems as if the mining mafia is playing with danger and a death trap has been laid for the poor labourers and have turned the mining zone into a death trap. Here the mountains are being dug and all rules have been flouted with impunity,” he said.

“At first glance, it can be clearly seen that regardless of the mining rules, vertical mining was done at an angle of 90 degrees, while according to the rules mining should be done at 60 degree angle only and this is why the fatal accident happened. Cases of 302 and 304 should be registered against the culprits of the accident but the government has tried to save them by registering a case under mild sections,” he said.

Hooda expressed surprise that no one has been arrested so far after such a huge scam and fatal accident. “While people have continuously made many complaints to the government in this matter, it has also reached the NGT and observations have also been made by many agencies of the Center, SDO, NGT and Court, there has still been a scam of thousands of crores. The mining mafia has made the mountain into a lake by digging up to 400 feet and they did not even bother about the groundwater level as they dug below that,” he said.

“The mining contractors did not spare even the Dadam Minor and finished it by mining. Not only this, contractors also blew up a temple in the greed of mining despite the repeated pleas of the villagers. This temple was the center of faith of the surrounding villages,” the former Chief Minister added.

Hooda said during his government, HSIIDC had made rules to stop illegal mining and mining material reaches the general public at cheap prices. “The present government ignored those rules and gave a free hand to mining contractors. This led to ruthlessly illegal mining and the mining material also became extremely expensive,” he pointed out.

The former Chief Minister said that the SIT formed by the government is not capable of investigating such a big scam and it was necessary that the whole matter should be investigated by the CBI under the supervision of the High Court judge.

“Strictest action should be taken against the mining mafia and the culprits of this accident. Along with this, a committee of the Legislative Assembly should also be formed which should keep an eye on mining from Yamuna to Dadam. This has become necessary because there is a lot of mining scam happening not only in Dadam but even in Yamuna in this government, and the mining mafia has even changed the course of Yamuna stream by illegal digging,” he said.

He said that illegal mining is not only dangerous for the present but also for the generations to come as the forest area of Haryana has decreased by 2100 hectares in the last 5 years. “The coming generations will have to bear the brunt of what is happening in this government in the name of illegal mining,” he said.

After visiting the Dadam mining zone, Hooda also visited Baganwala village, the house of the deceased Binder, who was the victim of the accident and consoled the family members. He said that the five laborers who died in the accident were not given any compensation by the government.

“The government should announce fair compensation, one government job each for the victim's family and give them justice. According to the rules, the mining company in Dadam had to pay Rs 33 crores till now for the development of Dadam village but the company has so far not made the payment. The payment should also be made to the company at the earliest,” he said.

डाडम खनन जोन का दौरा करने के बाद पूर्व मुख्यमंत्री हुड्डा हादसे का शिकार हुए मृतक बिंदर के घर बागनवाला गांव भी गए। यहां उन्होंने परिवार वालों को ढांढ़स बधाया। उन्होंने कहा कि हादसे में जिन 5 मजदूरों की मौत हुई है, उनको सरकार की तरफ से कोई मुआवजा नहीं दिया गया। सरकार को पीड़ित परिवार के लिए उचित मुआवजे, एक-एक सरकारी नौकरी का ऐलान करना चाहिए और उन्हें न्याय देना चाहिए। डाडम में खनन करने वाली कंपनी नियमों के मुताबिक डाडम गांव के विकास की खातिर अबतक 33 करोड़ रुपये देने थे। लेकिन वो भी कंपनी ने गांव को नहीं दिए। इसलिए कंपनी से उसका भुगतान भी जल्द करवाया जाना चाहिए।
