न्यूज़, डिजिटल डेक्स।। सांसद दीपेंद्र हुड्डा ने कहा कि MSP पर कमेटी न बनाकर सरकार ने किसानों के साथ विश्वासघात किया है। भाजपा सरकार का ध्येय चंद बड़े औद्योगिक घरानों का पोषण और किसान-मजदूर का शोषण बन गया है।
उन्होंने 𝟓𝟎 साल बाद देश में आये अनाज संकट के लिये भाजपा सरकार को जिम्मेदार ठहराते हुए कहा कि आज देश में एमएसपी व्यवस्था और पीडीएस प्रणाली में जो चुनौतीपूर्ण स्थितियां बनी हैं वो भाजपा सरकार के इसी ध्येय का नतीजा है। 𝐁𝐉𝐏 सरकार की नीतियों से राष्ट्र-सुरक्षा, खाद्य सुरक्षा, किसान की आय सुरक्षा खतरे में दिख रही है।
इस सरकार ने अग्निपथ योजना लाकर राष्ट्र-सुरक्षा से, निजी निर्यातकों को गेहूं निर्यात की छूट दे खाद्य सुरक्षा से और MSP में छेड़छाड़ कर किसान की आय सुरक्षा से भी खिलवाड़ किया है। दीपेंद्र हुड्डा ने कहा कि सरकार ने किसान आंदोलन और देश के किसान के साथ बहुत बड़ा धोखा किया है।
𝟐𝟎𝟐𝟐 तक किसानों की आमदनी दोगुनी करने और एमएसपी कमेटी गठित करने, संयुक्त किसान मोर्चा से समझौते के मामले में तो सरकार ने धोखा दिया ही, किसान से विश्वासघात में जो थोड़ी बहुत कसर बाकी रह गयी थी वो नीति आयोग के सदस्य द्वारा दिये बयान ने पूरी कर दी।
इस बयान ने किसान की पीठ पर पड़े घाव पर नमक फेंकने का काम किया है। देश का किसान सरकार के इस विश्वासघात से कराह रहा है। दीपेंद्र हुड्डा ने सरकार से मांग करी कि किसान आंदोलन के दौरान किसानों के साथ हुए समझौते के मुताबिक तुरंत एमएसपी कमेटी का गठन हो और सरकार मौजूदा अनाज संकट के संबंध में खरीद, पीडीएस, गेंहू निर्यात पर श्वेत-पत्र जारी कर बताए कि किस-किस को मुनाफा पहुंचा।
10 मिलियन टन से ज्यादा गेहूं देश के बाहर क्यों गया? जब तक ये नहीं होगा हम किसानों के साथ हैं। संयुक्त किसान मोर्चा द्वारा 18 जुलाई से 31 जुलाई तक पूरे देश में विश्वासघात सेमिनार किया जा रहा है। कांग्रेस पार्टी का पूर्ण नैतिक समर्थन विश्वासघात सेमिनार के साथ ही किसान और किसान आंदोलन को रहेगा।

जिससे देश के किसान और देश के गरीब आदमी का भविष्य निजी हाथों में चला जाये। किसान, किसानी और कृषि क्षेत्र को लेकर सरकार की क्या नीतियां आने जा रही हैं इसकी एक झलक नीति आयोग के बयान से ही स्पष्ट हो जाती है। सरकार उसी रास्ते पर चलना चाहती है जिस रास्ते से एमएसपी प्रणाली को तहस-नहस करने के लिये सरकार तीन कृषि कानून लेकर आयी थी।
उन्होंने कहा कि आज देश में गेहूं के लाले पड़ गये हैं और सरकार को पीडीएस में दिये जाने वाले अनाज के लिये अपना अनुपात प्रतिशत बदलना पड़ रहा है। इस साल 𝟏𝟎 प्रदेशों के गेहूं आवंटन में भारी कटौती की गयी है। सरकार कह रही है कि सेंट्रल पूल में गेहूं का स्टॉक 𝟐𝟎𝟎𝟖 के स्तर से भी नीचे चला गया है।
यानी गेहूं का स्टॉक 𝟏𝟓 साल में सबसे कम है लेकिन आबादी के अनुपात में देखें तो ये 𝟓𝟎 साल के निचले स्तर पर पहुंच गया है। पिछले साल 𝟒𝟑.𝟑𝟒 मिलियन टन गेहूं खरीद हुई थी। इस साल गेहूं खरीद के सरकारी लक्ष्य 𝟓𝟎 मिलियन टन के मुकाबले सिर्फ 𝟏𝟖.𝟕𝟑 मिलियन टन हुई, जो 𝟓𝟔 प्रतिशत कम है। यही कारण है कि प्रदेशों को गेहूं नहीं दिया जा रहा है।
बल्कि सरकार पीडीएस के लिये अपना अनुपात प्रतिशत बदलकर गेंहू की बजाय चावल देने की बात कह रही है और गेहूं आवंटन न करने के पीछे पर्याप्त खरीद न होना बताकर इसका दोष मौसम पर थोप रही है। जबकि इसका मुख्य कारण सरकार की निर्यात नीति है। सरकार ने कुछ बड़े औद्योगिक घरानों को फायदा पहुंचाने के लिये किसान और गरीब आदमी को सरकार ने चोट पहुंचायी है।
इस संबंध में विस्तार से बताते हुए उन्होंने कहा कि यूक्रेन युद्ध के कारण अंतर्राष्ट्रीय बाजार में गेहूं की कीमत करीब 𝟑𝟓𝟎𝟎 रुपये प्रति कुंतल तक पहुंच गयी, जबकि देश में एमएसपी करीब 𝟐𝟎𝟎𝟎 प्रति कुंतल तक ही थी। इसका फायदा ट्रेडर्स ने उठाया और किसान से लेकर गेहूं स्टॉक किया और 𝟏𝟎 मिलियन टन से ज्यादा गेहूं विदेशों में निर्यात कर दिया।

सरकार बताए ट्रेडर्स को गेहूं का निर्यात क्यों करने दिया? इसका फायदा किसकी जेब में गया? दीपेंद्र हुड्डा ने यह भी कहा कि वो लगातार मांग करते रहे कि सरकार किसानों को गेहूं पर बोनस दे ताकि किसानों की जेब में पैसा जाए। लेकिन सरकार ने कोई बोनस नहीं दिया।
उन्होंने यह भी जोड़ा कि यदि सरकार किसानों को बोनस देकर खरीद करती और पर्याप्त स्टॉक सेंट्रल पूल में पहुंचाती तो गरीब को भी अनाज मिलता और किसानों को भी कुछ लाभ होता। लेकिन सरकार ने अंतर्राष्ट्रीय बाजार में गेहूं के बढ़े भाव से मुनाफाखोरी करने के लिये एक्सपोर्टर्स को निर्यात की खुली छूट दे दी।
दीपेंद्र हुड्डा ने कहा कि संयुक्त किसान मोर्चा के साथ समझौते की बात हो या 𝟐𝟎𝟐𝟐 में किसान की आमदनी दोगुनी होने की बात हो। सरकार उन सारे वायदों को न सिर्फ भूल गयी है बल्कि ऐसा लगता है कि इन सारे वायदों को सरकार ने उन्हीं जुमलों की लिस्ट में डाल दिया है जिसमें हर साल 𝟐 करोड़ रोजगार और विदेशों से काला धन लाकर लोगों के खाते में 𝟏𝟓-𝟏𝟓 लाख देने का जुमला था।
सांसद दीपेंद्र ने भाजपा को 𝟐𝟎𝟐𝟐 तक किसानों की आमदनी दोगुनी करने के वादे की याद दिलाते हुए कहा कि 𝟔 महीने पहले तक भाजपा किसान की आमदनी दोगुनी करने की बात उठाती रही, लेकिन 𝟐𝟎𝟐𝟐 शुरु हुए 𝟔 महीने बीत गये और सातवां महीना चल रहा है। भाजपा के नेताओं ने दोगुनी आमदनी की बात करना ही छोड़ दिया।
सरकार बताए कि किसान के लिये 𝟐𝟎𝟐𝟐 कब आयेगा ? उन्होंने आगे कहा 𝟐𝟎𝟏𝟔 से 𝟐𝟎𝟐𝟐 में किसान की आमदनी तो दोगुनी हुई नहीं, खर्चा जरूर दोगुना हो गया। डीजल, खाद के भाव करीब दोगुने हो गये। सरकार किसान के खर्चे आधे करे तभी तो उसकी आमदनी दोगुनी होगी।
उन्होंने बताया कि हरियाणा में कांग्रेस सरकार के समय धान 𝟓𝟎𝟎𝟎-𝟔𝟎𝟎𝟎 रुपया कुंतल बिका, उसका दोगुना 𝟏𝟎𝟎𝟎𝟎-𝟏𝟐𝟎𝟎𝟎 रुपया होता है; गेहूं 𝟏𝟔𝟎𝟎 रुपये कुंतल बिका, जिसका दोगुना 𝟑𝟐𝟎𝟎 रुपये कुंतल होता है; हमने जब सरकार छोड़ी तब गन्ना 𝟑𝟏𝟏 रुपया कुंतल था, इसका दोगुना 𝟔𝟐𝟐 रुपया कुंतल होता है। किसानों को दोगुना भाव मिलेगा तभी उनकी आमदनी दोगुनी होगी।
Congress MP Deepender Hooda said that the government has betrayed the farmers by not forming a committee on MSP. He said the goal of the BJP government has become to help a few big industrial houses and the exploitation of the farmers and workers.
Addressing a press conference at the AICC in New Delhi, Deepender held the BJP government responsible for the food grain crisis in the country after 50 years. He said that the challenging conditions created in the MSP system and PDS system today, are the result of this goal of the BJP government.
“National security, food security, income security of farmers are in danger due to the policies of BJP government. This government has played with national security by introducing Agneepath scheme, food security by allowing private exporters to export wheat and also with the income security of the farmer by tampering with MSP,” he said.
Deepender said the government has betrayed the farmers movement and the farmers of the country. “The government has clearly cheated farmers in the matter of doubling the income and also setting up of MSP committee which was part of the agreement with Sanyukt Kisan Morcha. The statement given by the member of NITI Aayog on the MSP issue was like throwing salt on the wound on the farmer's back. The farmer of the country is groaning because of this betrayal of the government,” he stated.
Deepender demanded the government should immediately form a committee on MSP, according to the agreement reached with the farmers during the farmers' movement. He said the government should also issue a white paper on procurement, PDS, wheat export in relation to the current food crisis.
“Why did more than 10 million tonnes of wheat go out of the country? Until this happens, we are with the farmers as they plan to organise Vishwasghat Sammelans From 18th July to 31st July, across the country. They have our complete moral support,” he said.
Deepender condemned the statement by the member of NITI Aayog regarding the destruction of the market on the legal guarantee of MSP, saying that it is clear from this statement that the government is retreating from the MSP system and moving towards private procurement. “The statement of NITI Aayog is an indicator of direction of government's policies regarding farmers, agriculture and agriculture sector. The government wants to follow the same path by which they had brought three agriculture laws to sabotage the MSP system,” he added.
Deepender pointed out that there is a shortage of wheat in the country and the government has to change its ratio percentage for the food grains given in PDS. “This year there has been a huge cut in wheat allocation in 10 states. The government is saying that the stock of wheat in the central pool has gone down even below the 2008 level, lowest in 15 years and the crisis is bigger when we look at it in proportion of population,” he added.
“Last year 43.34 million tonnes of wheat was procured. Wheat procurement this year was just 18.73 million tonnes against the government target of 50 million tonnes, which is 56.7% lower than last year. This is the reason why wheat is not being given to the states. Rather, the government is talking about giving rice instead of wheat by changing its ratio percentage for PDS and is blaming it on the weather by saying that there is not enough procurement behind allotment of wheat. The main reason for this is the export policy of the government. The government has hurt the farmer and the poor man to benefit some big industrial houses,” he said.
Elaborating in this regard, he said that due to Ukraine war, the price of wheat in the international market reached about Rs 3500 per quintal, whereas the MSP in the country was only up to 2000 per quintal. Traders took advantage of this and stocked wheat from farmers and exported more than 10 million tonnes of wheat abroad.
“Why did the government let the traders export wheat? In whose pocket did this benefit go? We kept demanding that the government should give bonus on wheat to the farmers so that the money goes in the pockets of the farmers. But the government did not give any bonus. If the government had procured wheat from the farmers by paying bonus, and sent enough stock to the central pool, then the poor would also get food grains and the farmers would also get some benefit,” he said.
Deepender said doubling farm incomes and MSP guarantee have now joined category of ‘jumlas’ like creating two crore jobs and getting black money from abroad, giving 15-15 lakhs to the people's account.
Reminding the BJP of the promise of doubling farmers' income by 2022, Deepender said that till 6 months to go. “BJP kept raising the matter of doubling farmers' income, but 6 months have passed since 2022 and the seventh month is going on. BJP leaders stopped talking about double income. Government should tell when will 2022 come for the farmer,” he questioned.
Deepender said that from 2016 to 2022, the income of the farmer has not doubled, but the input costs have definitely doubled. “Diesel, fertilizer prices almost doubled. Farmers income would double only if either the costs are halved or the price offered to them is doubled. During the Congress government in Haryana, paddy was sold at Rs 5000-6000 a quintal, which doubles to Rs 10000-12000; Wheat sold for Rs 1600 a quintal, which doubles to Rs 3200 a quintal; When we left the government, sugarcane was Rs 311 a quintal, double it to Rs 622 a quintal. Farmers will get double the price only then their income will be doubled,” he stated.
