पूर्व मुख्यमंत्री और नेता प्रतिपक्ष भूपेंद्र सिंह हुड्डा का
कहना है कि आने वाले विधानसभा सत्र में कांग्रेस बीजेपी-जेजेपी गठबंधन सरकार की
पोल खोलेगी। कांग्रेस विधायक जन सरोकार से जुड़े अलग-अलग मुद्दों को लेकर चर्चा के
लिए प्रस्ताव देंगे। हुड्डा चंडीगढ़ आवास पर पत्रकार वार्ता को संबोधित कर रहे
थे। इस मौके पर उन्होंने विधानसभा सत्र को लेकर कांग्रेस की तैयारियों के बारे में
जानकारी दी। उन्होंने बताया कि कांग्रेस विधायक दल की बैठक में बेरोजगारी, किसानों की दुर्दशा, फसली मुआवजा, जलभराव, बुजुर्गों की पेंशन कटौती, बढ़ते अपराध, नशे, अवैध खनन, घोटाले, महंगाई, शिक्षा, स्वास्थ्य और सड़कों की
खस्ता हालत समेत जनहित से जुड़े विभिन्न मुद्दों पर विस्तार से चर्चा हुई। सभी
विधायकों ने अपने-अपने हलकों की समस्याओं को विधानसभा में उठाने की बात कही।
हुड्डा ने कहा कि गठबंधन सरकार की नीतियों के चलते जनता पर लगातार कर्ज और करप्शन का बोझ बढ़ता जा रहा है। हरियाणा देश में सर्वाधिक बेरोजगारी, बढ़ती गरीबी, गहन विषमता, कमरतोड़ महंगाई, बिगड़ती कानून-व्यवस्था, बेशुमार कर्जा, आर्थिक मंदी, लचर स्वास्थ्य सुविधाएं, शिक्षा का गिरता स्तर, व्यापक भ्रष्टाचार, सामाजिक तनाव, भयंकर अपराध, महिलाओं दलितों व कमजोर वर्गों की असुरक्षा, प्रदूषण जैसी अनेकों समस्याओं और चुनौतियों का सामना कर रहा है। इस सरकार ने प्रदेश को ढाई लाख करोड़ के कर्ज तले दबा दिया है। सरकारी खजाना खाली हो रहा है और खनन, शराब, रजिस्ट्री, धान व बिजली मीटर जैसे घोटाले करके सरकारी राजस्व का पैसा घोटालेबाजों की जेब में डाला जा रहा है। प्रदेश का ऐसा कोई तबका नहीं है जो अपने आप को ठगा-सा महसूस ना कर रहा हो।
पत्रकार वार्ता को संबोधित करते हुए भूपेंद्र सिंह हुड्डा ने कहा कि प्रदेश का किसान आज मौसम और सरकारी नीतियों की मार एक साथ झेल रहा है। लगातार बेमौसम बारिश की वजह से उन्हें जलभराव और फसली नुकसान का सामना करना पड़ रहा है। लेकिन सरकार ने अबतक किसानों को ना खरीफ सीजन में हुए नुकसान का मुआवजा दिया और ना ही रबी सीजन में हुए खराबे की पूरी गिरदावरी करवाई। बड़े रकबे में जलभराव की वजह से किसानों के लगातार दो सीजन बर्बाद हो गए। लेकिन सरकार ने किसानों की समस्या का कोई संज्ञान नहीं लिया।
Addressing a press
conference at Chandigarh residence today on the preparations of Congress for
the assembly ensuing session, Hooda said many issues including unemployment,
condition of farmers, crop compensation, water logging, pension deduction of elderly
people, increasing crime, drugs, illegal mining, scams, inflation, education,
health and poor condition of roads were elaborately discussed in the meeting of
Congress Legislature Party. MLAs talked about raising the problems of their
respective constituencies in the assembly.
In the meeting,
Hooda said the burden of debt and corruption on the people is increasing
continuously due to the policies of the coalition government. “Haryana has the
highest unemployment, rising poverty, deep inequality, backbreaking inflation,
deteriorating law and order, huge debt, economic slowdown, poor health
facilities, falling education level, widespread corruption, social tension,
terrible crime, insecurity of women, Dalits and weaker sections, besides
challenges like pollution,” he said.
“This government
has buried the state under a debt of Rs 2.5 lakh crores. Government treasury is
getting empty and by doing scams like mining, liquor, registry, paddy and
electricity meters, money of government revenue is being put in the pockets of
scamsters. Every section of the state is feeling cheated,” he said.
Hooda said farmers
of the state are facing the brunt of weather and government policies, simultaneously. “Farmers are facing
waterlogging and crop damage due to continuous unseasonal rains but the
government has neither compensated the farmers for the loss caused in the
Kharif season nor got the full Girdawari done for the damage caused in the Rabi
season. Farmers faced ruin for two consecutive seasons due to water logging in
large area but the government did not take any cognizance of the problems of
the farmers,” he stated.
The former Chief
Minister also protested against the decision to ban the 10-year-old tractor
used by farmers. “The farmer is not able to repay the loan for the tractor in
10 years and therefore, the government should defend the farmers on this issue
in the NGT. Also, according to its promise, the government should withdraw all
the cases against the agitating farmers and give compensation to the families
of the martyred farmers,” he said.
The Leader of
Opposition said the government is cutting the pension of the elderly. “They
promised a monthly pension of Rs 5100 but the ruling coalition is deducting the
pension of thousands of elderly people on the basis of family identity card,”
he said.
Talking about
unemployment, Hooda said the government is touting rhetoric like 75%
reservation in private jobs, primarily to hide its failure to provide
employment. Showing the document, he said the provision of 75 percent
reservation for Haryanvi was added under HSIIDC during the Congress government
in 2011 itself. “At that time, there was a condition of 15 years for Haryana
domicile, but this government reduced it to 5 years. By altering the domicile
rules, the government has made a dent on the future of the youth of the state
and has made rules to increase the share of people of other states in all the
jobs,” he said.
Hooda said that
instead of accepting that Haryana has the highest unemployment and taking steps
to improve the situation, the state government is talking of filing a case
against CMIE, which tracks unemployment. “The irony is that the BJP is asking
for votes in UP by showing the figures of the same organization,” he said.
The former Chief
Minister said 46,500 posts in the education department and about 10,000 jobs in
the health department are vacant in two departments which meet the basic needs
of the people, are enough to describe the condition of the government
departments. “Haryana is now lagging behind neighbouring states of Punjab and
Himachal in terms of health services. 52,000 Anganwadi workers are on strike
since last 2 months but the government is not ready to give them the benefits
of the announcements made by the Chief Minister and the Prime Minister,” he
said.
Hooda said that the
government has also turned a blind eye on the scholarship of the students.
“Earlier the government carried out the scholarship scam and now it has stopped
the scholarships of a large number of SC/ST/OBC students,” he stated.
Expressing concern
over the dilapidated condition of roads across the state, he said the PWD roads
are in very bad condition. “We have heard that the contract for repair of all
the roads has been given to only two contractors but the condition of the roads
itself tells us how the contractors are doing. Both the roads and roadways have
reached pathetic condition in the state as the government has left no stone
unturned to ruin the Haryana Roadways, which was considered to be the best in
the country, during the Congress tenure. While roadways are being handed over
to private hands, the BJP-JJP government is also selling agro malls built
during the Congress tenure to provide market to farmers' products,” he said.
Referring to the
problems faced by the common man, he said the absurdly high electricity bills
are putting additional burden on the people who are suffering from severe
inflation. “People say that this time the government has installed meters that
give out readings even when the sun shines on them. Every section is fed up
with this government and this is why the government is not conducting Panchayat
elections. The government is adopting the policy of 'Look Busy, Do Nothing',”
the former Chief Minister said.
हुड्डा ने किसानों के दस साल पुराने ट्रैक्टर पर प्रतिबंध लगाने
के फैसले का खुलकर विरोध किया है। उन्होंने कहा कि दस साल में तो ट्रैक्टर का लोन
भी चुकता नहीं हो पाता। इसलिए सरकार को एनजीटी में इस मुद्दे पर किसानों की मजबूत
पैरवी करनी चाहिए। साथ ही अपने वादे के मुताबिक सरकार को आंदोलनकारी किसानों के
खिलाफ लगे सभी केस तुरंत वापिस लेने चाहिए और शहीद किसानों के परिवारों को मुआवजा
देना चाहिए।
नेता प्रतिपक्ष ने कहा कि सरकार परिवार पहचान पत्र के नाम पर बुजुर्गों की पेंशन पर कैंची चला रही है। 5100 रुपए पेंशन का वादा करके सत्ता में आई पार्टियां परिवार पहचान पत्र को आधार बनाकर हजारों बुजुर्गों की पेंशन काटने का काम कर रही हैं। रोजगार ना दे पाने की विफलता को छिपाने के लिए सरकार प्राइवेट नौकरियों में 75% आरक्षण जैसे जुमले उछाल रही है। हुड्डा ने दस्तावेज दिखाते हुए बताया कि कांग्रेस सरकार के दौरान 2011 में ही एचएसआईआईडीसी के अंतर्गत हरियाणवियों के लिए 75 प्रतिशत आरक्षण का प्रावधान जोड़ दिया था। उस वक्त हरियाणा डोमिसाइल के लिए 15 साल की शर्त थी, लेकिन इस सरकार ने उसे घटाकर 5 साल कर दिया। डोमिसाइल नियमों में फेरबदल करके सरकार ने प्रदेश के युवाओं के भविष्य पर कुठाराघात किया है और तमाम नौकरियों में अन्य राज्य के लोगों की हिस्सेदारी बढ़ाने के नियम बनाए हैं। जिसका सीधा नुकसान प्रदेश के युवाओं को होगा।
उन्होंने कहा कि सर्वाधिक बेरोजगारी को स्वीकार करने की बजाए प्रदेश सरकार आंकड़े देने वाली संस्था सीएमआईई पर ही केस करने की बात कह रही है। जबकि उसी संस्था के आंकड़े दिखाकर बीजेपी यूपी में वोट मांग रही है। आधारभूत जरूरतों को पूरा करने वाले शिक्षा महकमे में 46,500 और स्वास्थ्य महकमे में करीब 10,000 खाली पड़े पद सरकारी विभागों के हालात बयां करने के लिए काफी हैं। स्वास्थ्य सेवाओं के मामले में हरियाणा अपने पड़ोसी राज्यों पंजाब व हिमाचल से पिछड़ चुका है। पिछले 2 महीने से 52,000 आंगनवाड़ी वर्कर्स हड़ताल पर हैं। लेकिन सरकार मुख्यमंत्री और प्रधानमंत्री द्वारा की गई घोषणाओं का लाभ भी उन्हें देने के लिए तैयार नहीं है।
हुड्डा ने कहा कि विद्यार्थियों की छात्रवृत्ति पर भी सरकार टेढ़ी नजर पड़ गई है। पहले सरकार ने छात्रवृत्ति घोटाले के अंजाम दिया और अब बड़ी तादाद में अनुसूचित जाति/जनजाति/पिछड़ा के छात्रों छात्रवृत्ति को रोक दिया है। मेडिकल छात्रों को भी अबतक छात्रवृति मिली ही नहीं है।
प्रदेशभर में सड़कों की जर्जर हालत पर चिंता जाहिर करते हुए उन्होंने कहा कि पीडब्ल्यूडी की सड़कें बेहद खराब स्थिति में हैं। सुनने में आ रहा है कि सभी सड़कों के मरम्मत का ठेका सिर्फ दो ख़ास ठेकेदारों को दे दिया गया है। लेकिन सड़कों की हालत खुद बताती है कि ये ठेकेदार कैसा काम कर रहे हैं। प्रदेश में रोड और रोडवेज दोनों दयनीय स्थिति में पहुंच चुके हैं। कांग्रेस कार्यकाल में देश की सबसे बेहतरीन मानी जाने वाली हरियाणा रोडवेज को इस सरकार ने बर्बाद करने में कोई कसर नहीं छोड़ी है। रोडवेज को निजी हाथों में सौंपा जा रहा है तो कांग्रेस कार्यकाल में किसानों के उत्पादों को बाजार उपलब्ध करवाने के लिए बनाए गए एग्रो मॉल्स को भी यह सरकार बेच रही है।
आम आदमी कि परेशानियों को इंगित करते हुए उन्होंने कहा कि अनाप-शनाप बिजली बिल महंगाई की भयंकर मार झेल रही जनता पर अतिरिक्त बोझ डाल रहे हैं। लोगों का कहना है कि इस बार सरकार ने ऐसे बिजली मीटर लगवा दिए हैं जो धूप लगने से भी रीडिंग भागाने लगते हैं। खुलेआम बिजली उपभोक्ताओं की जेब पर प्रहार हो रहा है। हर वर्ग इस सरकार से परेशान हो चुका है। यही वजह है कि सरकार पंचायत चुनाव नहीं करवा रही है। सरकार ‘लुक बिजी, डू नथिंग’ की पॉलिसी पर चलती दिखाई दे रही है।
